Brief the Oman desk

Quick answer: two routes, one authority, and the resident card comes first

Every driving licence in Oman is issued by the Royal Oman Police (ROP), through its Directorate General of Traffic. There is no separate transport authority and no private licensing body, which is the first thing that confuses people arriving from Dubai or Riyadh. Driving schools and independent instructors train you; ROP officers test you; ROP issues the licence.

As an expatriate you will take one of two routes, and which one depends on the country that issued the licence you already hold, not on your passport:

Your situationRouteTestsRealistic time
Valid licence from the GCC or a country on ROP's exchange list (UK, US, Canada, Australia, much of Europe and others)Direct exchangeEye test onlyOften a day or a few days once your resident card is issued
Licence from a country not on the list (historically India, Pakistan, Bangladesh, the Philippines, Nepal, Sri Lanka and others)Full new licenceSignals test, stage-one yard tests, road testSeveral weeks at best; several months is common
No licence at allFull new licenceSignals test, stage-one yard tests, road testSeveral months is common

Three facts decide most expat timelines:

  1. Nothing starts until your resident card is issued. ROP will not open a licence file or exchange a foreign licence against an entry visa. If your residence is still being processed, see the resident card guide.
  2. The eye-test certificate is short-lived. It is reported to be valid for about 30 days, so get it when you are ready to open the file, not the week you land.
  3. On the full route, retakes are the norm rather than the exception. Each test is reported at OMR 25 per attempt, charged again on every retake, and a fail costs you a new date as well as the fee.

Last checked: November 2026, against the ROP and Gulf News guidance cited below, our own Oman licence data (verified July 2026) and the Oman driving licence service page. Where a figure comes from one source only, we say so.

This guide is about the licence process. If you are already enrolled and preparing for the tests, the practice tests, sign families and the signals-test format live on the Oman driving theory test page, and what the examiner marks on the road is in the 13 things an ROP officer scores.

Who can apply, and the three conditions that block people

The basic eligibility rules are short. The conditions that actually stop applications are administrative rather than about driving.

ConditionWhat it means in practiceHow firm it is
Age 18 or over (light vehicle)The standard minimum for a private car licenceConsistent across sources
Valid resident card with an active civil numberROP opens the file against your civil number; no card, no fileFirm. This is the most common reason a new arrival cannot start
Pass the eye test at an ROP-approved opticianVisual acuity and colour vision; corrective lenses are noted on the licenceFirm
Fit to drivePeople of Determination may be asked for a medical examinationReported by Gulf News (September 2024)
Sponsor or employer No Objection CertificateRequested for many sponsored workers. An NOC in Arabic, signed and stamped, is the safe version; English-only letters are reported to be rejectedVaries by visa category and sector. Ask your HR before you queue
No traffic ban, unpaid fines or black-point suspensionFines attach to your civil number and can block the fileFirm

The NOC is the document that costs people a second trip

Gulf News lists a sponsor's no-objection letter among the documents for a new Omani licence, and for a woman on a family visa who is not employed, a letter from her husband confirming the family visa, with his resident card. Our own data adds that the letter is generally expected in Arabic and stamped. Some employers produce it in a day; others route it through a head office abroad. Ask for it on the day you decide to start, because it is usually the slowest document in the file.

Visitors and people between visas

A visitor can drive in Oman on a home licence or an International Driving Permit for a limited period, reported as three months from entry. Once you are a resident, that tolerance is not a substitute for an Omani licence. The awkward window is the gap between arriving on an employment visa and the resident card being issued: you cannot exchange yet, and relying on a visitor allowance after you have become resident is a risk insurers and the police may not share your view of. Plan transport for those first weeks.

Exchange or full licence: check before you pay anyone

ROP keeps a list of countries whose licences can be exchanged without the tests. The list has historically included all GCC states, the UK, the US, Canada, Australia, New Zealand and a range of European countries, and Gulf News's September 2024 guide also names Jordan, Morocco, Tunisia, Turkey, Lebanon and Brunei among others. The list is ROP's and it changes, so treat any published version, ours included, as a starting point.

Two details catch people out:

  • It is the issuing country of the licence that counts. An Indian national holding a valid UK licence is assessed on the UK licence. A British national holding an Indian licence is not.
  • Conditions attach to the foreign licence. It must be valid (or only recently expired), the original must be produced, a translation is needed if it is not in Arabic or English, and a minimum holding period, often reported as a year, may apply.

Run your licence through our driving licence conversion checker before you enrol anywhere, and see GCC driving licence conversion compared if you hold a licence from another Gulf state. If you qualify, the rest of this guide shrinks to an eye test, a blood-group certificate, photos and one ROP or Sanad visit.

Worked example: same company, two routes

Two engineers join the same Muscat contractor in the same week. Daniel holds a UK licence; Arjun holds an Indian one. Both wait about three weeks for their resident cards. Daniel then gets an eye test and a blood-group certificate, takes his original UK licence, passport, resident card and photos to ROP, pays the licence fee and is driving within days. Arjun gets the same eye test, opens a licence file, buys a training package, and joins the queue for the signals test, the yard tests and the road test. If he passes everything first time he may be driving in a couple of months; if he needs two road-test attempts, which is common, it will be longer. Neither did anything wrong. The issuing country of the licence decided it.

