Government Services in Oman

ROP, Sanad centres, the new 10-year Resident Card, and how Ministerial Decision 157/2025 changed the cost of living legally in Oman.

Oman digitised quietly but completely. The new long-validity Resident Card and the ROP app handle the cycle that used to take three trips a year.

Government services in the Sultanate of Oman run through the Royal Oman Police's ROP portal for resident-card and visa services, the Invest Easy commercial-registration platform under the Ministry of Commerce and Industry and Investment Promotion, the Bayan customs portal, the Dhamani health-insurance platform, and Sanad service centres for in-person filing of any case that still needs a counter visit. Resident-card renewal, work-permit issuance, exit visas, vehicle registration and traffic-fine payment go through ROP. Oman-specific quirks: the bilateral driving-licence conversion list that varies by issuing country, the work-permit pre-clearance step at the Ministry of Labour that catches many transfers, and the document-attestation chain ending at MOFA Oman after embassy-of-Oman attestation in the issuing country. Sanad centres are owned and operated by Omani citizens and are the everyday in-person desk for residents who prefer not to file online. Wathim runs cases across ROP, Sanad, Invest Easy, Bayan and MOFA Oman.

How Oman runs identity, residency, and government services in 2026 in Oman

Oman built its digital government around the Royal Oman Police (ROP), which holds identity, residency, traffic, and security under a single authority. The ROP runs rop.gov.om, the ROP mobile app, and the evisa.rop.gov.om portal that handles visa lookups and overstay calculations. The gov.om national portal sits on top as the umbrella, exposing services from every ministry, and Sanad service centres function as the physical typing-centre network that handles in-person filings for residents who prefer not to use the digital channel.

The biggest change in Oman's recent paperwork history is Ministerial Decision 157/2025, announced in November 2025 and fully in force across 2026. The Resident Card now issues for up to 10 years (previously 1, 2, or 3 years), the annual fee dropped to OMR 5 per year (previously OMR 10), and the replacement fee for a lost or damaged card is OMR 20. The 10-year validity makes Oman the longest-validity residence card in the Gulf, and the lower annual fee removes one of the more frequent paperwork events expats used to plan around.

Work permits are run by the Ministry of Labour, and Omanisation rules drive a meaningful share of hiring decisions across most sectors. The work permit and the residency are linked: the labour file at the Ministry triggers the ROP residency action, and the Resident Card validity follows the work permit cycle within the new 10-year ceiling. For domestic workers and family members, the same ROP card is used, with the sponsor managing the file through the labour and ROP channels.

Oman is a Hague Apostille Convention member, so attestation of foreign personal and educational documents uses an apostille rather than the full embassy chain that Kuwait, Qatar, and the UAE still require. This makes recruitment from abroad and family registration noticeably lighter than in neighbouring countries. The overstay regime, by contrast, is one of the strictest in the Gulf: OMR 10 per day from the day after expiry, with no grace period at all.

What Oman does differently

Coming from the UAE, Qatar, or Saudi Arabia, Oman feels lighter on paperwork and stricter on overstay. Here are the local specifics that change the calendar.

10-year Resident Card is real, and recent

Ministerial Decision 157/2025 introduced the long-validity Resident Card in November 2025. Existing residents transition to the new card on renewal. The 10-year ceiling does not mean every category gets a decade; the card validity is tied to the work permit or sponsor arrangement, and the long horizon mostly benefits stable, multi-year residents.

OMR 5 annual fee, OMR 20 replacement

The annual fee dropped to OMR 5 per year. Lose or damage the card and you pay OMR 20 to replace it. That is a meaningful reduction from the older OMR 10 per year regime and lowers the running cost of legal residence in Oman compared with neighbouring countries.

No grace period on overstay

Oman does not give you the 30-day or 90-day cushion the UAE or Qatar offer. The OMR 10 per day fine starts the day after expiry, and the file blocks at the airport immediately on accumulation. The ROP app and evisa.rop.gov.om show the current accumulated fine in real time. Treat the expiry date as a hard deadline.

Sanad centres are the in-person backbone

Sanad service centres are spread across the country and act as licensed typing and service points. They handle ROP filings, labour ministry forms, and gov.om submissions for residents who do not want to use the apps. They also serve as a useful fallback when a digital flow refuses your case, similar to Amer in Dubai or Lawazem in Riyadh.

Apostille works

Oman is a Hague member, so foreign documents from other member states use an apostille rather than the embassy and MOFA chain. For hiring, marriage registration, and degree recognition, this saves real time and money compared with Kuwait, Qatar, or the UAE. A certified Arabic translation is still required for most filings.

Omanisation shapes the labour market

The Ministry of Labour enforces Omanisation quotas across sectors, and they show up at work permit issuance and renewal. Expats are rarely affected at the renewal stage if their existing permit is in good standing, but new hires in some roles require the employer to prove they could not fill the role locally first.

Government services in Oman

The twelve resident-facing services we cover, mapped to the Oman authority, ROP or gov.om entry, and fee that actually applies in 2026.

Employment Residence Visa

Renew your Omani employment residence visa through ROP or a Sanad service centre, usually within a week if all paperwork is clean.

Resident Card

Renew your Omani resident card through ROP Civil Status or a Sanad service centre - now up to 10 years validity at OMR 5/year under the November 2025 ministerial decision.

