Qatar centralises almost every resident service under the Ministry of Interior. Once you have Metrash, you barely need anything else.
Government services in the State of Qatar run through the Ministry of Interior's MOI portal and the Metrash2 mobile app for residents - covering QID renewal, visit visas, family visas, exit permits, and traffic fines - alongside MADLSA for work-permit and labour services and Hukoomi as the whole-of-government services index. Filing through Metrash2 is the everyday path; QID counter renewal happens at MOI service centres in Al Duhail, Mesaimeer, Al Mamoura and Al Wakrah. Qatar-specific quirks: family-visa salary thresholds at QAR 10,000 plus housing for parents, the no-objection certificate rules for job transfers (eased but still case-by-case), and the document-attestation chain that ends at MOFA Qatar after embassy-of-Qatar attestation in the issuing country. How Qatar centralises services under the Ministry of Interior in Qatar
Qatar is the most centralised of the GCC stacks for resident services. The Ministry of Interior runs identity, residency, travel, traffic, and the major public-safety services through portal.moi.gov.qa and the Metrash mobile app. Hukoomi (hukoomi.gov.qa) is the national portal layered on top, aggregating services from ministries (health, labour, education, justice) and giving every resident a single sign-on into the rest of the government. Two apps, one logged-in identity, and most of your year fits inside them.
The Metrash app was rebuilt during 2025, and the old Metrash2 is being phased out. As of mid-2026 the single Metrash app is the official channel for QID renewal, vehicle services, travel permits, family visit visa requests, and the resident-facing pieces of MOI. If you still have Metrash2 installed, replace it; some flows in the old app silently fail because the back end has migrated.
Labour and contracts sit slightly outside MOI. The Ministry of Labour runs the labour platform that holds your contract, end-of-service status, and any complaint you file under the Wage Protection System. Trade and commercial registration go through the Ministry of Commerce and Industry. But for almost everything an individual resident touches, MOI is the answer and Metrash is the channel.
Healthcare runs through PHCC (primary care), HMC (hospitals), and the Hukoomi health card service. The 2026 update is significant: as of April 2026, residents can present their QID instead of a physical health card at medical facilities, because the card data is now mirrored on the chip. Physical card printing is being phased out; annual renewal of the underlying entitlement still applies.

One app does most of it
Where Saudi Arabia splits the resident and sponsor sides into separate platforms, Qatar collapses them into Metrash plus the MOI portal. Renew the QID, pay the traffic fine, request the family visit visa, check exit permit status, all in one session. The trade-off is that when Metrash fails, you have fewer fallback channels.
Exit permits are mostly gone
The 2018 reforms removed the exit permit requirement for most private-sector expats. You can leave Qatar on your QID without explicit MOI approval for each trip. A small list of government and security-related employers still requires exit permits; if your contract is one of those, your HR will flag it.
QID grace period is genuinely 90 days
Qatar gives you a 90-day grace window after QID expiry with no fine. After that, QAR 10 per day accrues, capped at QAR 6,000. That is gentler than the UAE or Oman, but plenty of expats still get caught because the grace lures them into delay. Renew before day 90.
Family visit visas are case-by-case
Qatar treats family visit visas as a per-application decision rather than a salary-threshold gate. Family residence visas, by contrast, do have a salary floor (around QAR 10,000 without employer housing, or QAR 6,000 in some technical roles with housing). Both are filed through Metrash and pulled into Hukoomi.
Driving licence conversion is straightforward
If you hold a driving licence from a country on Qatar's recognised list, you can convert it directly with eye and theory checks, no driving school required. The fee is roughly QAR 250 for a five-year licence. Other nationalities go through Qatar's driving school sequence, which takes weeks rather than hours.
Health card is being digitised
From April 2026, your QID stands in for the health card at most facilities. Annual health card fees still apply (QAR 100 for adult expats, QAR 50 for Qatari nationals and adult GCC residents), but you no longer carry a separate physical card. Renew through Hukoomi or a PHCC branch.

