Absher, Muqeem, Qiwa, and Najiz, and how Iqama, dependents, and travel permits actually work in 2026.

Saudi runs the most opinionated digital stack in the Gulf. Once you are in Absher and Tawakkalna, almost everything happens from your phone.

Government services in Saudi Arabia are split between the Ministry of Interior's Absher platform for residents, the linked Muqeem portal for sponsors and employers, Qiwa for work-permit and Saudization compliance under the Ministry of Human Resources and Social Development, and Najiz for justice services. Iqama renewal, exit and re-entry visas, family travel permits, and traffic-fine payments all run through Absher, authenticated by the Nafath identity service. Major filings - particularly final exit, sponsorship transfer and absconding contests - still need a Jawazat counter visit at a Tas'heel branch. Saudi-specific quirks: dependent fees of SAR 400 per month per sponsored family member apply, Saudization quotas change quarterly per sector, and any iqama transfer needs an active Qiwa contract on the new employer. How Saudi Arabia routes services between resident, sponsor, and ministry in KSA

Saudi Arabia runs the most clearly segmented digital stack in the Gulf. The Ministry of Interior owns identity, residency, and travel through Absher, which is the app every resident eventually lives inside. Employers and household sponsors use Muqeem, the parallel portal that issues Iqama, manages dependents, and pays the monthly levy. The Ministry of Human Resources and Social Development runs labour and Saudization through Qiwa, and the Ministry of Justice runs the courts, power of attorney, and property registration through Najiz. Each one is run by a separate authority, but they share data, and the resident-facing experience is unified through Absher and the national ID.

If you are a resident, you spend most of your time in Absher Individuals. Iqama renewal, exit and re-entry visas, family travel permits, traffic fines, and driver licence services all sit there. The same login (Saudi nationality number or Iqama number plus a verified mobile) signs you in everywhere else, including the bank, Tawakkalna, and Saudi Post. Two-factor authentication is enforced and tied to your registered mobile, which is why losing access to that SIM is the single most common reason expats get stuck.

If you employ anyone, including a domestic worker, you also live in Muqeem. Muqeem is where Iqama issuance is initiated for new hires, where dependent fees are paid for non-working family members, and where the monthly expatriate levy clears against your file. Qiwa is layered on top for the actual labour contract: it holds the digital contract, runs the Naqal Kafala (sponsor transfer) flow, and is the system of record for Saudization compliance.

For a normal expat resident, the year breaks down into Iqama renewal (annual, with the new Absher processing fee added since January 2025), exit and re-entry whenever you travel, the monthly dependent fee for anyone you sponsor, and occasional traffic or municipal items. The whole flow is digital enough that you can complete most years without speaking to anyone, and strict enough that one missed renewal or one Huroob misfiling can lock you out of the country.

What Saudi Arabia does differently

If you arrived from another Gulf state, here are the specific Saudi behaviours that catch people off guard.

Iqama is annual, not biennial

Most Gulf states issue residence permits for two or three years. Saudi resets every year on the Hijri calendar, with renewal driven by your employer in Muqeem and the levy paid up front. Diaries built on Gregorian months get caught out; the Hijri year is about 11 days shorter, so your renewal arrives sooner each Gregorian year.

Two portals, one identity

Absher is your portal as a person. Muqeem is your sponsor's portal for you. Many services exist in both, but only one side can take the action. Iqama renewal payment, for example, is initiated by the employer in Muqeem; you simply see the result in Absher. Knowing which side owns which lever stops a lot of finger-pointing.

Naqal Kafala has rules now, not just relationships

Sponsor transfer used to require the current employer's consent in nearly every case. The 2021 Labour Reform Initiative changed that. You can now transfer between sponsors after meeting contract conditions even without consent, through Qiwa. The fees still scale by skill level and how many transfers you have already done.

Huroob is a status, not a fine

If your employer reports you as absent (huroob), Absher does not just charge you. Your status becomes Absconding, which blocks every other service and triggers a deportation pathway. The 2026 fix has been a clearer 60-day window to file a labour complaint or transfer, but you have to act inside the window or the status becomes very hard to lift.

Final exit cancels almost nothing

Once a final exit visa is issued and you leave, your Iqama, bank accounts, and SIM ownership are essentially closed. There is a narrow window for cancellation before departure, but it requires sponsor cooperation. Treat the final exit as one-way and clean up everything (loans, SIM, utility deposits) before you accept the visa.

Apostille works here

Saudi joined the Hague Apostille Convention in December 2022. For documents from member states, you can use an apostille rather than the full legalisation chain. Education certificates still need verification through the Saudi Cultural Attache before embassy attestation, but the rest of the chain is shorter than UAE, Qatar, or Kuwait.

Qiwa is the contract; Maktab Amal is the levy; Nitaqat is the colour band - all three have to line up for the work permit to issue.

From December 2022 the Hague apostille route works for many origin countries - but Cultural Attache for degrees still bites.

Mukhalafat & Overstay Fines

Pay through SADAD within 30 days for 25% off, dispute on Absher within 30 days, and remember that fines hit the Iqama as well as the plate.

