UAE Teacher Licence Exam: Pedagogy and Subject Tests, Fees and Who Needs It
You have been told you need a UAE teacher licence, or you are about to move and someone mentioned an exam. This is what the two tests are, what they cost, and the part most guides leave out: the official sources do not agree on who in Dubai and Abu Dhabi private schools has to sit them.
Card checkout is being set up. Ask here and we send your access link, usually the same day.
In short
The UAE teacher licence is the Ministry of Education's Educational Professions Licensure, run on the TLS portal. Teachers sit a pedagogy test and a subject test, both computer-based multiple choice, unless they hold a full licence from a short list of countries such as the UK, Ireland, the US, Canada, Australia and New Zealand. A first licence usually costs AED 300. Federal rules say every teacher in every emirate needs it, but Dubai's 2025 hiring guide does not mention it, so check with your school and the MoE.
Retakes are AED 100 each.

Who has to sit it
- Teachers in public and private schools in all seven emirates, according to the MoE manual (June 2026). That includes subject and activity teachers, kindergarten teachers, special education teachers and vocational teachers.
- School leaders, from principals and vice-principals to middle leaders. They sit a leadership assessment instead of the pedagogy test.
- Other school professionals: lab staff, librarians, learning-resource and special education specialists, guidance counsellors and classroom assistants.
- Everyone needs at least a bachelor's degree, and the MoE must accept its equivalency before any licence is issued. Early childhood and special education teachers need a degree in that field.
- Whether a Dubai or Abu Dhabi private school will actually ask you to sit the tests is not settled. See the section on Dubai and Abu Dhabi below before you book anything.
Who does not
- Teachers with a full licence on the MoE recognition list (for example UK QTS or EYTS, Irish, Scottish, US state, Canadian provincial, Australian or New Zealand full registration). They apply for recognition, AED 100, instead of sitting the tests.
- Administrative staff: secretaries, registrars, school business coordinators, administrative assistants and facilities coordinators are not covered (MoE guide, June 2021).
- Special education teachers may sit one combined subject and pedagogy test instead of two (MoE manual, June 2026). This is a shorter route, not an exemption.

Cabinet Resolution 57 of 2019; MoE manual, June 2026
Per test, per attempt
Paid after you pass and your degree equivalency is done
Every 4 years
Only for licences on the MoE list. Not refunded if rejected.
MoE service card, April 2026. Valid up to 2 years, not renewable.
These are the 2019 fees from Cabinet Resolution 57, restated unchanged in the MoE manual of June 2026. The transitional and recognition fees also appear on the MoE service cards updated in 2026. A typical first licence, without a recognised foreign licence, costs AED 300: the AED 250 package plus AED 50 for the licence. Fees are paid online and are not refunded in cash. We found no fee for registering on TLS. We did not find the MoE degree-equivalency fee, which you will also need. Attestation, police clearance and translation costs are separate and depend on your country. You do not need an agent for any of the licence steps.
How to register and book
- 1
Get your degree attested and apply for MoE equivalency
No licence, not even a transitional one, can be issued until the MoE accepts your degree's equivalency, and if it is rejected no licence is issued (MoE manual, June 2026). You can enter the application number while it is pending. Attestation starts in your home country; our attestation guides below cover India, Pakistan and the apostille countries.
- 2
Register on tls.moe.gov.ae with UAE PASS
UAE PASS login has been required since November 2023. Public-school staff use their MoE identifier and private-school staff use a school identifier held by the principal. If you are not in a UAE school yet, register under Teach for UAE with PIN code 77784 (MoE manual, June 2026; Gulf News, July 2025).
- 3
Link your Emirates ID and choose your cycle and subject
A one-time code goes to the mobile number ICP holds for you; if it never arrives, update your details with ICP. Your subject decides which subject test you sit, and your cycle decides the grades you may teach. If you book the wrong test, the MoE says the responsibility is yours.
