What is Moroor (GDT)?
The General Department of Traffic (GDT), universally known in Saudi Arabia by its Arabic name Moroor, is the traffic authority operating under the Saudi Ministry of Interior. It regulates all road-traffic matters in the Kingdom, including driving licences, vehicle registration, traffic law enforcement, and the management of fines. For expatriates who drive or own a vehicle in Saudi Arabia, Moroor is the essential authority.
What Moroor Handles
Moroor's mandate covers a comprehensive range of traffic and vehicle services:
- Issuing new Saudi driving licences, including conversions from foreign licences
- Renewing existing Saudi driving licences
- Issuing and renewing vehicle registration certificates (Istimara)

How Expatriates Use Moroor
For expatriates in Saudi Arabia, Moroor is most commonly relevant for:
- Driving licence: Converting a home-country licence to a Saudi driving licence or obtaining a fresh Saudi licence if not eligible for conversion
- Vehicle registration: Registering a purchased vehicle and obtaining the Istimara (registration certificate)
- Istimara renewal: Renewing vehicle registration annually, which can often be done through Absher or the Moroor app

Getting a Saudi Driving Licence as an Expatriate
The process depends on your nationality and your home-country licence:
- Check whether your nationality qualifies for direct licence conversion without a test. This list is maintained on the Moroor portal and is updated periodically.
- If eligible for conversion, gather your valid home-country driving licence, Iqama, and any other required documents, then attend a Moroor office or an approved service centre for verification and biometric capture.
- If not eligible for direct conversion, enrol in a licensed driving school in Saudi Arabia, complete the required training hours, pass the theory and practical tests, then apply for the Saudi licence through Moroor.
- Pay the applicable licence fees through Absher or Sadad.
An International Driving Permit (IDP) from your home country may allow short-term driving in Saudi Arabia, but is not a substitute for a Saudi licence for long-term residents. Confirm the current rules on the Moroor portal.
Vehicle Registration (Istimara) and Fahes Inspection
To renew the Istimara, vehicles above a certain age or of specific types are typically required to pass a periodic technical inspection (Fahes) at an authorised inspection centre. The Fahes certificate is uploaded electronically and linked to the vehicle record before Absher will allow the Istimara renewal to proceed. Valid motor insurance is also a prerequisite for Istimara renewal. Completing all three, Fahes (where required), insurance, and payment, in the right order prevents unnecessary delays.
