UAE Golden Visa Rejected: 10 Real Reasons in 2026, and Which Ones You Can Appeal

A UAE Golden Visa rejection falls into one of three buckets, and knowing which one you are in decides everything you do next. Most people waste weeks appealing a refusal that can only be fixed by resubmitting, or resubmitting a refusal that will never be approved no matter how many times they file.

That third row is the one no consultancy website will tell you plainly, because "appeal with us" is the sale. If your basic salary is AED 26,000 and the threshold is AED 30,000, there is no appeal - there is a pay rise, a different route, or a wait.

This is the single most common Golden Visa refusal, and it is almost always a surprise to the applicant. The skilled-professional route requires a minimum basic salary of AED 30,000 per month. Housing allowance, transport allowance, and every other line on your payslip are excluded from that calculation.

The confusion is genuine and recent. A brief relaxation in August 2024 allowed total monthly remuneration to count. That was reversed, and from January 2025 only the basic line counts. A great many blog posts still describe the old rule.

So a package of AED 35,000 made up of AED 22,000 basic plus AED 13,000 in allowances does not qualify, even though the headline number is comfortably above AED 30,000. Your MOHRE employment contract is what ICP reads, and it names the basic figure explicitly.

Appealable? No. If the basic line is below AED 30,000, the file fails on a threshold and an appeal will not move it. What does work: a revised MOHRE contract restructuring basic pay, then a fresh application - though note the salary-history requirement in Reason 4 before assuming a restructure fixes it immediately.

Eligibility under the skilled-professional route is assessed partly on occupation, and the classification used is the one on your MOHRE work permit, not the title on your business card or LinkedIn profile. Applicants are regularly refused because their permit says something generic while their actual role is senior and specialised.

A related refusal is seniority mismatch: the title claims a level the salary or the contract does not support, or the reverse. ICP reads the contract, the permit and the salary together, and an inconsistency between them reads as a weak file.

Appealable? Yes - this is the clearest case where an appeal is the right instrument. A refusal here is a judgement, not a threshold, and a reasoned submission with an organisation chart, a detailed job description and evidence of responsibilities can change the assessment. If the permit title is simply wrong, amending it with MOHRE first is stronger than arguing about it.

The skilled-professional route requires a bachelor's degree or higher, and it must carry UAE Ministry of Education equivalency. A degree that has been attested by your home country's foreign ministry and the UAE embassy abroad is still not sufficient on its own - the MOE equivalency certificate is a separate step that many applicants discover only when they are refused.

Related refusals in the same family: a certificate issued by an institution the MOE does not recognise, a name on the degree that does not match the passport, and attestation that has lapsed.

Appealable? No, and it does not need to be. This is a document defect, and the fix is to obtain the equivalency and resubmit. Appealing simply adds a queue in front of the same paperwork.

Meeting AED 30,000 this month is not the same as demonstrating it. ICP looks at Wage Protection System records, and expects to see the qualifying basic salary paid consistently - commonly described as three to six months of WPS records, with the salary level evidenced over a longer period of up to two years for some files.

Applications fail here when someone has just been promoted, has just joined a new employer, was paid irregularly, or has months where the WPS deposit does not match the contract figure. A gap of a single month is enough to draw a query.

Appealable? Partly. If the records exist and were simply not submitted or were misread, an appeal with the complete WPS statement and corroborating bank statements is reasonable. If the history genuinely is not there yet, no appeal creates it - the answer is to wait until it is and file again.

Name spelling that differs between passport, Emirates ID, degree and contract. A date of birth that differs by a digit. A passport number that changed after renewal and was not updated everywhere. An employer name written two different ways. Each of these is trivial in isolation and each of them gets files refused.

This is the most preventable category on the list. Before submitting, put the passport bio-data page beside every other document and check the spelling character by character, including middle names and the order they appear in.

Appealable? No - resubmit. Correct the inconsistency at source where you can (an amended contract, a corrected Emirates ID record) and file a clean application.

An active overstay, an unpaid immigration fine, a cancelled visa still showing as active, an absconding report filed against you, or an existing ban will stop a Golden Visa application regardless of how well you meet the financial criteria. The system checks your immigration file before it assesses your eligibility.