- 4
Wait for your principal to approve the profile
The profile goes to your principal, who accepts, returns or rejects it. Booking opens only after approval. A yellow bar on the profile usually means it went to the wrong school or principal (MoE guide, June 2021).
- 5
Book and pay when dates are released
Exam dates are emailed to registered users at the start of each academic year. Seats are limited by centre and emirate, and you choose both. Pay the AED 250 package. You can change location up to one month before, and a final notice arrives a week before the test.
- 6
Prepare from the official study guide
The MoE publishes a free study guide for every test on the TLS downloads page, with the test specification and sample questions. For pedagogy, read the 2020 guide next to the Teacher Standards for the UAE. The test is built from those two documents, so start there before you spend money on anything else, ours included.
- 7
Sit the tests, then pay for the licence
Bring your Emirates ID to the centre. Results appear on your TLS page, usually about a month later. Once you have passed and your equivalency is complete, pay AED 50 and the Certified licence is issued, valid for four years and portable between UAE schools.
What the exam covers
This is the Grades 3-12 pedagogy test, 80 questions. The weights are from the 2019 and 2020 study guides, which match each other. No newer guide exists, so they are probably current but not guaranteed. The 2020 guide's sample questions draw on the UAE National Agenda 2021, the MoE vision, the federal Code of Ethics and Professional Conduct, TIMSS, PIRLS and PISA as national indicators, and inclusion. The early childhood pedagogy test is different: 100 questions across six areas, with learning across the curriculum the largest at 30.

On paper, yes. The MoE manual of June 2026 says the licence applies to public and private schools in all emirates, and u.ae (updated 6 October 2025) says teachers must hold a teacher's licence to work legally. That is the federal position, and it has not changed.
The emirate regulators that approve private-school hires say something different. KHDA's 19-page Technical Guide for Appointing Teaching Staff (September 2025) and its FAQ do not mention the MoE licence at all; they ask for QF Emirates qualification levels, experience, attestation and police clearance. ADEK's Staff Eligibility Policy (September 2024) treats an MoE Certified licence as one way to qualify, not the only one, and accepts a Transitional licence only until a Certified one is available.
We have not resolved this and we are not going to guess. Ask your school first: your principal has to approve your TLS profile, so the school will know whether it has started one for you. If you need a direct answer, call the MoE on 80051115. We could not confirm the current position of Sharjah's SPEA or the RAK Department of Knowledge either.
If your licence is not on the recognition list
Only a short list of foreign licences lets you skip the tests, and the two official versions disagree. The July 2025 recognition PDF lists eight licence types: UK QTS and EYTS, Irish, Scottish, US, Canadian, New Zealand and Australian full registration. The June 2026 manual names eleven countries, adding Germany, Finland and Singapore and listing Wales separately. If you are from one of those three, check the TLS dropdown before paying, because unlisted uploads are rejected and the AED 100 is not refunded.
No Indian, Pakistani, Philippine, Egyptian, Jordanian or other Arab-country licence is on either list. A PRC LET licence, a B.Ed or an Indian or Pakistani teaching licence does not exempt you. The PGCE does not count either: the MoE says so in writing. If that is you, you sit both tests. Nobody can sell you a way around this.
You can usually keep working while you sit them. A Transitional licence costs AED 50 and takes about 30 working days, but it lasts at most two years and cannot be renewed, so book the tests early rather than counting on it.
Why experienced teachers fail the pedagogy test
The pedagogy test does not ask whether you can teach. It asks how well you know the Teacher Standards for the UAE and the UAE system around them. The official sample questions refer to the UAE National Agenda 2021, the MoE vision, the federal Code of Ethics and Professional Conduct, TIMSS, PIRLS and PISA as national indicators, and inclusion. Teachers trained in Manila, Lahore or Cairo usually have not met these documents.
The only pass-rate figure we found is old and small: in a Dubai pilot around 2017, 106 of 223 teachers passed first time (The National). The MoE publishes no current pass rate, so anyone quoting one is quoting a number the MoE has not released.
