Overview
Qatar's Ministry of Foreign Affairs (MOFA) is the gateway between Qatari and foreign legal systems. For residents the daily contact point is the attestation service - the stamp that turns a foreign degree, marriage certificate, birth certificate or commercial document into a piece of paper that Qatari ministries, employers and courts will accept. By {year} the MOFA e-services portal at mofa.gov.qa handles online intake for most attestation categories, payment through QPay, status tracking by reference number and document collection at the Department of Consular Affairs building on Al Rayyan Road. The Government Contact Centre 109 covers attestation enquiries 24/7.
The attestation chain has four steps and only the last is at MOFA Qatar. The document is first attested in the country of origin (the issuing authority, then the foreign ministry of that country), then attested at the Qatari embassy in that country, then attested at MOFA Qatar's Department of Consular Affairs. For documents needing use abroad the chain runs in reverse. Educational certificates from foreign universities also pass through Qatar's Ministry of Education evaluation before MOFA can apply its stamp. Skipping a step results in the MOFA counter returning the document untouched - this is the most common reason an expat ends up running between embassies and ministries for several weeks.
Costs are predictable: most personal documents are QAR 150 to QAR 400 per stamp, commercial documents QAR 300 to QAR 800, and urgent same-day service adds a premium. Fees are paid through QPay against the application reference. The Consular Affairs building opens Sunday to Thursday 7:30 to 13:00. Walk-in is possible but the e-portal pre-submission almost always cuts the counter visit to a few minutes. Couriered submissions are accepted for residents outside Doha and for corporate volume; the online tracker shows status by reference number and the courier collects the stamped document for return.
Beyond attestation, MOFA runs consular assistance for Qataris abroad, issues passport services through embassies (the actual booklet is printed by the MOI in Doha but renewals can be initiated through Qatari missions abroad), and publishes the travel advisory list that conditions Qatari government and Qatar Airways policy on which countries staff and crew can transit. Visa requirements for Qatari citizens travelling abroad are published on MOFA's site; conversely, foreign nationals applying for a visa to enter Qatar use Hayya or the MOI, not MOFA. The clear divide is: MOFA for outbound Qatari interests and inbound document recognition; MOI and Hayya for inbound immigration.
MOFA's interaction with the rest of Qatar government is high-frequency but narrow. Employment offer letters for Qatar-based jobs require MOFA-attested degrees before MOL can endorse the residency-side work permit through Mudad and Metrash. Court cases involving foreign judgments depend on MOFA-attested judicial documents before the Ministry of Justice accepts them. Property sales involving inheritance need MOFA-attested foreign death certificates and probate documents. The Hukoomi single-window service catalogs the attestation request as a cross-ministry workflow. The MOI Qatar uses MOFA-attested family documents (marriage, birth) when processing family visas for residents.
What broke and what changed in {year}: the e-portal added an OCR pre-check for academic certificates that auto-fills issuing-institution, degree and date fields from the uploaded scan, cutting the typing-error rejection rate. Online payment through QPay is now the only accepted route - cheques and counter cash payments stopped earlier in the cycle. The 'complete attestation outside Qatar' track was expanded to cover residents on extended overseas postings, allowing them to authorise a Qatari embassy abroad to stamp documents on behalf of MOFA Qatar with a return upload to the e-portal. The same-day urgent track was capped at five documents per applicant per day to manage queue at the Consular Affairs building.
For HR teams and corporate users the e-portal supports bulk submission against an establishment account - useful for large companies onboarding many expat hires whose degrees and police clearances all need attestation. The audit trail shows status per document and per batch. For residents the standard route is a single QID-authenticated submission per document. Both routes return the stamped document either at the counter, by courier, or as a digital attestation (a QR-coded PDF that is acceptable for many in-Qatar uses and saves a counter visit). The digital attestation is the {year} workhorse for low-stakes uses; high-stakes uses (court, large commercial contracts) still need the physical stamp. See our Qatar country guide for the broader cross-ministry view.

How to access MOFA Qatar
- 1
Complete the foreign-side attestation chain first
Before MOFA Qatar will stamp, the document must already carry the issuing authority's seal, the foreign ministry of the origin country's seal, and the Qatari embassy in that country's stamp. For academic certificates add the Ministry of Education Qatar evaluation. Skipping any of these returns the document untouched.
- 2
Log in to mofa.gov.qa with QID and OTP
Individual login through Tawtheeq (QID + Qatari SIM OTP). Corporate users authenticate with Computer Card. Visitors without QID can submit through a typing centre or courier-based service centre, with the typing centre's account as the audit-trail anchor.
- 3
Select document category and upload scans
Pick academic, personal, commercial or other. Upload colour scans of all pages including the foreign-side stamps. The OCR layer auto-fills certificate metadata for academic submissions. PDF preferred, JPG accepted, under 5 MB per file. Each document is a separate application unless the establishment account is used.
- 4
Pay through QPay against the reference
Fee depends on document category (QAR 150 to QAR 800) plus optional urgent surcharge. Pay through QPay using the application reference. Cash and cheques are no longer accepted as of the {year} cycle. Receipt auto-attaches to the application.
- 5
Collect from Consular Affairs or receive by courier
Standard processing 2 to 5 working days, urgent same-day at premium. Collect at the Consular Affairs building on Al Rayyan Road (Sunday to Thursday 7:30 to 13:00), or opt for courier return. Digital attestation (QR-coded PDF) is available for low-stakes uses and bypasses the counter entirely.
Troubleshooting
The errors residents hit most often on MOFA Qatar, and the fix that works.
