What is ROP?
Royal Oman Police (ROP, الشرطة السلطانية العمانية) is the autonomous civilian-led police force of the Sultanate of Oman and the issuing authority for the resident card, civil registration records, driving licences, and vehicle registration across all eleven governorates. Residents and citizens transact with ROP at one of the Civil Status, Passport and Residence, Licensing, or Traffic Department counters in every governorate capital, or remotely through the rop.gov.om eServices portal once their civil number is linked to a Sanad-style digital signature. Typical workflows include first-issue and renewal of the resident card for expatriates, civil number and ID card updates for Omanis, learner-permit booking and driving-licence renewal, vehicle ownership transfer and Mulkiya renewal, and exit and re-entry endorsements for residents. How does ROP work?
ROP eServices (rop.gov.om) is run by the Royal Oman Police and is the central digital portal for residence visas, resident cards, driving licences, vehicle registration (mulkiya), traffic fines, family and tourist visit visas through ROP eVisa, and the Good Conduct (Husn Al-Seerah) certificate. For most expatriate residents, ROP eServices and its companion mobile app are the most-used government touchpoints in Oman - far more frequently than any ministry portal - because almost every renewable document and every fine sits inside the ROP system. The companion app (also branded ROP) mirrors the portal and is the easiest way to check and pay fines on the go.
Residents register against their civil number using the mobile number linked to their resident card. Most personal services can be completed online end-to-end: residence visa renewals (sponsor side), resident card renewals under the November 2025 OMR 5/year up-to-10-year schedule, driving licence renewals and digital licence download, mulkiya renewal once inspection and insurance are valid, fines payment via the unified gateway, family visit visa applications, and Good Conduct certificate downloads. SIM ownership must match the civil number. After a job change, the employer-registered SIM no longer works. Move the SIM into your name at Omantel, Ooredoo Oman, or Vodafone Oman with Resident Card and passport, then update the registered number at any Sanad office or ROP centre.
Sync between the insurer, the inspection authority, and ROP can lag 24 hours. Wait a day after the last update, then retry. If still blocked after 48 hours, the insurance certificate number may not have posted - call the insurer for re-issuance.
For family visit visas, the sponsor's ROP account must be active with no open fines and a valid residence. Check the sponsor side first; the visit application cannot progress while sponsor checks are open.
Try alternate inputs: civil number, plate number, and passport number each return slightly different result sets. If the fine was issued in the last 48 hours it may not yet be in the public lookup; check again the next day.
The new licence sync to the app can lag a few hours after payment. Log out and log back in to force a fresh pull; if still missing after 24 hours, file a ticket via the app's Help section with the SADAD or card receipt.
Dependent residence issuance is filed under the principal sponsor's ROP account. If the principal cannot reach a screen, a Sanad office can file on their behalf with a signed authorisation. The dependent's own account cannot initiate the action.
Common causes: passport less than 6 months from expiry, nationality not on the eligible list for the requested visa type, recent overstay on the visitor's history. Check each, correct, and refile. The ROP hotline at 9999 can confirm the reason for rejection in some cases.