The MoE's sample questions are copyrighted, and we do not reuse or reword them. A Scribd copy of the pedagogy guide is the same MoE file, not a leak. Sharing real exam content is prohibited, and cheating or leaking questions can get a licence revoked and a permanent ban (MoE manual, June 2026).
What happens after a fail
You have three attempts per exam, AED 100 each after the package. After the third fail you wait six months from that result, then get three more. If those fail too, the licence is suspended or revoked (MoE manual, June 2026). Older press reports of a 24-month window are out of date. Prep sites claim a one-month minimum between attempts; no official source says so.
Read the topic breakdown on your result. Each topic is rated meets expectations, below expectations, well below expectations or needs extensive improvement. Because topics carry different weights, you can fail with strong topics and pass with weak ones. On pedagogy, knowledge and practice together are 64 of the 80 questions, so a weak result there matters most. The system also gives training material and practice tests after a fail.
Do not just skip a test. Since September 2025, tell the MoE at least 10 working days before, or within 3 working days after, with an accepted reason such as a medical report, and you can rebook free. A first unjustified absence loses the fee. A second also suspends booking for one exam cycle and puts a remark on your record.
Traps, scams and mistakes
- Uploading a foreign licence that is not in the TLS dropdown. It is rejected automatically and the AED 100 is not refunded.
- Assuming a PGCE, a B.Ed or a home-country teaching licence exempts you. Only the listed full licences do.
- Treating the Transitional licence as the answer. It lasts at most two years and cannot be renewed.
- Booking the wrong pedagogy test (standard, early childhood or special needs) or the wrong cycle. The MoE says the responsibility is yours.
- Sending a UAE police clearance with a recognition application. The MoE wants one from your last country of residence before the UAE, MOFA-attested, and rejects a UAE one.
- Not turning up without telling the MoE. The first time costs you the fee; the second also suspends booking for one exam cycle.
- Tests not appearing on your profile. Usually the profile is not submitted or approved, it went to the wrong principal, there are no current dates, or your subject has no test.
- Confusing TLS with Amideast's Teacher's Licensure Scheme or a private college's teaching licence course. Neither is the MoE licence.
- Paying for 'real exam questions'. The MoE prohibits sharing exam content, and cheating or leaking can mean revocation and a permanent ban.
- Trusting third-party claims of a three-year renewal or fixed May and September exam dates. The official validity is four years, and dates are emailed each academic year.
What we could not confirm
Stated rather than guessed. Check these with the authority before you rely on them.
- The pass mark or score scale. The MoE publishes only Pass or Did not pass.
- Any minimum wait between attempts one, two and three. Only third-party sites claim one month.
- How many professional development hours, or what e-portfolio contents, renewal needs.
- Any exemption based on years of experience. None has ever been published, and we believe none exists.
- Online or remote proctoring. None found; the manual describes in-centre testing only.
- The format, length and cost of the school leadership assessment, beyond the handbook showing multiple-choice and open-ended reflective questions.
- What teachers of subjects with no listed test sit, for example Urdu, Hindi, French, Spanish, Chinese, Music and Theatre.
- The text of Ministerial Resolution 94 of 2025 and Ministerial Resolution 526 (the absence policy). Neither was found online.
- The current position of Sharjah's SPEA and the RAK Department of Knowledge on the MoE licence.
- Whether Dubai and Abu Dhabi private-school teachers are in practice required to sit the tests. Federal rules say yes; KHDA's 2025 guide is silent; ADEK treats it as one route.
- The MoE degree-equivalency fee.
- Whether Federal Decree-Law 18 of 2020 on private education requires schools to make teachers get the licence. Only a third-party summary says so.
- Any fine on teachers or schools for working without a licence. None found in MoE documents.
- Any reported scam or 'dumps' seller targeting this exam. None found.
- That registering on TLS is free. No fee line exists, but no document says it is free.