Omani Driving Licence

Get or renew your Omani driving licence through ROP Directorate General of Traffic - same-day for renewals and exempt-country conversions, several weeks for full training.

Mulkiya (Istimara)

Renew your Omani mulkiya through ROP or Sanad - usually a same-day job once technical inspection and insurance are cleared and all fines on the plate are paid.

Family Joining Visa

Sponsor your spouse, children, and (in some categories) parents in Oman through ROP - the visa is straightforward once the salary threshold and attestation chain are met.

Labour Clearance / Work Permit

Get the Ministry of Labour clearance that unlocks an ROP employment residence visa - the gate every Oman job goes through, and the source of most expat-onboarding delays.

MOFA Attestation

Get your foreign certificates accepted in Oman through MOFA legalisation - Oman is now a Hague Apostille member, but MOFA Muscat is still required as the final step.

ROP Fines & Overstay Penalties

Check and pay ROP fines online in minutes - and understand how Oman's OMR 10/day overstay clock actually runs.

Re-Entry / Visit Visa Arrangements

Unlike some GCC neighbours, Omani residents don't need an exit permit to leave - but the 6-month continuous-absence rule voids residence quietly.

Dhamani Health Insurance

Make sure your Dhamani-compliant health insurance is live before residence renewal - lapses are one of the most common silent blockers at ROP.

Commercial Registration (CR)

Set up or renew your Omani CR through Invest Easy - MOCIIP's one-stop portal that runs most LLC and sole-establishment incorporations end-to-end online.

Good Conduct Certificate

Get your Omani Good Conduct (Husn Al-Seerah) certificate from ROP - usually a one-week affair for current residents, longer for ex-residents abroad.

The Oman portals worth bookmarking (Oman: ROP)

ROP and gov.om do almost everything; evisa.rop.gov.om handles the visa and fine lookups that catch most travellers.

How a normal year of Oman paperwork actually plays out in Oman

An Oman resident's year now looks lighter than it did before November 2025. The Resident Card sits on a multi-year cycle, with the OMR 5 annual fee due against the card and the validity tied to the work permit. The Ministry of Labour file at the employer side drives the work permit renewal, and the ROP refreshes the Resident Card to match. The new long-validity regime means many residents now go several years between any in-person paperwork event.

Day-to-day services run through the ROP app and gov.om. Vehicle registration, driving licence renewals, traffic fines, and the most common no-objection certificates are all available digitally and pay through the central gateway. Visa status, current overstay amount, and exit-fee calculations live on evisa.rop.gov.om. The site is also where most travellers look up the current state of their file before booking a return flight; it is faster than calling.

Sanad centres remain the physical backstop. If a digital flow refuses your case, if you need a printed certificate, or if you are renewing a card outside the standard online path, Sanad handles it. The centres are run as franchised service points, which means hours and queues vary widely; checking a specific Sanad on Google Maps before driving across town saves time.

Two parts of the year matter more than others. Overstay accumulates from the day after expiry at OMR 10 per day, with no grace, so a missed renewal becomes expensive quickly and blocks the file at the airport. And the work permit renewal, governed by the labour ministry under Omanisation rules, is the moment when category and sector rules can change quietly between budget cycles. Watching the employer side as closely as the ROP side avoids surprises.

FAQ

Oman government services, common questions

The questions Oman residents search for most often in 2026, with plain answers.

Under Ministerial Decision 157/2025, the Resident Card issues for up to 10 years, replacing the older 1, 2, and 3-year tiers. The actual validity depends on your work permit or sponsorship status; long-running stable residents see the full 10-year card, while shorter contracts may still receive a shorter validity card capped at the work permit term. The annual fee is OMR 5 regardless of card length.

Use evisa.rop.gov.om. Enter your passport number, nationality, and date of birth and the portal returns the current visa or residence status, validity, and any accumulated overstay fine. The ROP mobile app exposes the same lookup against your card details. Both are official ROP channels and return the same record.

Overstay accrues at OMR 10 per day from the day after expiry, with no grace period. The fine is calculated automatically on evisa.rop.gov.om and at the airport. Pay through the ROP app, the evisa portal, or at an immigration office before exit. Travelling out with an unpaid overstay blocks at passport control and can lead to longer immigration consequences.

Yes. Oman is a Hague Apostille Convention member, so personal and educational documents from other member states can use an apostille from the country of issue, with a certified Arabic translation, rather than the full embassy and MOFA chain. Foreign documents from non-member countries still need the legacy attestation chain.

ROP guidance puts the floor near OMR 150 per month, but immigration consultants commonly cite OMR 600 as the practical threshold many sponsors are asked to demonstrate, especially for non-technical roles. The check happens at residence visa stage, not at marriage registration. If you are planning to sponsor family, budget for the higher figure and treat OMR 150 as a floor rather than a target.

Sanad centres are government-licensed service points spread across Oman. They handle ROP filings, labour ministry forms, gov.om submissions, and a wide range of in-person services for residents who prefer not to use the digital channels. They are also a useful fallback when a digital flow refuses your case. Most routine renewals do not require a Sanad visit; complex cases (lost passport, family additions, status changes) often do.

Inside the ROP app under Traffic Services or on rop.gov.om's e-services section. Fines surface against your vehicle and your residence file; both views show the same totals. Payment clears through the national gateway and the record updates within minutes. Unpaid traffic fines do not always block the Resident Card renewal directly, but they block driving licence renewal and exit at the airport.
