Saudi Driving Licence Cost 2026: School Fees by Package, Test and Licence Fees, and the Real Total

What a Saudi driving licence really costs: the 6, 15 and 30-hour school packages with and without VAT, the SAR 40-a-year licence tariff, the SAR 115 computer test, medical, retests, three worked bills from SAR 1,105 to SAR 3,500, and how to pay.

Brief the Saudi Arabia desk

Quick answer: about SAR 1,000 to SAR 3,400, decided by your training hours

For an expatriate who has to go through a driving school in Saudi Arabia, the total cost of a first licence in 2026 is roughly SAR 1,000 to SAR 3,400. Almost all of the spread comes from one decision you do not fully control: how many training hours the school assigns you after its initial assessment. Government fees are a small, fixed part of the bill.

Your routeWhat you pay forApproximate total
Exchange of an eligible foreign licenceTranslation, medical, licence feeSAR 400-500
School, 6-hour course (passed the assessment drive)Medical, course, computer test, licenceSAR 1,000-1,300
School, 15-hour course (intermediate)As aboveSAR 1,770-2,080
School, 30-hour course (beginner)As aboveSAR 3,060-3,380
Any school route, one failed testAdd a retest fee and possibly extra hoursAdd SAR 115-500, plus hours

The totals are our arithmetic on the published package prices and fees below, with a five-year licence. They line up with independent estimates of SAR 2,800-3,400 for the full beginner process (autoviatest.com). The per-line figures and their sources follow.

Last checked: November 2026. Package prices from school tariffs published by syarah.com (October 2024) and capsulaa.sa (January 2026); government fees from drivingtestksa.com (January 2026) and capsulaa.sa; medical from Saudi guides and our own data. Moroor and the schools set these prices and can change them, so confirm on Absher and with your school before paying.

If you are still working out whether you need a school at all, start with the Saudi driving licence guide and the conversion checker. This page is about what each route costs.

Why every article gives you a different number

Search for the cost of a Saudi licence and you will find SAR 456, SAR 690, SAR 2,400, SAR 2,760 and SAR 3,400 quoted with equal confidence. They are mostly not contradictions. They are different things:

Figure you will seeWhat it actually is
SAR 456.75An older Dallah tariff line published by ksaexpats.com (January 2025) for the course fee alone; it does not match the current hour-band prices other sources publish
SAR 600 / 1,275 / 2,400The 6, 15 and 30-hour course prices before 15% VAT
SAR 690 / 1,466.25 / 2,760The same courses including VAT, which is what you pay
SAR 80 / 200 / 400The government licence fee for two, five and ten years, not the course
SAR 115The computer theory test on its own
SAR 500Described by some sources as an application fee, and by others as the cost of a retest; we could not establish which
SAR 2,800-3,400An all-in estimate for a beginner: course, tests, medical and licence

Two further sources of confusion: some guides split an "enrolment fee" from the course, which the published hour-band tariffs do not; and older articles predate VAT, which rose to 15% in July 2020. When a school quotes you, ask whether the price includes VAT, the computer test and the licence fee. Those three questions resolve most of the gap.

Government fees: the licence, the permit and the extras

These are set by the General Department of Traffic (Moroor) and paid through SADAD. They are the same at every school and in every city.

FeeAmountNotes
Private licence, 1 yearSAR 40The tariff is SAR 40 per year of validity
Private licence, 2 yearsSAR 80Cheapest multi-year option

Replacement of a lost or damaged licenceSAR 100drivingtestksa.com
Late renewalSAR 100 per year of delaydrivingtestksa.com; our Saudi licence guide reports a SAR 500 cap

The licence term is the one government choice you make. There is no discount for a longer term: SAR 40 a year whichever you choose. If your iqama will not run that long, the system may not offer the longer term anyway. Choose the longest term Absher offers you if you plan to stay, because each renewal brings another eye test and another appointment. Renewals and fines are covered in the licence guide and the traffic fines guide; unpaid fines block both issue and renewal.

School course fees by package

Moroor-approved schools, including Dallah in Riyadh and Jeddah and the regional schools in Dammam, Madinah and elsewhere, sell training in hour bands. You do not pick the band. On your first visit the school runs an assessment drive, and the result places you in a band.

Sources: syarah.com (October 2024) for the 6, 15 and 30-hour tariff at Jeddah Advanced Driving School and Dammam Modern Driving School; capsulaa.sa (January 2026) for Dallah's SAR 690 assessment-level course and SAR 2,760 30-hour course, both quoted including VAT. Our own data describes Dallah's middle band as around 12 hours; the tariffs we found publish 15. Ask your branch which applies.

The assessment drive is worth preparing for

The difference between the 6-hour and 30-hour bands is about SAR 2,070. The assessment drive that decides it is short and tests the habits examiners care about: full stops, mirror checks, signalling and right of way at junctions and roundabouts. If you have driven before, an hour with a friend's car on those habits before your assessment can be the best-value preparation you do. The rules behind most failures are in who goes first: the right-of-way rule behind Saudi test failures.

Women's schools

Women follow the same process and the same government fees as men, with no guardian requirement. Women's schools and branches set their own course prices; ask for the hour-band tariff in writing.

Test fees, and what a fail adds

No source reports a reduced rate for a retest. One describes a nominal fee or extra training hours (capsulaa.sa); another the full fee again. Either way, a fail costs you a fee, possibly paid hours, and roughly three to four weeks once the wait and the booking lead are added. Compare that with the cost of preparing properly for the computer test, which is the cheapest stage to get right: the Saudi practice tests let you check where you stand, and set out the reported format of the computer test.