- Licence levels such as senior or lead teacher, or 'Provisional' and 'Trainee' licences. None appear in MoE documents.
- Whether any test other than the early childhood specialisation test is computer-adaptive.
- Which language you may sit the pedagogy test in. The guides are bilingual but no rule is stated.
- The question count and time for the early childhood literacy section.
- Fixed exam months. Dates are emailed each academic year; third-party claims of May and September are unsourced.
- Whether a cancelled booking or excused absence keeps your fee for later. The 2026 manual says the fee is retained for the same subject; the 2020 terms say no refund; the absence policy itself is ambiguous.
- How long recognition takes: 6-8 weeks in the manual, about 30 working days on the service card.
- The recognition service card says a transitional licence follows recognition, while the manual says a certified one does. We think the card is wrong but cannot confirm it.
- How long results take: about a month (MoE FAQ) or 1-3 months by test type (Gulf News, 2025).
- Today's payment channel. The 2020 MoE news named e-Dirham; we did not check the current one.
- Whether subject-test question counts and times have changed since the 2019-2023 guides. No newer guides exist.
- Whether the recognition list is eight licence types (July 2025) or eleven countries (June 2026). Both are official.
Frequently asked
The MoE says yes: its June 2026 manual covers private schools in every emirate, and u.ae says teachers must hold the licence to work legally. But KHDA's September 2025 guide for appointing teachers in Dubai does not mention it. We cannot tell you which applies to you. Ask your school, which has to approve your TLS profile, or call the MoE on 80051115.
The Grades 3-12 pedagogy test has 80 multiple-choice questions in 2 hours, on computer at a test centre. They are weighted across the four UAE Teacher Standards: 10% conduct, 40% knowledge, 40% practice and 10% growth. The early childhood pedagogy test is longer: 100 questions in 2.5 hours (MoE study guides, 2019-2021).
There is none published. Your result says Pass or Did not pass, and each topic is rated from meets expectations to needs extensive improvement. The MoE says the cut-offs can differ by topic. Anyone giving you a pass percentage is giving you a number the MoE has not released.
Usually AED 300 the first time: AED 250 for the test package and AED 50 for the licence. A retake is AED 100, renewal is AED 100, international recognition is AED 100 and a transitional licence is AED 50. These are the 2019 fees, restated in the MoE manual of June 2026. Degree equivalency and attestation cost extra.
Only if you hold a full licence from the MoE's recognition list: UK QTS or EYTS, Ireland, Scotland, the US, Canada, Australia and New Zealand, with Germany, Finland and Singapore added in the June 2026 manual. You pay AED 100 for recognition and need MOFA-attested documents. There is no exemption for years of experience.
No. The MoE's July 2025 recognition document says plainly that a PGCE is not considered an international licence. What counts for UK teachers is QTS or EYTS. If you have a PGCE without QTS, you sit the pedagogy and subject tests like everyone else.
Not as an exemption. No Indian, Pakistani, Philippine, Egyptian, Jordanian or other Arab-country licence is on either MoE recognition list. Your degree still matters, because it must be attested and accepted through MoE equivalency, but you will need to sit both tests. The PRC exam held in UAE cities is a Philippine licence, not the UAE one.
No. No MoE licensing document we read mentions EmSAT. Some MoE public-school job adverts accept an EmSAT English score, for example 1100, instead of IELTS. That is a hiring rule for those jobs, not part of the licence. English requirements in private schools are set by the employer and the emirate regulator.
You can retake it for AED 100. You get three attempts, then a six-month wait from your last result, then three more. If all six fail, the licence is suspended or revoked. Use the topic breakdown on your result to see where you lost marks, and the training material the system offers after a fail.
A Certified licence lasts four years and is renewed by e-portfolio for AED 100. A Transitional licence lasts at most two years and cannot be renewed. The licence is yours, not your school's, so it stays valid if you move schools, as long as you teach the subject and cycle it covers.
