The Ministry of Interior (MOI) is Kuwait's central government authority for public security, immigration and residency enforcement, traffic regulation, passports for Kuwaiti citizens, and correctional services. For expatriate residents, the MOI's most direct role is in stamping the residence permit (iqama) and enforcing the rules around overstay, travel bans, and deportation.
Residency and the Jawazat
The MOI's residency department - commonly referred to as the Jawazat - stamps the residence permit in an expatriate worker's passport after the employer has obtained work-permit approval from PAM. The sequence is: PAM approves the work permit, then the MOI stamps the residence in the passport, and then PACI issues the Civil ID. An active residence permit together with a valid PACI Civil ID constitutes lawful status in Kuwait.
Renewals and Status Changes
Residence-permit renewals, cancellations, and status changes are processed through the MOI's Jawazat. For a renewal, the employer typically initiates the PAM work-permit renewal first; the MOI residence stamp is then updated. Cancellations occur when employment ends - the residence is cancelled and the worker must leave Kuwait or find a new sponsor to re-enter legally.
Family Sponsorship
Dependants of resident workers receive residence stamps through the MOI. The MOI confirms the sponsor's eligibility, including salary thresholds, and records the dependants in the civil register linked to PACI. Applications go through the Jawazat with supporting documentation.
Traffic Department
The MOI's Traffic Department registers vehicles, issues and renews driving licences, manages traffic violations, and oversees vehicle inspections. Outstanding fines can be viewed and paid through the Sahel app or the MOI traffic portal. Unpaid fines may block vehicle registration renewal and in some cases contribute to travel restrictions.
Overstay Fines and Deportation
The MOI enforces Kuwait's overstay framework. Fines accumulate on a daily basis for each day a residence permit is overstayed. In persistent or serious cases, deportation can follow. Workers or visitors who have overstayed should check their fine total and pay through the Sahel app, the MOI portal (where online payment is available), or at an MOI payment centre. All fines must be cleared before departure or regularisation of status.
Travel Bans
The MOI imposes and lifts travel bans. A ban can arise from unpaid fines, unresolved labour complaints, court orders, or immigration violations. Before booking international travel, residents should check for active bans via the Sahel app or the MOI portal. Lifting a ban typically requires resolving the underlying issue and making an application at a Jawazat office.
Police Clearance
The MOI issues police clearance (criminal-record) certificates for Kuwait, which are required for certain employment applications and third-country visa applications. Apply through the MOI portal or at a service centre; check the current documentation requirements before visiting.