Exit and Re-Entry Visa (Khurooj wa Awda)

Single SAR 200, multiple SAR 500, plus SAR 103.50 Absher fee - and the old 3-year ban for expired exits abroad is gone.

Health Insurance (Tameen Sehi) via CCHI

Without a CCHI-registered policy that covers the full Iqama renewal window, Muqeem will silently reject the renewal.

Commercial Registration (Sijil Tijari) via MISA & Najiz

MISA for the investor licence, Najiz for the CR, Chamber for the membership, Baladiya for the address - each layer is its own SADAD bill.

Good Conduct Certificate (Shahadat Husn Sira)

SAR 100 on Absher, MOFA stamp on top, and a 3-6 month freshness window before receiving counters reject it.

Iqama fees, dependent fees, and the Absher processing charge were last adjusted in late 2024 and early 2025. Always verify on Absher Individuals or Muqeem before paying; rates can change between annual budget announcements.

How a normal year in Saudi paperwork actually plays out in KSA

A Saudi resident's year is shaped by three rhythms: the Iqama renewal (annual, Hijri), monthly dependent fees if you sponsor family, and exit and re-entry visas whenever you travel. The Iqama renewal is initiated by your employer in Muqeem about a month before expiry. They pay the Maktab Amal base fee plus the Absher processing charge, you see the renewed expiry pop up in Absher, and the digital Iqama in your Tawakkalna profile updates within a day.

Dependent fees clear monthly against the sponsor's account. If you sponsor a non-working spouse and two children, that is SAR 1,200 per month, usually deducted from the employer or paid through SADAD by the resident. Missed dependent fees do not stop the dependent's Iqama from renewing, but they block exit and re-entry until paid, which is the moment most people catch a gap.

Exit and re-entry visas are issued instantly in Absher under Services, Passport Services. Single visas cost SAR 200 for the first 60 days plus SAR 100 per additional month, and multiple-entry visas for 90 days cost SAR 500. You can extend from abroad through the embassy or directly in Absher if the visa has not yet expired. Travelling out without an exit visa is a hard immigration block at the airport, even with a valid Iqama.

Beyond those rhythms, the things that change a year are job changes (handled through Qiwa, with skill-level fees on the new employer side), property purchases (Najiz for the title and the ejar contract), and any traffic or municipal fines. Fines surface in Absher and are paid through SADAD. As with the UAE, an unpaid fine often turns up as the real reason a different service is blocked.

Two flags shape edge cases more than any fee: Huroob and Final Exit. Huroob means your sponsor has reported you absent; from 2026 the law gives you a clearer 60-day window to file a labour complaint or transfer through Qiwa. Final Exit ends your residence, your bank can freeze accounts on issuance, and your SIM ownership transfers. Treat both as serious paperwork events and not just digital statuses.

Saudi government services, common questions

The questions we see expats Google most often during a Saudi residency cycle.

You have several options. The HRSD portal at hrsd.gov.sa offers an Iqama validity check using just your Iqama number. The MOI's national portal also exposes a similar service. Muqeem has a public Iqama validity tool for sponsors, and large employers can pull it from Qiwa. If you have a Saudi mobile registered, you can also dial *1234# (specific shortcodes depend on operator). The simplest fallback is to ask any government office or your HR to print a validity certificate; it takes minutes.

Since the 2021 Labour Reform Initiative, yes, under conditions. After one year on a registered Qiwa contract, you can transfer through Qiwa without sponsor consent if your salary has been paid through the Wage Protection System and a few other compliance checks pass. Before one year, sponsor consent is still required for most transfers. Government transfer fees are paid by the new employer and depend on your skill classification.

Huroob means your sponsor has reported you as absent from work, which makes your Absher status Absconding. It blocks everything else (renewals, exit, bank). The 2026 process gives you about 60 days to either file a labour dispute via Qiwa or arrange a sponsor transfer. After that window the status is harder to remove and may push you to deportation. Check Absher immediately if you suspect a Huroob report and start the rebuttal the same day.

Yes. The dependent fee is per dependent per month, billed on the Hijri calendar, regardless of whether the dependent is physically in Saudi Arabia. Travelling does not pause it. Missed months accumulate and block future exit and re-entry visas for the dependent until cleared through SADAD.

Final exit terminates your residency. Once issued, the Iqama is cancelled in the system, your bank typically blocks the account within days, and any registered SIM ownership is closed or transferred. You can no longer renew or extend; you must leave within the validity window (usually 60 days). Reverting a final exit once issued is technically possible inside that window but requires sponsor cooperation. Treat it as one-way and close everything else first.

Usual reasons: unpaid traffic fines (check the MOI fines tab in Absher), unpaid dependent fees if you sponsor family, an Iqama within 30 days of expiry, or a flag on the employer side in Qiwa. Clear the flag, refresh Absher, and the visa typically issues within minutes. If nothing is flagged but it still fails, the employer may have a block in Muqeem that only they can release.
