Government service centres in Qatar

Qatar runs two main service-centre networks for residence and labour. MOI Qatar service centres handle the Residence Permit (RP), Qatar ID (QID), exit permits (for the small number of categories still requiring one), Hayya cards for tourists and event visitors, and family residence under the Ministry of Interior. MADLSA (Ministry of Administrative Development, Labour and Social Affairs) service centres handle work permits, contract authentication through the electronic contract scheme on empcont.adlsa.gov.qa, end-of-service settlement disputes and domestic-worker contracts.

Qatar's 2018 and 2020 kafala reforms moved most private-sector work permits onto a two-year cycle with NOC-free transfer after one month of notice in the first two years and two months thereafter. The post-2024 Wage Protection System covers all private-sector employers. Metrash2 is the day-to-day app for residents — most clean renewals, fine payments and family-file updates complete without a centre visit. Frequently asked questions about Qatar service centres

Most private-sector workers do not, following the 2018 reform that abolished the general exit-permit requirement for non-domestic workers and the 2020 reform that extended this to additional categories. Employers can still flag up to a small percentage of senior staff as exit-permit-required; domestic workers under the household sponsorship route remain inside the old regime. Check Metrash2 services tab before booking your flight. If a flag exists, the sponsor files the exit permit through Metrash; the worker pays QAR 200 plus QAR 100 per added month for the standard exit-and-re-entry permit.

MOI Qatar service centres (Al Duhail, Al Mamoura, Mesaimeer, Al Wakrah, Industrial Area) handle QID first-issue (paired with the entry permit and medical fitness from Hamad Medical Corporation) and renewal. Renewals run QAR 500 for one year or QAR 900 for three years (a 20-percent discount per year on the triennial route). Most renewals can be filed on Metrash2 with the SADAD-equivalent wallet payment, with the new card couriered by Q-Post for QAR 20. Visit a centre when biometrics need re-capture or the file is flagged.

MOI Qatar service centres handle residence (RP), QID, family files and exit permits under the Ministry of Interior. MADLSA service centres handle work permits, electronic contract authentication, Wage Protection System enrolment, end-of-service disputes and domestic-worker contracts under the Ministry of Labour. A QID renewal goes to MOI (or Metrash); a work-permit cancellation or contract dispute goes to MADLSA. The two ministries share data on residence and labour status — a Metrash2 alert for an MOI fine can be linked to a MADLSA wage breach.

A worker can transfer without the current employer's consent by giving one month's written notice in the first two years of employment, or two months' notice thereafter, under the post-2020 reform extended in 2024. Notice is served on Metrash and the worker files the transfer through the new employer's MADLSA work-permit application. The new role's salary must fit within the published MADLSA profession scale to be approved. Disputed cases escalate to the Labour Dispute Resolution Committee under MADLSA, which typically resolves within four to eight weeks.

Hayya cards are handled through hayya.qa for tourists, event visitors and GCC residents visiting Qatar. The full Hayya residence card for residents and family visitors is integrated into the QID via Metrash. MOI Qatar service centres handle exceptional Hayya issues (lost card, name mismatch, sponsor authorisation) but routine Hayya applications complete online without a centre visit. Tourists arriving without a Hayya in advance can apply at the airport arrival counters at Hamad International, though pre-approval is faster.

MOI Qatar service centres operate Sunday to Thursday with reduced or no Friday hours at most locations. Al Mamoura and Mesaimeer offices run extended hours Sunday to Thursday including evening windows for Metrash-related issues. MADLSA Lusail Government Service Complex follows ministry hours Sunday to Thursday 07:30 to 14:00. Friday is generally a non-operating day across both networks; Saturday is reduced. Metrash2 and Hukoomi portals run uninterrupted seven days. Ramadan hours shift to evening sessions.

A one-year QID renewal is QAR 500. A three-year QID renewal is QAR 900 — equivalent to QAR 300 per year, a 20-percent discount on the annual route. The three-year option is available through Metrash2 only if the underlying residence permit also runs three years, which most private-sector RPs do not unless the employer holds an investor-grade licence. Replacement of a lost or damaged QID is QAR 200 with a five-working-day reissue at MOI service centres.

Qatar caps visitor overstay fines at QAR 6,000 cumulative under the QAR 10 to 200 per day schedule depending on visa type. The QAR 500 fine on a late QID is separate and applies to expired residence cards. The cap is reached at roughly 600 days of overstay at the standard QAR 10 per day rate. Visitor overstay must be cleared at MOI Qatar service centres or through Metrash before departure; an unpaid cumulative fine blocks the airport exit gate even when the visa expiry shows on the system.

Yes for residence-permit issuance and most renewals. The Medical Commission (under MOPH) runs centres in Doha and other governorates where applicants complete blood tests (HIV, hepatitis B and C, syphilis), chest X-ray (tuberculosis screening) and a clinical exam. Results upload electronically to the residence file on Metrash within 24 to 72 hours. The mandatory private health-insurance scheme under Law No. 22 of 2021 must be active before the QID can be stamped; the Hamad Health Card costs QAR 100 per year separately.

The Wage Protection System under post-2024 reform tracks salary payments monthly; one missed month triggers an inspection hold on the employer. The Labour Dispute Resolution Committee under MADLSA handles unresolved cases. Workers can also file through the MOI Qatar workers' hotline; the Qatari government also operates a worker-protection portal for emergency cases.
