How Kuwait runs identity, residence, and government services in one super-app in Kuwait
Kuwait runs one of the cleanest single-identity stacks in the Gulf. The Public Authority for Civil Information (PACI) issues the Civil ID and runs paci.gov.kw, and the Civil ID number is the spine that every other ministry hangs off. The Ministry of Interior (MOI) handles residence permits (iqama), traffic, and security services through moi.gov.kw. The Public Authority of Manpower (PAM) runs labour and work permits. And the entire resident-facing layer is wrapped inside Sahel, the official government super-app, signed in with the Kuwait Mobile ID.
Sahel has changed how Kuwait paperwork works. A resident can renew the Civil ID, check iqama status, pay traffic fines, request a no-objection certificate, register a vehicle, look up court hearings, and even handle some MOH services from inside one app. Sign in with Kuwait Mobile ID (the verified national digital identity tied to your phone), pick the service, and pay through KNET. The app is the official channel; if you are still doing things at counters that Sahel offers, you are usually paying for time you do not need to spend.
Residence renewal is the single most-watched paperwork event for any Kuwait expat. As of 23 December 2025, the iqama renewal fee schedule was overhauled. Employees and students pay KWD 20 per year. Investors and property owners pay KWD 50. Self-sponsored residents pay KWD 500, and dependents pay KWD 20 per person per year. These are the headline numbers most expats budget against. The renewal itself is initiated by the employer for working categories, and the resident sees the new validity in PACI once it clears.
Kuwait has not joined the Hague Apostille Convention, so attestation still runs through the full embassy-and-MOFA chain that the UAE and Qatar also use. The country is also the only Gulf state where the family sponsorship salary floor has tightened recently, from KWD 550 to KWD 800 per month. Both are worth planning around before a job change or a family relocation.

Sahel really is the front door
Where other Gulf states have several apps for each ministry, Kuwait has effectively unified the resident experience inside Sahel. Civil ID renewal, MOI fines, traffic services, court certificates, vehicle registration, and even some health services all show up under one logged-in identity. The trade-off is that when Sahel has an outage, you feel it everywhere at once.
Civil ID and iqama are tracked separately
PACI manages the Civil ID; MOI manages the residence permit. They share data, but they renew on different cycles and through different counters. A common mistake is renewing the iqama and forgetting that the Civil ID card itself still needs the PACI step, especially after a passport replacement or an address change.
Family sponsorship floor moved to KWD 800
The minimum monthly salary needed to sponsor a spouse and children rose from KWD 550 to KWD 800. The change is enforced strictly at residence visa stage, not at marriage registration, so expats sometimes only discover the new floor when they try to bring family across after a job offer.
Apostille is not accepted
Kuwait is not a Hague member, so documents from abroad still need the full legalisation chain: notary, foreign ministry, Kuwait embassy abroad, and Kuwait MOFA on arrival. Plan for this on every hiring, marriage registration, and qualifying-degree step. Bahrain and Oman residents arriving from those Gulf states still have to redo paperwork on the Kuwait chain.
Self-sponsored residence costs more
Most working residents pay KWD 20 per year for iqama renewal. Self-sponsored residents (a narrow category that includes some retirees and certain investors) pay KWD 500. Investors and property owners pay KWD 50. Watching which category your file is in is worth the few minutes; an incorrect classification can quietly cost a multiple of the right one.
Domestic-worker permits use a separate flow
Kuwait runs a long-standing domestic-worker permit system through PAM and MOI, with its own fee schedule, contracts, and renewal flow. Domestic helpers renew at KWD 10 per year, with additional helpers above two costing significantly more. Households planning a second helper need to budget the higher tier.

How a normal year in Kuwait paperwork actually plays out in Kuwait
A Kuwait resident's year revolves around the annual iqama renewal and the Civil ID cycle. Most working expats are on a one-year residence permit under MOI; the renewal is initiated by the employer through their corporate channel, the new fee schedule clears, and the iqama validity refreshes in MOI records. The PACI Civil ID either renews in the same pass (if the employer file is linked) or you trigger it separately in Sahel.
Sahel is the daily workhorse. Log in with Kuwait Mobile ID, and you can renew the Civil ID, pay traffic fines, request a salary certificate via PIFSS where applicable, register a vehicle, and look up MOI residence and visa records. Payments clear through KNET in seconds. The app also exposes most ministry forms (MOH, MOE, MOJ) so that you rarely need a counter trip. If a service still requires in-person attendance, the app tells you and lets you book the slot.
Traffic fines, which used to be the most common reason an iqama renewal stalled, now surface inside Sahel against your Civil ID within hours. Pay, refresh, and the file releases. Unpaid fines do not auto-block your residence renewal in every case, but they block exit at the airport and they show up at the bank when you request a loan or a salary transfer letter.
Two events change the calendar. A job move triggers a sponsor transfer through PAM and MOI, with the new employer paying the iqama issuance and the old employer cancelling the previous permit. A marriage or new dependent triggers the KWD 800 family salary check at MOI, plus the full attestation chain on the foreign marriage or birth certificate (notary, foreign ministry, Kuwait embassy, Kuwait MOFA). Planning either of those events around the iqama renewal cycle is the simplest way to keep paperwork from stacking.

Several routes. Open Sahel and check MOI Residence Services against your Civil ID. The MOI portal at moi.gov.kw exposes a public residence-status lookup. PACI's services.paci.gov.kw shows the Civil ID validity, which usually mirrors the residence cycle. If none of those work and you are urgent, call PACI on 1889988 or ask MOI directly through Sahel's chat service.
Two are non-negotiable: Sahel for almost every government service, and Kuwait Mobile ID for authentication. Most expats also install the MOI Kuwait app for traffic services and the PACI app if they want a dedicated Civil ID interface. KNET runs the payments. If you drive, the Sahel traffic service is the simplest way to check and pay fines monthly.
Re-entry on an expired iqama is possible inside a short grace window, but every other service (banking, telecoms, tenancy) blocks until the renewal clears. The employer files the renewal in MOI; you then refresh in Sahel and at PACI. If you are outside Kuwait when the iqama expires, do not let your passport lapse at the same time; sorting both at once is significantly slower than sorting either one alone.