Reviewer is asking for a corrected upload or a missing chain step. Read the note in the application, fix the underlying defect, and re-upload. Common fixes: clearer scan of the embassy stamp, missing MOEHE evaluation for academic certificates, foreign-language translation by a Qatar-licensed translator.
Foreign-side chain is incomplete - go back and finish the chain (issuing authority, foreign ministry, Qatari embassy abroad) before resubmitting. The MOFA fee from the rejected application is not refunded.
Confirm the QPay reference matches the MOFA application reference. If they match and the receipt has not auto-attached within 24 hours, open a support ticket through 109 with the QPay receipt and the application reference.
Consular Affairs closes at 13:00 Sunday to Thursday. Plan for next-day collection or opt for courier return at submission. The digital attestation, where applicable, bypasses the collection step entirely.
Qatari SIM must be in your own name with Ooredoo or Vodafone; employer-registered SIMs cannot authenticate. Move the SIM at the operator with QID and passport. If the SIM has been dormant after a long trip abroad, reactivate at the operator shop first.
Verify the MOEHE evaluation was completed before MOFA submission. Academic certificates need both the foreign-side chain AND the MOEHE evaluation. The order is foreign chain -> MOEHE evaluation -> MOFA stamp.
Frequently asked questions
Personal documents (marriage, birth, death certificates) QAR 150 to QAR 400 per stamp. Academic certificates QAR 150 to QAR 400. Commercial documents (powers of attorney, board resolutions, contracts) QAR 300 to QAR 800. Urgent same-day service adds a premium typically equal to the standard fee. Payment is through QPay against the application reference; cash and cheques are no longer accepted as of the {year} cycle.
Standard processing 2 to 5 working days from MOFA submission. Urgent same-day available at premium, capped at 5 documents per applicant per day. Excluding the foreign-side chain that has to be complete before MOFA submission - that chain often takes 2 to 6 weeks depending on origin country.
You need MOFA-attested educational certificates before MOL can endorse the work permit through Mudad and the residency-side flow through Metrash. The employer's HR usually drives the process; you provide the degree and transcripts with the foreign-side chain complete. For roles requiring professional registration (doctors, engineers, accountants, lawyers) MOFA attestation is also a prerequisite for the licence.
MOEHE (Ministry of Education and Higher Education Qatar) evaluates the foreign academic qualification and confirms it matches the Qatari education framework. MOFA Qatar then stamps the document for legal recognition. Both are required for academic certificates; the order is foreign-side chain -> MOEHE evaluation -> MOFA attestation. Skipping MOEHE before MOFA results in rejection.
Yes for individuals without QID-based access or where convenience matters. The typing centre submits through their establishment account, you provide the documents and a QID copy. Audit trail is recorded under the typing centre. Cost is the MOFA fee plus typing centre service fee (typically QAR 50 to QAR 150).
Yes through the 'Complete Attestation Outside Qatar' track, available since the {year} cycle. Authorise a Qatari embassy abroad to complete the MOFA-side stamping; the embassy uploads the result to the MOFA e-portal closing the loop. Useful for residents on extended overseas postings whose families need a Qatar-stamped document while they cannot fly back.
The digital attestation is a QR-coded PDF returned by MOFA that is acceptable for many in-Qatar uses, saving a counter visit and physical paper handling. The QR code verifies against MOFA's system at the receiving authority. High-stakes uses (court proceedings, large commercial contracts, real-estate transfers, family visa filings) still require the physical stamp; routine HR, education and administrative uses accept the digital.
Yes but the document must be translated by a Qatar-licensed translator and the translation must be counter-attested with the original. Translation done after MOFA stamping is not accepted; the translation must accompany the original through the chain or be added at the MOEHE/translator step before MOFA submission. List of licensed translators is published on MOFA's site.
Yes if you intend to apply for a family visa or use the certificate in a Qatari court or administrative proceeding. The foreign-side chain (origin authority, foreign ministry, Qatari embassy abroad) must be complete first, then MOFA Qatar stamps. Many expats married abroad before moving to Qatar discover this requirement only when filing the family visa - the typical delay is 4 to 8 weeks while the foreign-side chain is completed.
Draft the POA, sign before a notary in the country where it is drafted, attest at the foreign ministry of that country, attest at the Qatari embassy abroad, then submit through MOFA Qatar's commercial documents track. Fee QAR 300 to QAR 800. The Ministry of Justice will then accept the POA for the property transaction. Total chain typically 3 to 6 weeks.
Qatari passports are printed by the MOI in Doha. MOFA's role is limited to coordinating passport services for Qataris abroad through the embassy network: lost-passport replacement requests, emergency travel documents and consular liaison with foreign authorities. Renewal applications can be initiated through Qatari missions abroad and the booklet is shipped by the MOI.
Log in to mofa.gov.qa, go to 'My Applications' and search by reference number. Status flows are 'Submitted' -> 'Under review' -> 'Approved for stamping' -> 'Ready for collection' (or 'Despatched' if courier). If status is 'Pending information' the reviewer is asking for a corrected upload or missing chain step - read the note and resubmit.
The reject note usually identifies the missing chain step or document defect. Common reasons: foreign-side chain incomplete, MOEHE evaluation missing for academic certificates, foreign-language translation not done by a Qatar-licensed translator, scan resolution too low to verify the seal. Fix the underlying issue and resubmit as a fresh application; the original fee is not refunded but the new application is treated as a new ticket.
Yes the MOFA Qatar app on iOS and Android wraps the same e-portal services in a mobile interface and adds push notifications for application status and travel advisories. The functional set is identical to the web portal; the choice between app and web is convenience. Login uses the same Tawtheeq authentication (QID + Qatari SIM OTP).