Documents for a new Omani licence

The core list is consistent across ROP guidance, Gulf News and our own data. The exact count and specification of photos varies by centre, so carry spares.

DocumentNotes
Resident card (original and copy)Must be valid with an active civil number
Passport (original and copy)Bio page; some centres also want the visa page
Passport-size photographsBlue background is commonly requested for the full route; take four
Eye-test certificateFrom an ROP-approved optician. Often uploaded to your ROP file electronically. Reported valid for about 30 days
Blood-group certificateFrom a licensed clinic. Printed on the licence; needed at first issue
Sponsor or employer NOCWhere your visa category requires it. Arabic, signed and stamped
Original foreign licence and translationExchange route only, or if you want your experience considered
Licence file ("green book")Issued by ROP when you open the file on the full route

An expired resident card is the most common reason a file stalls, and it has consequences well beyond the licence. If yours has lapsed, deal with that first: the expired resident card guide and the residence card cost calculator cover the fix and the cost.

The full new-licence process, step by step

This is the route for anyone who cannot exchange. The order matters, because each step depends on the one before it.

  1. Eye test and blood-group certificate. Visit an ROP-approved optician for the vision test, and any licensed clinic for the blood-group certificate. Gulf News (September 2024) reports OMR 3 to 5 for the eye test and OMR 5 to 10 for the blood test. Bring your glasses or lenses if you wear them.
  2. Open your licence file at ROP. Book through the ROP app or rop.gov.om rather than walking in; queues at busy licensing centres can run to hours. Submit the application form with your documents. You receive the licence file, the green book, which records your test attempts and carries the road-sign reference. Gulf News puts it at OMR 5.
  3. Choose a school or an instructor. Oman allows training with an ROP-licensed driving school or an independent certified instructor. Independent instructors are generally cheaper: Gulf News reports around OMR 10 an hour, and all-inclusive packages of OMR 350 to 500, with prices not fixed. Female learners can ask for a female instructor.
  4. The signals test. Conducted by an ROP officer. It is widely reported to be at least partly oral, with the officer pointing at signs, and in some centres taken on paper or screen. It is a recognition test, so it rewards revision. The Oman theory test page covers both formats.
  5. Stage-one yard tests. A repeat sign check, a parking course marked with drums that you must not touch, including a reversing element, and a slope or hill-start test without rolling back. Some forum users report the drum test being waived, but do not plan on it.
  6. The road test. On public roads with an ROP examiner in the car and, typically, your instructor. Roundabout entry, full stops, lane discipline and mirror checks decide most results. See what the officer scores.
  7. Pay and collect. Once you pass, pay the licence fee. Gulf News reports collection from the licence department the next day; ROP increasingly issues the licence digitally through its app, with the plastic card from a kiosk or police service centre.

Failing any step means repeating that step on a new date. You do not go back to the beginning, but you do go back into the queue.

What it costs: the fee stack, line by line

ROP does not publish a single consolidated fee table for first-time applicants that we could find, so the figures below are assembled from dated secondary sources and our own data. Use them to budget, then confirm the line items with your instructor or ROP before you pay.

Three budgets

ScenarioWhat it includesApproximate total
Exchange (eligible licence)Eye test, blood group, translation if needed, licence feeRoughly OMR 30-55
Full route, everything first time, independent instructorMedicals, green book, about 25 hours at OMR 10, signals + yard + road tests at OMR 25 each, licenceRoughly OMR 350-400, more if stage-one is billed per sub-test
Full route, one failed road test, school packageAs above with a package at the midpoint, one road-test retake and a few extra lessonsRoughly OMR 450-600

The totals are our arithmetic on the reported figures, not quotes. The pattern holds whatever the exact numbers: training is the largest cost, and retakes are the cost you control. A retake is OMR 25 plus the lessons you buy before it, plus the weeks until your next date. Compare that with the cost of going in prepared. For the licence fee side by side with the other five Gulf states, see the driving licence cost guide.

How long it takes, and where the time goes

The ROP data we hold describes exchange as often completed in a day or a few days once documents are ready, and the full route as frequently taking several months, sometimes a year or more where several road-test attempts are needed. Forum reports of exchanges range from three weeks to over two months where documents or residence were not in order. That spread is not random. It comes from four places:

StageTypical timeWhat drives it
Resident cardTwo to four weeks after arrival is commonYour employer's visa process; you cannot start the licence before it
NOC from sponsorA day to two weeksYour employer's internal approvals
Eye test, blood group, file openingOne or two daysBooking through the ROP app avoids most queues
TrainingWeeksHow often you can take lessons; how much you drove before
Signals and yard testsDays to a few weeks for a slotCentre and season
Road testWeeks for a slot; weeks again after a failThe binding constraint for most people

The practical advice is short. Collect the NOC and blood-group certificate while the resident card is still in process, so the only thing you are waiting for is the card. Get the eye test the week you open the file. Then spend your effort on the stage that takes longest to repeat, which is the road test.

