What is Absher?

Absher is the Saudi Ministry of Interior's primary digital platform for residents and citizens in the Kingdom. Operated by the National Information Center under the Ministry, it is the everyday channel through which expats renew Iqamas, pay traffic fines, request exit and re-entry visas, manage dependent travel permits, and check the validity of identity documents. Sponsors use Absher Business to settle Iqama renewal fees, raise Huroob reports, transfer sponsorship, and update dependent records. Access is via the Absher mobile app on iOS and Android or the absher.sa web portal, with biometric login through Nafath two-factor authentication. Three core services covered are Iqama renewal, exit and re-entry visa issuance, and Saher traffic fine settlement. Most residents use Absher at least monthly because nearly every other Saudi government portal requires an active Absher account to log in.

How does Absher work?

Absher (absher.sa) is the Saudi Ministry of Interior's unified digital services platform - by far the busiest e-government portal in the Gulf, running more than 330 distinct services and handling around 448 million digital transactions in 2025 (about 417 million on the Individuals platform and 31 million on the Business platform). For a resident, Absher is the single screen where Iqama status, traffic fines, passport services, exit/re-entry visas, family services, and most government queries land. It is the platform that ties the resident's identity to every other Saudi system (Muqeem, Qiwa, Najiz, ZATCA, Najm) through a single Iqama-keyed login.

There are two Absher tracks: Absher Individuals for citizens, residents, and visitors; and Absher Business (Absher Aamal) for sponsoring establishments, typically small employers up to 100 workers. Larger employers also use Muqeem and Qiwa, but Absher Business is the entry point for routine HR-side actions (sponsor-initiated exit/re-entry visas for workers, dependent management, simple work-permit checks). Workers themselves see the results of sponsor actions through their personal Absher Individuals account, which is where Iqama renewals, traffic fines, and exit visas all surface.

Authentication runs through Nafath, the national identity verification app that uses face-scan biometrics tied to the Iqama number. Once Nafath is set up, login is a one-tap face-scan from the Absher app and OTPs become rare. Two operational features that matter day-to-day: the digital Iqama is now legally sufficient for hotels, traffic stops, hospital admissions, and most government counters (no need to carry the plastic); and the Absher SAR 51.75 processing service fee that applies to most Iqama-related transactions from January 2025 (SAR 103.50 for exit/re-entry extensions; the final exit visa itself carries no government fee, though some guides report an Absher processing service fee for final exits, so check the SADAD bill line before paying).

Compared with the pre-2020 paper era Absher has gone from a query portal to a transaction backbone: the digital Iqama replaces the plastic at hotel check-ins and police stops since 2022, the Nafath face-scan replaces SMS OTP for almost every step since 2023, and from January 2026 the printed Muqeem card carried into Absher is the new 5-year version issued by Muqeem and delivered through Wasil. The most recent texture-shift residents notice is the SAR 51.75 Absher service fee that landed in January 2025 on most Iqama-related transactions, a non-refundable line item that quietly added an annual SAR 200-400 per family in routine renewals.

For employers, Absher Business is paired with Qiwa (the contract and Nitaqat layer) and Muqeem (the Iqama-print layer); for legal and notarisation work the sponsor handover continues into Najiz. Performance and uptime patterns matter for anyone filing time-sensitive transactions. Absher slows down measurably during the last 5 working days of each Hijri month (Iqama-expiry batches), around the SAR 400/month dependent levy due date, and across the final fortnight of Ramadan when the workforce shifts to night-time activity. Friday morning until early afternoon is effectively a service window because government counters are closed and Nafath approval queues are shorter. During Ramadan the Absher service desks operate 10am-3pm and 9pm-12am, so live-agent escalations outside those hours simply do not get picked up. If Absher itself is unreachable, the Tawakkalna app surfaces the digital Iqama and most public lookups as a sibling-app fallback, and the Muqeem visa-validity sub-portal at vv.muqeem.sa handles Iqama-status checks without a full login. For payment failures, the Saudi bank apps (Al Rajhi, SNB, Riyad, Bank AlBilad) can post SADAD bills directly even when Absher's own SADAD generator times out.