People are frequently unaware of the flag. An employer who never completed a cancellation, or a fine attached to a vehicle you sold, sits quietly on the record until something like this surfaces it.

Appealable? No - clear the underlying issue first. This is genuinely good news in disguise, because these are almost all resolvable, and the Golden Visa application will succeed once the file is clean. Establish exactly what the flag is before doing anything else.

The property route requires AED 2,000,000 or more, and the figure that counts is the one on the title deed or the certified valuation - not the price you agreed, not the price including fees, and not the current market estimate from a portal.

Two things have genuinely changed and are worth knowing: mortgaged property now qualifies, and off-plan property now qualifies, provided the certified value reaches AED 2 million. Older guidance saying the property must be fully paid and complete is out of date.

Applications also fail where the AED 2 million is spread across several properties in a way the authority does not aggregate, or where the deed names multiple owners and each share falls below the threshold.

Appealable? No if the certified value is genuinely below AED 2 million. Yes in the narrow case where the valuation itself is wrong or the authority has read a joint deed incorrectly - that is an evidential dispute, and a corrected valuation resolves it.

Scientists, creatives, athletes, humanitarian workers and several other specialised talent categories are not self-nominating routes. They require a nomination or endorsement from the relevant UAE authority - the UAE Council of Scientists, the Ministry of Culture, the General Sports Authority and their equivalents - before ICP will process the application.

Applying directly under one of these categories without the nomination produces a refusal that reads as an eligibility failure but is really a sequencing error. The nomination is step one, not supporting evidence.

Appealable? No - obtain the nomination and apply again. Expect the nominated categories to take longer end to end than the salary or property routes, roughly six weeks against two to four.

Valid UAE health insurance is required for the applicant and for every family member included in the application. Refusals here come from policies that have expired between submission and assessment, policies that do not meet the minimum cover for the emirate, and applications where the primary applicant is insured but a dependant is not.

Appealable? No - renew or upgrade the policy and resubmit. Check the expiry date against the realistic processing window before you file, not on the day you file.

A criminal file in the UAE, an unresolved court case, or a security objection will end an application, and this is the one category where the authority does not explain its reasoning. You will see a refusal without a stated cause.

Appealable? No. Appeals are not entertained on security or criminal grounds, and this is stated consistently across every source that discusses the appeal process. Where there is a specific, resolved legal matter - a case that was dismissed, a fine that was paid, a judgement that was satisfied - documenting the resolution and applying again later is the only available path. Where the objection is a security one, there is no process to engage with.

Four of thirteen are genuinely appealable. Everything else is either a resubmission or a dead end, and treating a resubmission as an appeal is the most common way people lose a month.

Which authority handles your appeal depends on where the application was filed. Applications made through ICP Smart Services (smartservices.icp.gov.ae) are federal and cover the whole country. Applications made in Dubai are typically handled by GDRFA Dubai. Appealing to the wrong one wastes the time it takes them to tell you so.

1. Establish the actual reason. The portal status alone is not enough - "Rejected" without a cause is common. Call and ask. ICP is on 600 522222; GDRFA Dubai is on 800 5111 from inside the UAE.
2. Decide appeal or resubmit using the table above. This is the whole decision.
3. Assemble the evidence that addresses the stated reason specifically. An appeal that restates your general suitability without answering the objection will fail.
4. File through the same authority that refused it, with the original application reference.
5. Keep the file open. If the refusal was procedural and you have corrected it, a fresh, clean application often moves faster than an appeal on the original.

Processing for a complete new file runs roughly two to four weeks, with property-investor files often faster at five to ten working days and nominated categories slower at around six weeks. An appeal has no published service standard.

Government fees for the Golden Visa run from roughly AED 4,695 on the salary and talent routes to around AED 10,140 on the property route. Those are not usually refunded on refusal, and a resubmission is a fresh application.

The larger cost is usually time. A refusal that is diagnosed correctly and resubmitted cleanly costs weeks. A refusal that is appealed when it should have been resubmitted, or resubmitted unchanged when it should have been appealed, costs months - and if your current residence visa is running down in the meantime, that becomes a status problem on top of a Golden Visa problem.
