Oman built its digital government around the Royal Oman Police (ROP), which holds identity, residency, traffic, and security under a single authority. The ROP runs rop.gov.om, the ROP mobile app, and the evisa.rop.gov.om portal that handles visa lookups and overstay calculations. The gov.om national portal sits on top as the umbrella, exposing services from every ministry, and Sanad service centres function as the physical typing-centre network that handles in-person filings for residents who prefer not to use the digital channel.

The biggest change in Oman's recent paperwork history is Ministerial Decision 157/2025, announced in November 2025 and fully in force across 2026. The Resident Card now issues for up to 10 years (previously 1, 2, or 3 years), the annual fee dropped to OMR 5 per year (previously OMR 10), and the replacement fee for a lost or damaged card is OMR 20. The 10-year validity makes Oman the longest-validity residence card in the Gulf, and the lower annual fee removes one of the more frequent paperwork events expats used to plan around.

Work permits are run by the Ministry of Labour, and Omanisation rules drive a meaningful share of hiring decisions across most sectors. The work permit and the residency are linked: the labour file at the Ministry triggers the ROP residency action, and the Resident Card validity follows the work permit cycle within the new 10-year ceiling. For domestic workers and family members, the same ROP card is used, with the sponsor managing the file through the labour and ROP channels.

Oman is a Hague Apostille Convention member, so attestation of foreign personal and educational documents uses an apostille rather than the full embassy chain that Kuwait, Qatar, and the UAE still require. This makes recruitment from abroad and family registration noticeably lighter than in neighbouring countries. The overstay regime, by contrast, is one of the strictest in the Gulf: OMR 10 per day from the day after expiry, with no grace period at all.

An Oman resident's year now looks lighter than it did before November 2025. The Resident Card sits on a multi-year cycle, with the OMR 5 annual fee due against the card and the validity tied to the work permit. The Ministry of Labour file at the employer side drives the work permit renewal, and the ROP refreshes the Resident Card to match. The new long-validity regime means many residents now go several years between any in-person paperwork event.

Day-to-day services run through the ROP app and gov.om. Vehicle registration, driving licence renewals, traffic fines, and the most common no-objection certificates are all available digitally and pay through the central gateway. Visa status, current overstay amount, and exit-fee calculations live on evisa.rop.gov.om. The site is also where most travellers look up the current state of their file before booking a return flight; it is faster than calling.

Sanad centres remain the physical backstop. If a digital flow refuses your case, if you need a printed certificate, or if you are renewing a card outside the standard online path, Sanad handles it. The centres are run as franchised service points, which means hours and queues vary widely; checking a specific Sanad on Google Maps before driving across town saves time.

Two parts of the year matter more than others. Overstay accumulates from the day after expiry at OMR 10 per day, with no grace, so a missed renewal becomes expensive quickly and blocks the file at the airport. And the work permit renewal, governed by the labour ministry under Omanisation rules, is the moment when category and sector rules can change quietly between budget cycles. Watching the employer side as closely as the ROP side avoids surprises.
