What does the GCC portal directory cover?

A GCC government portal is the online interface that a ministry, authority or municipality uses to process resident files: residence visas, national-ID cards, work permits, traffic fines, vehicle registration, family sponsorship, attestation, business registration and the payment rails that fund all of them. Each country runs a different set of portals tied to its ministries, with a national authentication layer (UAE PASS, Nafath, eKey, Bayan, Kuwait Mobile ID) that glues them together.

Each entry covers what the portal does, who runs it, login flow, services offered, fees, peak times, common error fixes and the sibling portals or apps to use when one is down. Absher Individuals handles a Saudi resident's personal residence file: Iqama renewal, exit-and-re-entry visas, final exit, dependant residence and traffic-fine clearance. Muqeem is the establishment portal used by employers and sponsors to manage visa balances, expat-levy payments and the dependant file from the sponsor side. A worker logs into Absher to check their own Iqama; the employer's HR logs into Muqeem to file the renewal. Both run under the Ministry of Interior and share Nafath authentication.

ICP (Federal Authority for Identity, Citizenship, Customs and Port Security) handles Emirates ID and federal residence visas for Abu Dhabi and the northern emirates. GDRFA Dubai handles Dubai-specific residence visas. Amer is the GDRFA Dubai-licensed retail network for in-person filing of Dubai residence cases. A Dubai expat renewing their visa uses GDRFA Dubai (online) or Amer (in person). An Abu Dhabi expat uses ICP. The federal Emirates ID number is the same across both, but the file paths are separate.

By daily traffic, the top portals are Absher (Saudi), ICP and UAE PASS (UAE), Metrash2 (Qatar), bahrain.bh (Bahrain), ROP eServices (Oman) and Sahel (Kuwait). These handle the everyday transactions every resident needs: ID renewal, visa status, fine payment and address change. Power users also rely on Qiwa (Saudi work permits), MOHRE (UAE labour) and LMRA (Bahrain) for their work-permit cases. Tax and payment rails (SADAD, BenefitPay, KNET, ZATCA) sit underneath for fee collection.

Most do, with conditions. Absher and Muqeem accept logins from abroad provided the registered phone number receives the OTP and the file does not require a Nafath face-verification step (which sometimes fails on roaming SIMs). ICP Smart Services and UAE PASS work from outside the UAE for most renewals. Metrash2 works from abroad for Qatari residents. ROP eServices is reliable. PACI requires a Kuwaiti SIM for some authentications. Always update the registered mobile number before travelling.

First, confirm the registered phone number is current - the most common cause is an OTP being sent to an old SIM. Second, check that the underlying Iqama, Emirates ID, QID, CPR, Resident Card or Civil ID is not expired. Third, on UAE PASS, Nafath, Tawakkalna and eKey, the face-verification or biometric step may fail on older phones - try the app rather than the website, or vice versa. If the account is locked, an in-person visit to a service centre is usually required to clear the flag.

Yes for most. UAE: ICP Smart Services and UAE PASS share authentication; Dubai Now duplicates many RTA, DEWA and Salik services. Saudi: Absher, Tawakkalna and Sehhaty share Nafath; payments fall back to SADAD via banks. Qatar: Metrash2 and Hukoomi share single sign-on. Bahrain: bahrain.bh, eKey and BenefitPay are integrated. Oman: ROP eServices, Bayan SSO and Oman eGov share auth. Kuwait: PACI, Sahel and Kuwait Mobile ID share single sign-on. When one is slow, the sibling usually works for the same task.

UAE work permits go through MOHRE Tas'heel centres or the MOHRE app. Saudi work permits go through Qiwa under HRSD. Qatar work permits go through MADLSA. Bahrain work permits go through LMRA. Oman work permits go through the Ministry of Labour with linkage to ROP residence. Kuwait work permits under Article 18 go through PAM. The portal handles renewal, transfer, contract authentication, end-of-service calculation and dispute resolution; an in-person visit is needed for biometrics or escalated disputes.

Almost all government fees are now payable online. Saudi Arabia uses SADAD as the universal payment rail accessible through every bank's app. Bahrain uses BenefitPay. Kuwait uses KNET. UAE uses ICP wallet, UAE PASS payment and the relevant ministry portal's integrated payment. Qatar uses Metrash2 wallet and Hukoomi card payment. Oman uses Bayan-integrated bank transfers and the relevant portal. Cash payments remain accepted at service centres but most files now require the online receipt reference before counter processing.