Licence validity for expats, renewal and changing jobs

This is the one area where sources openly disagree, so here is what each says:

  • Gulf News (September 2024) states that a light-vehicle licence is valid for 10 years for Omani nationals and two years for non-Omanis, renewable at OMR 20. That matches an ROP announcement widely reported in 2018 that expatriate licences would be renewed every two years.
  • autoviatest.com (March 2026) gives the same 10-year and two-year split.
  • Our own service data describes residents being issued licences of up to 10 years, capped in practice at the residence term.

We have not found a current ROP notice settling it, so check the expiry date printed on your licence or shown in the ROP app, and do not assume the national term applies to you.

Two related points are clearer. Oman Observer reported ROP's position that a licence stays valid until its expiry date even if your residence status changes, and that you can attach it to a new residence when you renew, without retesting. And renewals are now mostly digital: the optician uploads a fresh eye test, the ROP app runs a fines and black-points check, and unpaid fines block the renewal until cleared. If you are changing employer or leaving, sort fines first through Oman fines and overstay.

Seven mistakes expats make with the Oman licence

  1. Enrolling before checking the exchange list. A training package is money you may not need to spend. Check the conversion checker first.
  2. Getting the eye test too early. At around 30 days of validity, it can expire before your file is opened.
  3. Bringing an English-only NOC. Ask for Arabic, signed and stamped.
  4. Assuming the signals test is a formality. It is a fixed, learnable set of signs, which is exactly why candidates who skip revision fail it. The Oman practice tests let you check where you stand.
  5. Booking the road test the moment you are allowed to. In Oman a fail costs a new date, not just OMR 25. Book when your instructor says you are ready.
  6. Practising roundabouts the way you did at home. Oman has a great many roundabouts and examiners watch lane choice and entry closely. The road test guide covers the side-lane rule.
  7. Letting fines accumulate on the civil number. They block renewals and other ROP transactions later. Check the ROP app before every renewal.

After you hold the licence

Worth setting up straight away:

Sources, and what we could not confirm

What this guide rests on:

  • Royal Oman Police, rop.gov.om and the ROP app: the authority, the two routes, booking and digital issue.
  • Gulf News, "How you can get a driver's licence in Oman", last updated 20 September 2024: the exchange-country list, documents, the green book (OMR 5), OMR 25 per test and per retake, OMR 20 licence, eye and blood-test prices, instructor rates and validity by nationality.
  • autoviatest.com, Oman FAQ, last updated March 2026: OMR 25 test and OMR 20 issue, two-year expat validity.
  • Oman Observer: ROP's position that a licence stays valid through a change of residence status.
  • Wathim Oman licence data, verified July 2026: eye-test validity, NOC wording, stage-one tests, timelines.

What we could not confirm: an official ROP fee table for first-time applicants; whether the three stage-one tests are charged as one test or three; a published waiting period between attempts; the current expatriate licence term, where sources conflict; and the current exchange-country list, which ROP updates without fanfare. Fees here are a budget, not a quote.

Preparing for the tests, or handing the file to us

If you are on the full route, the tests are the part of this process where preparation changes the outcome, and the signals test is the cheapest stage to guarantee.

Frequently Asked Questions

Yes. Any resident aged 18 or over with a valid resident card can apply to the Royal Oman Police. Holders of a valid licence from a country on ROP's exchange list, including the GCC, UK, US, Canada and much of Europe, can usually exchange it after an eye test. Everyone else trains with a school or certified instructor and passes the signals test, the stage-one yard tests and the road test.

The Royal Oman Police, through its Directorate General of Traffic. There is no separate transport authority. Bookings and many transactions run through the ROP app, rop.gov.om and Sanad service centres.

The licence itself is reported at OMR 20, and each test at OMR 25 per attempt, with OMR 25 again for every retake (Gulf News, September 2024). Add OMR 3-5 for the eye test, OMR 5-10 for the blood-group certificate and OMR 5 for the licence file. Training is the largest cost: around OMR 10 an hour with an independent instructor, or packages of roughly OMR 300-600. An exchange of an eligible licence usually comes to OMR 30-55 in total.

Often, yes. A sponsor or employer no-objection letter is listed for many sponsored workers, and it should be in Arabic, signed and stamped, because English-only letters are reported to be rejected. Requirements vary by visa category, so ask HR before you go to ROP.

An exchange can be done in a day or a few days once your resident card is issued. The full route takes weeks at best and several months is common, because road-test slots and retakes dominate the timeline.

Sources disagree. Gulf News (September 2024) and autoviatest.com (March 2026) give two years for non-Omanis and 10 years for nationals; other guidance describes residents receiving longer licences capped at their residence term. Check the expiry shown in the ROP app or on your card rather than assuming.

Visitors can drive on a home licence or International Driving Permit for a limited period, reported as three months from entry. Once you are a resident you are expected to hold an Omani licence, so plan other transport for the gap before your resident card is issued.

You pay the test fee again, reported at OMR 25, and wait for a new date. You repeat only the stage you failed. ROP has not published a fixed waiting period that we could find, so ask your instructor when the next slot is.