The 2026 reform calendar matters because three quietly consequential changes have landed since the original platform shape. First, the new dependent-abroad rule clarified that dependents who exit on a single exit/re-entry must re-enter before the 6-month expiry or the Iqama is auto-cancelled - Absher now displays a countdown banner on the dependent's record from day 150 onwards, but sponsors routinely miss it. Second, the Premium Residency application flow was migrated end-to-end into Absher in early 2026, which means High-Skilled tier workers on Qiwa can now initiate the conversion without a separate Najiz step. Third, integration with the new 5-year Muqeem card (delivered via Wasil from January 2026) means Absher now shows a Wasil tracking reference inside the Iqama record after every print trigger - useful for confirming dispatch without logging into Muqeem. The exit-and-re-entry rule for dependents abroad is the change residents most commonly trip over because the countdown is silent.

Iqama Services

View Iqama status, check expiry (Hijri and Gregorian), see the digital Iqama, query Iqama violations, and view linked dependents. Iqama renewal itself is a sponsor action on Muqeem, not Absher. Open the Absher app, tap Services > My Services > Resident ID Services to see the digital Iqama; for transfer or sponsorship updates, the sponsor handles those inside Muqeem. Traffic Services (Muroor)

Query traffic violations against the plate and Iqama, dispute fines within 30 days, pay through SADAD with the 25% early-payment discount, renew the driving licence, and view the demerit-point status. The 25% early-payment discount runs from the violation notification date in Absher Notifications, not the date Saher captured the offence on the road. Passport Services (Jawazat)

Issue and extend single or multiple exit/re-entry visas, file a final exit (worker self-issued under LRI 2021), and check visa status. Family Services

Apply for family visit visas through the linked Enjaz flow, see linked dependents, pay the SAR 400/month dependent levy through SADAD, and request dependent exit/re-entry visas. Vehicle Services

Renew Istimara at SAR 100/year or SAR 300/3 years, transfer ownership when buying or selling, replace a lost Istimara, and link the vehicle to Najm-registered insurance. Istimara renewal pre-checks valid Najm-registered insurance, periodic technical inspection (MVPI) for vehicles older than 3 years, and zero outstanding Saher fines; any one of the three failing returns the renewal to the queue without a specific reason.

Public Services

Request the Good Conduct Certificate (Shahadat Husn Sira) at SAR 100, query Iqama or border-number details, and access the visitor public query that works without a full Absher account. The Good Conduct Certificate processing time is 7-14 working days; specify the destination country at request time because Absher cannot add it later, and the Saudi MOFA stamp is required before consular legalisation.

How do I register an account on Absher?

    Register on absher.sa or the Absher app

    Visit absher.sa > Individuals > New User, or open the Absher app. Enter your Iqama or border number, your Saudi mobile number registered in your name, and an email. Create a username (8+ characters, Latin letters and numbers) and a password (8+ characters, mixed case plus number). Complete the captcha and submit. Enter the OTP sent to your Saudi mobile. If your Saudi SIM is registered in the employer's name (very common for new arrivals), the OTP will not arrive; move the SIM into your Iqama at the operator counter (STC, Mobily, Zain) with your Iqama and passport before retrying.

    Activate the account

    Four activation paths: (a) Nafath face-scan from the Nafath app - fastest, about 10 minutes; (b) a self-service Absher kiosk at one of the 420+ locations across malls, airports, Jawazat offices, and government buildings - 3-5 minutes; (c) booking a Jawazat office appointment for in-person activation with physical ID; or (d) bank channels through Al Rajhi, Riyad Bank, SNB, or Bank AlBilad online, mobile, or ATM. Without activation, services stay locked. The Nafath path is by far the fastest if you have already downloaded the Nafath app; kiosk activation is the fallback if the face-match fails or the photo on your Iqama is more than 5 years old.

