Government services in the United Arab Emirates split between federal authority ICP, which issues Emirates ID and federal residency outside Dubai, and emirate-level desks - most notably GDRFA Dubai for Dubai residency, MOHRE for labour contracts and complaints, RTA for driving licences in Dubai, and TAMM for Abu Dhabi government services. Most filing now runs through online portals (icp.gov.ae, gdrfad.gov.ae, mohre.gov.ae, tamm.abudhabi) authenticated by UAE PASS, with Amer typing centres handling the counter work that still requires paper. The recurring pain points are predictable: family visas need salary thresholds proven by a Tawtheeq tenancy contract, attestation chains end at UAE MOFA, overstay fines run AED 50 per day after the grace period, and many services demand passport-bio scans uploaded at the right file size. How the UAE actually splits federal and emirate-level services in UAE
The UAE is officially a federation, and on paper most resident services are federal. In practice, residency in Dubai is handled by the General Directorate of Residency and Foreigners Affairs (GDRFA Dubai), while the other six emirates are run by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP). The Emirates ID is federal everywhere. Work permits go through the Ministry of Human Resources and Emiratisation (MOHRE) in the mainland and through the relevant free zone authority if your employer is licensed there.
For day-to-day life as an expat resident, this means you usually live inside two apps and one website. ICP Smart Services or GDRFA Dubai for residency and Emirates ID, MOHRE for anything labour related (contract, work permit, end-of-service), and a free zone portal if you happen to be sponsored by one. Almost every interaction has been rebuilt around UAE PASS, the federal digital ID. Once you sign in with UAE PASS, the data fills itself and you sign with a one-tap signature.
What still needs you in person is short and predictable: the fit-to-residence medical, Emirates ID biometrics for first-time issuance or once your photo on file is older than the system threshold, and the occasional visit to a customer happiness centre when the digital flow refuses a case. Everything else, including residency renewal, exit and re-entry confirmation, fines payment, and most family sponsorship steps, is now end-to-end online or routed through a licensed Amer centre that does the typing for you.
The result is a country with one of the most digitised resident experiences in the region and a strict approach to fines. Overstays accumulate at AED 50 per day from the day after expiry, with standard enforcement back in place after the early 2026 waiver window closed. If you are inside the system and current on renewals, the UAE rarely surprises you. If you are not, it will.
What makes the UAE different from its neighbours

Two residency authorities, one Emirates ID
Dubai residents file through GDRFA Dubai. Everyone else uses ICP. The Emirates ID itself is federal, so the card is identical in Sharjah or Abu Dhabi. The difference is which portal accepts your renewal and where your biometrics live. If you change emirate of residence, your file is transferred between systems; it is automated but worth checking the next time you renew.
Visa stickers are gone
Since 2022 the UAE has stopped putting residence visa stickers in passports for most categories. Your residence is encoded against your Emirates ID and verified electronically at the airport. Useful when your passport expires mid-residence (renew the passport, register the new number with ICP or GDRFA, and your residency keeps running).
Amer centres are not optional, they are an accelerator
Amer is a network of GDRFA-licensed typing and service centres in Dubai (with ICP-licensed equivalents elsewhere). For straightforward residency, family visa, or status change cases, doing it yourself online is fine. For anything with a flag on the file, an experienced Amer typist is faster than a chat support thread.
Free zones run a parallel labour stack
If your employer is licensed in DIFC, ADGM, JAFZA, DMCC, or any of the dozens of other zones, your work permit and labour contract live inside that zone's portal, not MOHRE. The residence visa is still federal, but the employment file is not. When you change jobs across zones, expect both ends to handle paperwork.
UAE PASS is the spine
Once your UAE PASS account is verified (face match plus Emirates ID), it is used to sign in everywhere from ICP to RTA to your bank. Setting it up the day you receive your Emirates ID saves you hours later. The verified status is what unlocks signing legally binding documents from your phone.
Golden Visa is mainstream now, not exceptional
The 10-year Golden Visa stopped being a thing for celebrities a while ago. Salary, investment, real estate, specialised skill, and several professional categories now qualify, and the issuance flow runs through the same ICP and GDRFA channels as a normal residence visa. Government cost lands roughly between AED 2,800 and AED 3,800 depending on category.

