Quick answer: the GDT, a learner's licence, an instructor, then the tests
In Bahrain, driving licences are issued by the General Directorate of Traffic (GDT), part of the Ministry of Interior. Almost everything is booked and paid on the national portal, bahrain.bh, under Driving School Services, with your eKey. The process is the same for Bahrainis and residents, and it has one feature newcomers from elsewhere in the Gulf do not expect: you start with a learner's licence and train with a GDT-licensed instructor, who is identified by an instructor code when your road test is booked.
Expatriates take one of two routes:
| Your situation | Route | What you sit | Realistic time |
|---|---|---|---|
| Valid licence from a GCC state or a country on the GDT's approved list (commonly cited: EU states, UK, US, Canada, Australia and others) | Exchange | Vision test; no theory or road test | Often one working day once the file is in order |
| Licence from a country not on the list, or no licence | New licence | Vision test, learner's licence, theory lectures and test, practical hours, road test with a GDT examiner | Two to four months for a first-time pass is a common estimate |
The official fees on bahrain.bh are low. What makes a Bahraini licence expensive is training hours, and what makes it slow is road-test availability and retakes.
| Official fee (bahrain.bh) | Amount |
|---|---|
| Learner's licence (one year, all categories) | BHD 15 to 47, depending on category |
| Renewing a learner's licence | BHD 5 |
| Booking the practical driving test | BHD 10 to 16 |
| First driving licence, valid five years | BHD 20 |
Last checked: November 2026 against the GDT service pages on bahrain.bh, our Bahrain licence data (verified July 2026) and the Bahrain driving licence service page.
This guide covers the licence process. For test preparation, the practice tests are on the Bahrain driving theory test page, and what goes wrong on the road is in why people fail the Bahrain driving test.
Eligibility: the conditions on bahrain.bh, and the ones that stall files
The GDT's own service pages list short, specific conditions. Read them literally, because the portal enforces them literally.
| Condition | Where it comes from | What it means for you |
|---|---|---|
| Age 18 or over for a private car or motorcycle learner's licence | bahrain.bh, temporary (learner's) licence service | Applies to residents and nationals alike |
| Valid residence permit for foreigners | bahrain.bh | Your CPR and residence must be current. An expiring CPR stalls everything downstream |
| All fines, violations and accidents settled | bahrain.bh, every GDT service | Unpaid fines on your CPR block the learner's licence, the test booking and the final licence |
| No legal restrictions on your personal number | bahrain.bh | Court cases or travel bans on the CPR block the file |
| Pass the vision test | bahrain.bh | At a GDT-approved centre; glasses or lenses are recorded on the licence |
| Free of physical and mental conditions that prevent driving | bahrain.bh | A medical referral may follow if the vision test raises a question |
Check the CPR and the fines before anything else
Two problems account for most failed starts. The first is a CPR or residence permit that is close to expiry or tied to a permit in transition; the second is an unpaid fine, sometimes on a car you no longer own. Run both checks on bahrain.bh first. If your CPR needs attention, the CPR renewal guide covers it, and work-permit questions sit with the LMRA (see LMRA work permit renewal). Fines can be cleared through Bahrain fines and overstay.
Do I need an NOC?
The GDT's published conditions for a private learner's licence do not list a sponsor NOC. Our service data notes that some sponsors of domestic workers and restricted categories require one, and that driving schools sometimes ask for it at enrolment even where the GDT does not. If you are a domestic worker or on a restricted permit, ask before you book.
Exchange or new licence: settle it before enrolling
The GDT maintains the list of countries whose licences can be exchanged. Our data describes it as covering the GCC states, the European Union, the UK, the US, Canada, Australia and others; the exact list is the GDT's and changes from time to time. On the exchange route you typically need:
- a valid CPR and residence permit;
- the original foreign licence, valid, and commonly held for at least a year;
- a translation into Arabic or English by an approved translator if it is in another language;
- a vision test; and
- the licence fee, which our service data gives as BHD 20, the same as a first licence.
Run your licence through the driving licence conversion checker, and compare Bahrain with the other five states in GCC driving licence conversion compared. If you qualify, you can skip the rest of this guide.
Two edge cases come up often. A licence that has been replaced recently, or a duplicate rather than an original, can be questioned; bring whatever shows the original issue date. And a licence that expired some time ago may not be accepted at all. In both cases ask the GDT before you assume the exchange route.