    Set up Nafath for biometric login

    Install the Nafath app from the App Store or Play Store and complete the face-scan tied to your Iqama. After this, Absher logins are a one-tap face-scan from the Nafath app instead of typing OTPs. Nafath is also used for Qiwa contract signatures and Najiz notarisation. After enrolment, Absher login from the web portal triggers a Nafath push notification; tap, face-scan, and the web session opens. SMS OTP becomes a fallback only when Nafath is unreachable.

    Use the Absher app for day-to-day actions

    Sign in to the web or app to renew Iqama (sponsor only - residents check status), request travel permits, pay fines, query dependent levy, file Good Conduct Certificate requests, and view the digital Iqama. The app is updated frequently; if a service does not appear on the menu, search by Arabic name (e.g., 'Husn Sira' for police clearance). Receipts for every SADAD-paid transaction sit under My Payments indefinitely; download the PDF immediately because a transaction reversed later can leave you needing the receipt for a refund dispute against the SAR 51.75/70/103.50 service fee.

Troubleshooting

The errors residents hit most often on Absher, and the fix that works.

The SIM is almost certainly registered to your employer or a Saudi colleague, not to your Iqama. Visit STC, Mobily or Zain with Iqama and passport, move the SIM into your name, then retry registration. The Nafath face-scan binds to the SIM-Iqama pair, so this fix is mandatory before further steps.

Absher carries the old passport number until the sponsor updates it on Muqeem. Send HR a copy of the new passport bio page and ask them to file 'Update Passport Data' on Muqeem. Sync to Absher takes minutes; retry login with the new passport number.

Common causes: Iqama photo more than 5 years old, weight change, beard or hijab change, poor lighting. Visit any Absher self-service kiosk (420+ locations) with the physical Iqama; the kiosk re-captures a fresh photo and pushes verified status back within 5 minutes.

The error is usually upstream and Absher does not surface the cause. Check in order: dependent levy paid through SADAD (bill 048), CCHI insurance active and covering the full renewal window, work-permit levy current, all traffic and Saher fines cleared, no open Najm insurance claim. Fix each layer; the renewal then completes via Muqeem in minutes.

Run the fine search on Iqama and on every plate registered to your name; pay any open Saher fine via SADAD, wait an hour, retry. If still blocked, the cause is a vehicle still registered in your name - transfer it on Absher Vehicle Services or the new owner will inherit your future fines.

The Muqeem sync to Absher can lag 60-90 minutes after a renewal posting on SADAD. If still missing after 24 hours, the sponsor's Muqeem submission probably failed at the CCHI insurance check - confirm a 2-year CCHI policy covers the renewal window.

The 30-day window runs from the date Absher Notifications received the fine, which can be days after the violation. Open the notification timestamp; if you are within 30 days from that date, file the objection at Absher > Traffic Services > Object to Violation with photo evidence.