Residence Visa

Mulkiya renewal is mostly a 10-minute online job inside Dubai Drive or TAMM, as long as your fines, Salik, inspection and insurance are all clean.
Family Visa
If you earn AED 4,000 (or AED 3,000 plus accommodation), you can sponsor your family in the UAE; the rules are simple, the attestation chain is what slows everyone down.
Work Permit (MOHRE Labour Card)
Work permits run through MOHRE for mainland jobs and through the free zone for everything else; in 2026 the old labour ban is mostly obsolete, but WPS rules now bite hard at five days late.
MOFA Attestation
MOFA attestation inside the UAE is now a same-day online step at AED 150 per document; the slow part is the home-country chain you have to complete before you get there.
Fines & Overstay
UAE overstay is now a flat AED 50 per day after grace (Feb 2026), the same in every emirate; easy to ignore until you turn up at the airport.
Entry Permits, Status Change & Re-entry
There is no exit visa in the UAE, but entry permits, status change and the 6-month outside rule still trip up residents and visitors every week.
Health Insurance (DHA / DOH / Federal)
Health insurance is mandatory across every emirate from 2025; no insurance means no residence visa, full stop, with AED 500 per month fines on top.
Trade Licence
UAE trade licences split into mainland (DED) and free zone; the right choice depends on whether you will sell inside the UAE, who your customers are, and how many visas you need.
Good Conduct & Behaviour Certificate (PCC)
A UAE Good Conduct Certificate takes 2 to 5 working days through your emirate's police app; if you have never been fingerprinted here, you will need one short station visit.

How a normal year of UAE paperwork actually plays out in UAE
A typical resident's calendar in the UAE has three pinch points: the residence visa renewal (every two years for most categories, ten years for Golden), the Emirates ID renewal (locked to the residence cycle), and salary-certificate or tenancy-related touches that happen with banks and Ejari rather than government directly. The federal apps remind you a month out, and the same nudges come on UAE PASS.
Residence renewals start with a fit-to-residence medical, booked through the ICP or GDRFA app at a DHA, SEHA, or approved private centre. The medical clinic pushes results electronically; you do not carry paper. If your biometrics on file are older than the system threshold, the app routes you to an ICP customer happiness centre or a DubaiNow kiosk for a fresh fingerprint and photo. Otherwise the rest of renewal is taps and a payment.
MOHRE and free zone touches happen mostly through your HR team, but they show up in your file too. Your labour contract, end-of-service calculation, and any complaint you file under the new wage protection rules all surface inside MOHRE. The mainland app lets you check the contract version on file and challenge anything that does not match what you signed.
Fines are the part most expats meet in person. Traffic fines are emirate-level (Dubai Police, Abu Dhabi Police, RAK Police), payable on each force's portal or app. Immigration fines and overstay show up against the residence file in ICP or GDRFA. Both authorities are strict about clearing fines before stamping anything new, so a stuck renewal is almost always an unpaid penalty somewhere in the chain. Pay it, refresh, and the file moves.

Quick answers to the questions expats ask most often after their first six months in the UAE.
If you live in Dubai and your sponsor is licensed in Dubai, you use GDRFA Dubai. If you live in any other emirate, you use ICP Smart Services. Free zone residents in Dubai often use a zone-specific e-channel that ultimately syncs with GDRFA. The simplest check: open the ICP app, type your Emirates ID, and see whether your file appears. If not, GDRFA owns it.
Yes. ICP Smart Services has a public visa enquiry that takes passport number, nationality, and date of birth. GDRFA Dubai has the equivalent on its portal and app. Both show whether your residence is active, the expiry date, and the file number. If you get a Not Found, you may be looking at the wrong authority (Dubai vs federal).
You can re-enter the UAE for up to 30 days after expiry without consequence, but the file will block any service (banking, telecoms, tenancy renewal) until you renew. ICP lets you start the renewal from outside the country; biometrics, if required, are done after you land. There is also a late fee of AED 20 per day after a short grace window, capped at a maximum amount.
For most categories, no. Since 2022 the UAE has moved residence visas to the Emirates ID file. The card itself, plus the electronic record on ICP or GDRFA, is what airlines and immigration check. A handful of legacy or specialised categories still get a sticker, but if you renewed in the last two years your visa is almost certainly digital only.
You need a residence visa, a salary of at least AED 4,000 per month (or AED 3,000 plus employer-provided housing), and a tenancy contract registered on Ejari. Spouse and children under 18 are the default. Parents need a higher threshold (around AED 20,000) and a medical insurance plan that covers them. The application runs through ICP or GDRFA, and Amer or ICP-licensed typing centres are the usual filing channel.
Three usual suspects: an unpaid traffic or immigration fine elsewhere in the system, a passport number on file that no longer matches your current passport, or an expired medical that has not been pushed back to ICP. Check ICP and the police portal of your emirate, then re-pull the file. Nine times out of ten, clearing the flag and refreshing the app releases the case the same day.
Not legally. ICP and GDRFA both support direct filing through their apps and UAE PASS signatures. Amer and ICP-licensed typing centres are useful when your case has a non-standard flag, a missing document, or a same-day deadline.