Documents
The GDT's online services pull most of your details from the CPR record, so the official document list is short: a valid ID card. In practice, bring the following to the vision test, the institute and any counter visit:
| Document | Notes |
|---|---|
| CPR card | Mandatory. Must match your current residence |
| Passport | Original and a copy |
| Residence permit | Current; for non-Bahrainis |
| Vision test result | From a GDT-approved centre. Increasingly uploaded electronically |
| Passport-size photographs | Only if the system asks for an updated image; carry two |
| Educational (training) record | Listed by bahrain.bh for the road-test booking. Your instructor or institute keeps it |
| Original foreign licence and translation | Exchange route |
The new-licence process, step by step
This is the route for anyone who cannot exchange. Steps 2, 5 and 7 are all done in the Driving School Services area of bahrain.bh.
- Clear fines and check your CPR. Ten minutes on bahrain.bh. This is the most common reason a later step fails without a useful error.
- Request the learner's licence online. Log in with eKey, choose Request for Issuing Learner's License and the category. Once the conditions are verified, you pay the vision test fee.
- Take the vision test. At the GDT (bookable through the Mawaeid appointments app) or an approved centre. Same-day results are normal.
- Pay the learner's licence fees. After the vision test, the fees appear in My Training Record. bahrain.bh lists the learner's licence at BHD 15 to 47 depending on category. It is valid for one year and can be renewed for BHD 5 if you have not finished.
- Choose an instructor or institute. bahrain.bh has a Search for Driving Instructors service. You can train with a licensed individual instructor or through an institute; the main government training centre is in A'ali.
- Theory lectures and the theory test. Lectures cover traffic law, signs and, unusually for the Gulf, vehicle parts and equipment. You can view the theory lectures online through Driving School Services. Then you sit the theory test.
- Practical hours, then book the road test. Once your required hours are recorded, the road test is booked on bahrain.bh using your instructor's code. The booking costs BHD 10 to 16. Arrive 30 minutes early.
- Pass, pay BHD 20, collect. The first licence is valid for five years. The electronic version is instant; a printed card takes up to two working days at the directorate plus up to five working days by Bahrain Post.
How many hours?
Several sources report a minimum of 22 hours of practical lessons for first-time drivers; our service data describes 20 to 30 hours as typical. The GDT does not publish the figure on the service pages we checked, so ask your instructor what your record will need before you agree a price.
Changing a test date
You can manage an online booking under Manage Driving Test Appointments. If you are changing it in person, bahrain.bh says you must visit the Driving Training Directorate at least 48 hours in advance. Missing a test without moving it means paying for a new booking.
The theory test, briefly
The theory test is where Bahrain differs from its neighbours, and it is the cheapest stage to get right first time. Our Bahrain practice tests use 35 questions with 26 to pass in 30 minutes, verified July 2026; other sources describe a 30-question paper with about 24 to pass. Either way the margin is around 75-80%, and the paper is in Arabic and English.
The part generic Gulf material skips is vehicle parts and equipment: warning lights, tyres, brakes and basic checks. Candidates who revise only signs and right of way are preparing for most of the paper, not all of it. The format, subject areas and the sections people neglect are covered in our Bahrain test guide, and how it compares with the other Gulf states is in GCC driving theory tests compared.

What it costs in total
The government fees are published and modest. The training is commercial and is the bulk of the bill.
| Item | Amount | Source |
|---|---|---|
| Vision test | BHD 5 per attempt reported; our service data gives BHD 5-15 at private opticians | bahrain.bh driving-school service listing; Wathim data |
| Learner's licence | BHD 15-47 by category | bahrain.bh |
| Learner's licence renewal (if you run past a year) | BHD 5 | bahrain.bh |
| Theory lectures | Reported at BHD 2 an hour on the driving-school service listing | bahrain.bh (listing); confirm with your institute |
| Practical lessons | BHD 6-8 an hour reported; packages BHD 250-450 by school and gearbox | Wathim data, from secondary sources |
| Road test booking | BHD 10-16 per booking | bahrain.bh |
| First licence (five years) | BHD 20 | bahrain.bh, citing Ministerial Resolution 309 of 1998 |
| Exchange of an eligible licence | BHD 20 plus translation | Wathim service data |
Three budgets
| Scenario | Approximate total | What drives it |
|---|---|---|
| Exchange | BHD 30-50 | Vision test, translation, BHD 20 licence |
| New licence, first-time pass, 22 hours at BHD 7 | Roughly BHD 200-250 | Lessons are about two thirds of it |
| New licence, institute package, one failed road test | Roughly BHD 330-500 | The package, a second booking and the extra lessons before it |
These totals are our arithmetic on the figures above, not quotes. Third-party sites commonly quote BHD 270-330 or more for a first-time applicant who passes first time, which sits inside the same range. A failed road test costs BHD 10-16 for the new booking, but the remedial lessons you will take before rebooking cost far more; that is the argument in failing the Bahrain test costs you lessons, not BHD 10. For the six Gulf states side by side, see the driving licence cost guide.