Medical, translation and the other small costs

The medical is booked through Absher, covers vision, colour vision and blood group, and the result is sent electronically to the Moroor system through Ifada, so you do not usually need a paper certificate. Book it close to your school appointment rather than weeks before.

Worked examples: three people, three bills

Farhan, Pakistani, 9 years of driving at home: SAR 1,105

His licence cannot be exchanged. He passes the assessment drive and is placed in the 6-hour band. Medical SAR 100, course SAR 690, computer test SAR 115, five-year licence SAR 200. Total SAR 1,105. Three weeks from medical to card.

Grace, Filipina, drove occasionally: SAR 1,881

The assessment finds hesitation at junctions and poor mirror use; she is placed in the 15-hour band. Medical SAR 100, course SAR 1,466.25, computer test SAR 115, five-year licence SAR 200. Total SAR 1,881, rounded. If she fails the road test once, add a retest fee and possibly paid hours.

Ahmed, never driven: SAR 3,175 to over SAR 3,500

30-hour band. Medical SAR 100, course SAR 2,760, computer test SAR 115, five-year licence SAR 200: SAR 3,175 if he passes first time. One failed road test and a few extra hours take him past SAR 3,500, and adds a month.

Against these, a holder of an exchangeable licence, from the UK, say, pays translation, medical and the licence fee: about SAR 400-500, and drives within days. The route, not the city or the school, is the largest cost decision in the whole process.

How to pay, and what to keep

  1. School deposit and course fee: paid to the school when you book, usually online on the school's site after signing in with your iqama number. Dallah requires a deposit to confirm the booking.
  2. Medical: paid at the clinic.
  3. Government fees (licence, permit, replacement, late renewal): issued as a SADAD bill and paid through your bank app; drivingtestksa.com names SNB and Al Rajhi among them. The payment then shows in Absher.
  4. Licence printing: once the road test is passed and the licence fee is paid, the card is printed at the Moroor office or a printing point.

Keep every receipt and the SADAD reference until the card is in your hand. A payment that does not reflect in Absher within a day is the most common reason a printing appointment fails. Your Absher account needs Nafath and a mobile number registered to your iqama; set that up before you start, not on the day.

Seven ways to keep the total down

  1. Check the exchange list first. If your licence qualifies, the school route is money you do not need to spend. Use the conversion checker and GCC conversion compared.
  2. Prepare for the assessment drive. It decides whether you pay SAR 690 or SAR 2,760.
  3. Pass the computer test first time. It is a fixed syllabus, and the cheapest stage to guarantee.
  4. Ask for the price including VAT and the test. Then compare like with like.
  5. Clear traffic fines before you start. They block issue and cost more later.
  6. Keep your iqama valid. Schools will not open a file on an iqama near expiry; see the iqama cost calculator if renewal is due.
  7. Choose the licence term once. Renewing early costs another eye test and appointment.

Five questions to ask a school before you pay

  1. Is this price including VAT? The difference on a 30-hour course is SAR 360.
  2. Is the computer test included, or SAR 115 on top?
  3. What does an extra hour cost if the instructor holds me back? Bands are fixed; extra hours are not.
  4. What does a retest cost me in total, including your charges? Get the answer in writing; it is the figure that most often surprises people.
  5. How far out are road-test dates at this branch? With a ten-day booking lead and a two-week wait after a fail, the calendar can matter more than the price.

Two answers in writing, the total including VAT and the total cost of a retest, protect you from most of the disputes we see.

How Saudi Arabia compares

A beginner's licence in Saudi Arabia, at roughly SAR 3,000-3,400 all in, is cheaper than the same route in Dubai, where the full breakdown in our Dubai driving licence cost guide runs from about AED 4,500 upwards for first-time passers. The difference is mostly the fixed hour bands: Saudi schools publish three prices, while Dubai bills classes, hours and test fees separately. For all six Gulf states side by side, see the driving licence cost guide.

  • Wathim Saudi licence and service data, verified July 2026: medical, translation and the Dallah hour tiers.

What we could not confirm: an official Moroor fee table on a government site; whether the SAR 115 computer test sits inside or on top of each school's course price; the exact retest fee; whether residents can still choose a ten-year licence; and current prices at every Dallah branch. Prices are a budget, not a quote.

Frequently Asked Questions

For an expat who must attend a school, roughly SAR 1,000 to SAR 3,400 in total, depending on whether the school places you in the 6, 15 or 30-hour course. Exchanging an eligible foreign licence costs about SAR 400-500. Government licence fees are SAR 80 for two years, SAR 200 for five and SAR 400 for ten.

Recent published prices are SAR 690 for the 6-hour course for drivers who pass the assessment drive and SAR 2,760 for the 30-hour beginner course, both including 15% VAT (capsulaa.sa, January 2026). Other approved schools publish SAR 1,466.25 for a 15-hour intermediate course. Confirm with your branch.

The figures of SAR 690, 1,466.25 and 2,760 include 15% VAT. Before VAT they are SAR 600, 1,275 and 2,400. Always ask a school which it is quoting.

SAR 115, as reported by drivingtestksa.com in January 2026. Some schools include it in the course price; ask whether yours does.

SAR 200, at the Moroor tariff of SAR 40 per year. Two years is SAR 80 and ten years SAR 400, though one source says residents are limited to five years tied to the iqama.

Typically SAR 100-200 at an approved clinic, depending on city and clinic. It is booked through Absher and the result is sent electronically to Moroor.

Reported retest figures range from SAR 115 to SAR 500 depending on what is included, with no reduced retest rate reported, plus a wait of about two weeks and possibly extra paid training hours.

School fees are paid to the school when you book. Government fees are issued as a SADAD bill and paid through your bank app, after which the payment shows in Absher.
