PAM (Public Authority for Manpower)

PAM is Kuwait's Public Authority for Manpower, the body that regulates private-sector labour, work permits, employer files, and worker transfers and complaints.

PAM is Kuwait's Public Authority for Manpower, the government body that regulates the private-sector labour market. It oversees work permits, employer files, recruitment, and the rules governing how workers can transfer between sponsors, alongside handling labour complaints and disputes.

For an Article 18 worker, PAM is the authority that processes work-permit issuance, renewals, and transfers to a new private employer, applying the current conditions on service periods, employer consent or waivers, and any fees. Many of these steps are handled through PAM's online systems.

Because PAM periodically updates labour and transfer regulations, workers and employers should confirm current work-permit and transfer procedures and costs through PAM's official channels.