Timeline
| Stage | Typical time |
|---|---|
| Fines check, learner's licence request, vision test | One or two days |
| Theory lectures and test | One to three weeks, depending on lecture schedule |
| Practical hours | Three to eight weeks, depending on how often you can train |
| Road test slot | One to several weeks; varies by season |
| Licence | Instant electronic copy; printed card within about a week |
Our data puts a first-time pass at roughly two to four months end to end, and four to six months or more where retakes or slow lesson schedules are involved. The learner's licence lasts a year, so the clock you are racing is your own patience, not a deadline, unless your CPR expires first.
After you pass: validity, renewal and the causeway
bahrain.bh lists the first private licence at BHD 20 for five years. Our service data notes that renewals can be issued for longer, but an expatriate's licence is in practice tied to the CPR and residence, so check the term offered when you renew. Renewal runs online: fresh eye test, fines cleared, fee paid, card printed or delivered.
- Unpaid fines block renewal without a helpful message. Check them first.
- Do not let it lapse for long. Our data notes that a licence expired for more than about a year can trigger a retest; treat the expiry date as hard.
- Driving into Saudi Arabia. A Bahraini licence is recognised across the GCC for visits; for moving there, see GCC conversion compared.
- Buying a car. See Bahrain vehicle registration, and the service centre directory for counters.
Six mistakes that cost expats time in Bahrain
- Enrolling before checking the exchange list. If your licence qualifies, lessons are money you did not need to spend.
- Starting with an unpaid fine on the CPR. It blocks the learner's licence, the booking and the final licence, often silently.
- Revising signs and rules but not vehicle equipment for the theory test. Use the Bahrain practice tests to find the gap.
- Negotiating hours down and then failing the road test, which leads to more lessons than you saved.
- Missing the 48-hour rule for moving a test in person.
- Letting the CPR run close to expiry mid-process. The licence inherits the residence; renew the CPR first.
Sources, and what we could not confirm
- bahrain.bh / services.bahrain.bh, GDT service pages: issuance of driving licences (BHD 20 first licence for five years, BHD 10 probationary licence, processing times, legal basis Law 23 of 2014 and Ministerial Resolution 309 of 1998); temporary learner's licence (BHD 15-47, conditions, steps); learner's licence renewal (BHD 5); booking practical driving tests (BHD 10-16, the 48-hour rule).
- Wathim Bahrain licence data, verified July 2026: lesson hours, lesson rates, timelines and exchange conditions, drawn from secondary sources and flagged as such.
- Wathim Bahrain service data: package ranges, exchange fee and renewal notes.
What we could not confirm: a GDT-published fee for the theory test on its own, which we have not found anywhere we would stand behind; the current mandatory minimum of practical hours; a published waiting period after a failed test; which applicants receive the BHD 10 probationary licence rather than the BHD 20 licence; and the current exchange-country list. Confirm those with the GDT or your instructor before you pay.

Frequently Asked Questions
Through the General Directorate of Traffic. If your licence is from a GCC state or a country on the GDT's approved list, you can usually exchange it after a vision test. Otherwise you request a learner's licence on bahrain.bh, take the vision test, attend theory lectures and pass the theory test, complete practical hours with a licensed instructor, and pass a road test with a GDT examiner.
Official fees on bahrain.bh are a learner's licence of BHD 15-47 by category, BHD 10-16 to book the road test and BHD 20 for the first licence, valid five years. Training is the main cost: lessons are reported at BHD 6-8 an hour and packages at BHD 250-450. A first-time pass commonly totals around BHD 200-330; an exchange is usually BHD 30-50.
One year, for all categories. If you have not passed by then, you can renew it on bahrain.bh for BHD 5, provided your fines are settled and your ID is valid.
Several sources report a minimum of 22 hours of practical lessons for first-time drivers, and 20-30 hours is typical. The GDT does not publish the figure on its service pages, so confirm with your instructor.
Yes. Online bookings can be managed under Manage Driving Test Appointments in Driving School Services on bahrain.bh. To change in person, you must visit the Driving Training Directorate at least 48 hours before the test.
The GDT's published conditions for a private learner's licence do not list one. Some sponsors of domestic workers and restricted categories require it, and some schools ask at enrolment, so check if your permit falls into those groups.
An exchange can be completed in about a working day once documents are in order. A new licence typically takes two to four months for a first-time pass, longer if you need retakes or can only train occasionally.
Usually an unpaid traffic fine, an unsettled accident or a legal restriction on your CPR, or a residence permit that is not valid. bahrain.bh lists all three as conditions for every GDT service. Clear fines and check your CPR before you try again.