Nafath is the Saudi national identity verification app run by the National Information Center. It uses face-scan biometrics tied to your Iqama or National ID to authenticate logins across Absher, Qiwa, Najiz, ZATCA, and most other government portals. Once enrolled, you log in with a one-tap face-scan instead of typing OTPs. It is also what you use to sign Qiwa employment contracts, notarise documents on Najiz, and confirm Premium Residency applications. Two public lookup channels exist. The MOI national portal at my.gov.sa hosts a Resident ID Expiry query that needs only the Iqama number and an image-verification captcha - no OTP, no account. The Muroor public visitor query at absher.sa/wps/vanityurl/en/querytrafficviolationsvistors returns traffic violations against an Iqama or border number with the same captcha-only access. Both are free. The Muqeem visa-validity portal at vv.muqeem.sa shows visa-validity data using Iqama plus passport number. From January 2025 the SAR 51.75 Absher processing service fee is added to most Iqama-related transactions (issuance, renewal, dependent issuance) on top of the underlying government fee and the work-permit levy. The exit/re-entry extension service fee is SAR 103.50. The final exit visa itself carries no government fee; some guides report an Absher processing service fee for final exits, so check the SADAD bill line before paying. The SAR 51.75 and SAR 103.50 fees are non-refundable if the transaction is later reversed; budget for them as part of the routine annual stack rather than a one-off. Three causes account for almost every rejection. First, an open traffic or Saher fine - check under Traffic Services and clear via SADAD, then wait an hour for sync. Second, an open Najm insurance claim against a registered vehicle in your name - resolve at the Najm portal first. Third, an unpaid dependent levy on linked family members; the levy must be current even if you are leaving without dependents. If all three are clear and Absher still refuses, the sponsor likely has an open hold on Muqeem; ask HR to check the Muqeem exception list. Workers eligible to self-file final exit under LRI 2021 should also confirm the contract end-date in Qiwa matches the file. Run the diagnostic in this order. (1) Confirm the Saudi SIM in your phone is the one registered to your Iqama at STC, Mobily, or Zain - login fails silently if it is borrowed or in the employer's name. (2) Check that the Nafath app is updated to the latest version because the 2026 face-recognition engine refuses older builds. (3) Try a different network (mobile data vs Wi-Fi); some ISP routes are throttled during peak hours and Nafath push notifications never arrive. (4) Clear browser cache or reinstall the Absher app. (5) If still blocked, the account may be locked from a passport-renewal mismatch - HR must file 'Update Passport Data' on Muqeem before login resumes. (6) Last resort: any of the 420+ Absher self-service kiosks can reset the account in 5 minutes with the physical Iqama.

The OTP fails for one of five reasons, ranked by frequency. First and most common: the Saudi SIM is registered to your employer or a Saudi colleague rather than to your own Iqama - move the SIM into your name at the STC, Mobily, or Zain counter with Iqama and passport, then retry. Second: the SIM has been inactive for more than 90 days and the operator has reclaimed the number; same fix at the operator counter. Third: the registered mobile number in Absher is an old number you no longer have - update via a kiosk with the physical Iqama. Fourth: your network is roaming and the operator does not deliver SADAD/Absher OTPs internationally on prepaid lines - switch to postpaid or wait until you return. Fifth: Nafath enrolment is broken and the system is sending SMS as fallback; re-enrol Nafath via face-scan to resume push notifications instead.

Account locks come from three causes. (1) Five failed login attempts in 24 hours triggers an automatic 24-hour cool-down - wait it out or use a kiosk for immediate reset. (2) Passport renewal where the sponsor has not updated the new passport number on Muqeem - Absher carries the old passport, every login fails the cross-check, and the lock follows. The fix is HR filing 'Update Passport Data' on Muqeem; sync to Absher takes minutes. (3) Iqama expiry - if the Iqama lapsed and is being renewed by the sponsor, Absher locks until the new expiry posts. For all three, the universal recovery is a visit to any of the 420+ Absher self-service kiosks (malls, airports, Jawazat offices) with the physical Iqama and current passport. The kiosk verifies identity, re-captures the photo if needed, and pushes verified status back within 5 minutes. Bank channel re-activation through Al Rajhi, SNB, Riyad Bank, or Bank AlBilad is the alternative.

Dependents who exit Saudi Arabia on a single exit/re-entry visa must re-enter the kingdom before the 6-month expiry stamped on the visa - if they overstay, the dependent Iqama is auto-cancelled by Jawazat and the sponsor has to file a fresh visa cycle (visit visa to bring them back, then re-Iqama after medical and biometrics). Absher displays a countdown banner on the dependent's record from day 150 onwards but does not send a separate push notification, so sponsors routinely miss it. If you know the dependent will be abroad longer than 6 months at exit time, file a multiple exit/re-entry visa instead (currently SAR 200 for the first 6 months plus SAR 100 per additional month, capped at 12 months total). For dependents who are already abroad and approaching expiry, the sponsor can file an extension from Absher Family Services > Extend Exit/Re-entry which costs SAR 103.50 service fee plus the underlying government fee; the extension must be filed before the original expiry, not after.
