What goes into an Oman residence card

The cost of an Oman residence card is rarely a single fee. For a worker, the residence card sits at the end of an employment file that the employer opens with the Ministry of Labour and the Royal Oman Police. The largest and most variable line is the labour clearance, also called the work permit, which Ministerial Decision 602 of 2025 made tiered by Omanisation compliance and salary band. Lower salary bands and qualifying small and medium enterprises can sit near OMR 100, while senior roles and non-compliant establishments run several hundred OMR. After the clearance comes the entry permit at OMR 5, which allows the worker to enter Oman on the file. The Royal Oman Police employment residency visa fee is OMR 20. A first-time file also requires a medical fitness examination, which under the Ministry of Health Sanad channel is a consolidated fee of roughly OMR 30. Finally the resident card itself is charged at OMR 5 per year of validity under Ministerial Decision 157 of 2025, which took effect on 9 November 2025.

New issue vs renewal

A first-time issue and a renewal are priced differently, which is why the toggle at the top of the calculator matters. A new issue carries the full stack: labour clearance, entry permit, employment visa, first-time medical fitness and the resident card. A renewal drops the entry permit, because the worker is already in the country, and usually drops the first-time medical, so it collapses to the employment visa renewal of OMR 20 plus the resident card at OMR 5 per year. That is why a renewal commonly lands near OMR 25 to OMR 30 in pure government fees for a single worker, while a first-time file is materially higher once the clearance and medical are added. Example 1: New issue, two-year card, no dependents. Example 2: Renewal, two-year card, no dependents. Employment visa renewal OMR 20 and the resident card OMR 5 times two years, that is OMR 10. The government total is OMR 30. This is the clean recurring case once the worker is already established in Oman.

Example 3: New issue, two-year card, two dependents. The worker lines are the same OMR 165 to OMR 365 band as Example 1. Each dependent adds a residency visa of roughly OMR 20 to OMR 30 and a resident card of OMR 5 times two years, that is OMR 10, so two dependents add roughly OMR 60 to OMR 80. The combined government band is roughly OMR 225 to OMR 445, before attestation, typing and PRO charges, and subject to the family sponsorship salary threshold being met.

Ministerial Decision 602 of 2025 discounts the work permit fee for Omanisation-compliant firms and raises it for non-compliant ones, and qualifying small and medium enterprises can see lower clearance fees in their early years. Is there a fine for renewing the resident card late?

Yes. The Royal Oman Police apply a delay fine of OMR 50 per month for late renewal of the residence file. That fine sits on top of the standard renewal fees and accrues monthly, so a few months of delay can dwarf the base renewal cost. Set a reminder well before expiry. How long is an Oman resident card valid now?

Under Ministerial Decision 157 of 2025, effective from 9 November 2025, resident cards can now be issued for validity of up to ten years subject to categories and controls set by the Director General, replacing the older one, two and three year tiers. The fee is OMR 5 per year of the chosen validity. In practice the card validity is aligned with the employment residency visa, which for most employees is issued or renewed on a two-year cycle, so a two-year card at OMR 10 remains the common case.
