Work Permit Transfer — Documents Required for Work Permit in Oman
Transferring an existing Oman work permit to a new employer. Requires Ministry of Labour approval.
Obtaining a work permit in Oman requires two sequential government steps: first, the employer obtains a Labour Clearance from the Ministry of Labour (MOL); then the Royal Oman Police (ROP) issues an Employment Visa. After arrival, the employee completes a mandatory medical examination and must register for a Resident ID Card within 30 days. Ministerial Resolution 602/2025 extended work permit validity from 15 to 24 months, aligning with residency periods. Employers may also apply through the Invest Easy portal (investeasy.gov.om). Confirm all requirements with MOL or your employer before applying.

How to apply — step by step
- 1
Employer Obtains Labour Clearance from MOL
Your Oman employer applies for a Labour Clearance from the Ministry of Labour — this is the mandatory first step before any work visa can be issued. Employers may apply through the Ministry of Labour eServices portal or the Invest Easy platform (investeasy.gov.om).
Tip: The Labour Clearance is the employer's responsibility. Confirm it has been obtained before making travel arrangements.
- 2
ROP Issues Employment Visa
With the MOL Labour Clearance in hand, the employer applies to the Royal Oman Police (ROP) for the Employment Visa. The visa is stamped in your passport by the Oman embassy in your home country (or issued as an eVisa for eligible nationalities).
- 3
Complete Medical Examination (OHCPR)
Undergo a medical fitness examination at an OHCPR (Oman Health Centre for Preliminary Requirement)-approved centre. For certain nationalities (including India, Pakistan, Philippines, Bangladesh, Indonesia, Sri Lanka, Egypt, Sudan, Ethiopia, Syria, and Nepal), a pre-departure medical certificate attested by the Ministry of Health may also be required — check with ROP.
Tip: Bring original passport and Employment Visa to the OHCPR appointment.
- 4
Travel to Oman and Register with ROP
Travel to Oman on the issued Employment Visa. Complete immigration registration at ROP upon arrival. Your employer should meet you or brief you on the registration process.
- 5
Apply for Resident ID Card
Your employer submits the Resident ID Card application through the ROP eServices portal within 30 days of your arrival. This is a legal requirement — failure to apply within 30 days may result in fines.
- 6
Collect Resident ID Card
Collect your Oman Resident ID Card once notified. Carry it at all times as required by Oman law. The work permit is linked to this ID and is now valid for up to 24 months (per Resolution 602/2025).