Sponsor your spouse and children once your salary clears the QAR 10,000 benchmark (or QAR 6,000 with employer housing) and your marriage and birth certificates have made it through the full attestation chain.
Work Permit (Labour Card)
Since the 2020 reforms you can change jobs without a No Objection Certificate, but the work permit, e-contract and RP linkage all still need to flow in the right order, or the new employer cannot pay your salary.
MOFA Attestation
Qatar is not an Apostille Convention state in 2026, so the chain is fixed: attest in the country of origin, then through the Qatari embassy there, then through MOFA Qatar. Skip a link and the whole chain breaks.
Fines and Overstay
Most Qatar fines clear in seconds through Metrash, but unpaid lines quietly block every QID, Istimara and licence renewal. Check monthly, even when no SMS lands.
Exit and Re-Entry
Exit permits are largely abolished. Most workers leave Qatar freely on a valid QID, but travel bans, fines and the six-month RP rule are still real friction points.
Hamad Health Card
Renew your Hamad health card for QAR 100 a year, and stay current on Qatar's mandatory health insurance. From April 2026 the QID is being phased in as the credential at PHCC and HMC clinics.
Commercial Registration (CR) and Trade Licence
Start a business in mainland Qatar through MOCI, or in QFC for finance and professional services, or in QFZ for logistics and manufacturing. Foreign ownership is allowed in most mainland sectors but the trade licence still anchors the entire workflow.
Good Conduct Certificate (PCC)
Get a Qatar Good Conduct Certificate through Metrash in a few days, but plan for one to three weeks if you also need MOFA Qatar attestation and an overseas embassy stamp for foreign use.

How a normal year in Qatar paperwork actually plays out in Qatar
A Qatar resident's year revolves around three predictable events: QID renewal (annual for most expats, three-year option exists), health card renewal (annual), and the occasional traffic or visit-visa item. Metrash sends a notification a month before QID expiry. You confirm details, pay through the linked card or NAPS, and the QID expiry on file updates within hours. If your sponsor needs to authorise the renewal first, you will see a Pending Employer status; nudge HR.
The health card used to mean a physical card you carried with the QID. Since April 2026, the QID itself is enough at most clinics and hospitals; the annual fee still applies but no new card is printed. Renewal happens through Hukoomi, a PHCC branch, or any HMC facility, and the entitlement is mirrored to your QID file within a day.
Traffic fines surface in Metrash and on the MOI portal. The newer integrated speed and red-light enforcement pushes infractions to your file quickly, and unpaid fines are the most common reason a QID renewal stalls. Pay through Metrash or a bank, refresh the file, and the renewal flow releases. Vehicle registration (Istimara) is on the same platform; renewing your car alongside your QID is the simplest way to keep both calendars aligned.
For travel, most expats no longer need exit permits. You leave Qatar on the QID, the gates read the chip, and you re-enter the same way. Family visit visas are filed in Metrash with a copy of the invitee's passport and a relationship document; processing usually takes a few days. Family residence visas require meeting the salary threshold and uploading a tenancy contract along with the application.
Edge cases land in two places: labour disputes go through the Ministry of Labour's complaint flow, which is separate from Metrash but uses the same QID identity; and any criminal-record matters (police clearance, expat exit certificate) flow through MOI's specific service in Metrash or at a service centre. Everything else, including SIM, driving licence, vehicle, and even some property services, can be done from your phone.

The result is instant and shows visa type, validity, and status. The same lookup is mirrored inside the Metrash app under Visa Services.
No. The old Metrash2 has been retired. The new Metrash app handles every resident-facing MOI service. If you still have Metrash2 on your phone, uninstall it and install the current Metrash from the App Store or Play Store. Sign in with your QID and the registered mobile number.
Qatar offers a 90-day grace period after QID expiry with no fine. After day 90, a QAR 10 per day fine accrues with a maximum cap of QAR 6,000. Renew before the grace ends; once you cross day 90 the file is also progressively harder to manage online and may require a service centre visit.
Most private-sector expats no longer need an exit permit since the 2018 reforms. You leave on your QID. A narrow list of government employees, military, and some security-sensitive private sector contracts still require exit approval. Family visit visas (short-term) are assessed case by case and use a lower salary floor of around QAR 5,000 in many sectors.
