The Short Answer
The UAE teacher licence is the Ministry of Education's Educational Professions Licensure, and you apply for it on the TLS portal (tls.moe.gov.ae), signing in with UAE PASS. There are three ways through it, and the first job is to work out which one is yours:
- Recognition - you hold a full teaching licence from a country on the MoE list (UK QTS or EYTS, Irish, Scottish, US state, Canadian, Australian or New Zealand registration, and in the June 2026 manual also Germany, Finland, Singapore and Wales). You pay AED 100 and sit no tests.
- Tests - everyone else. You sit a pedagogy test and a subject test, paying an AED 250 package, then AED 50 for the licence: AED 300 in the usual case.
- Transitional licence - a stop-gap at AED 50, valid for at most two years and not renewable, while you complete one of the above.
None of the three can finish until the MoE accepts your degree equivalency; if it is rejected, no licence is issued (MoE manual, June 2026). That is why the degree, its attestation and its equivalency - not the exam - decide how long the whole thing takes.
This article is the registration route, step by step. What the tests contain, how they are marked and what nobody publishes (there is no pass mark) is in the UAE teacher licence exam guide; what to do after a fail is in the retake rules.
Who Needs It, and the Part Nobody Has Settled
The MoE manual of June 2026 says the licence applies in public and private schools in all seven emirates, and u.ae (updated 6 October 2025) says teachers must hold one to work legally. The roles it names:
| Role | Covered? | What they sit |
|---|---|---|
| Subject, activity, kindergarten, special education and vocational teachers | Yes | Pedagogy test plus subject test; special education may sit one combined test |
| Principals, vice-principals, middle leaders | Yes | A leadership assessment instead of the pedagogy test |
| Lab staff, librarians, counsellors, learning-resource and special education specialists, classroom assistants | Yes | Per their role |
| Secretaries, registrars, business coordinators, administrative assistants, facilities staff | No | Not covered (MoE guide, June 2021) |
The unsettled part is Dubai and Abu Dhabi private schools. KHDA's Technical Guide for Appointing Teaching Staff (September 2025) does not mention the MoE licence at all, and ADEK's Staff Eligibility Policy (September 2024) treats an MoE Certified licence as one way to qualify, not the only one. Federal rules say yes; the emirate regulators who approve the hire say less. We have not resolved this and will not guess. The practical answer is to ask your school before you pay anything, because your principal has to approve your TLS profile - the school will know whether it has started one for you. The MoE's number is 80051115.
Pick Your Route Before You Register
The route decides the fee, the documents and whether an exam appears at all. Side by side:
| Recognition | Tests | Transitional | |
|---|---|---|---|
| Who | Full licence from a listed country | Everyone else, including B.Ed, PGCE and Indian, Pakistani, Philippine, Egyptian and Jordanian licence holders | Anyone working while completing either route |
| Fee | AED 100 (not refunded if rejected) | AED 250 package + AED 50 licence | AED 50 |
| Exam | None | Pedagogy + subject | None, but the licence ends |
| Result | Certified licence, 4 years | Certified licence, 4 years | Transitional licence, up to 2 years, not renewable |
| Time | 6-8 weeks (manual) or about 30 working days (service card) | Dates released each academic year; results in about a month | About 30 working days |
Two traps sit in this table. A PGCE does not count as a recognised licence - the MoE says so in writing - and neither does a B.Ed or a home-country licence outside the list. And the two official versions of the list disagree: the July 2025 recognition PDF has eight licence types, the June 2026 manual eleven countries. If you are relying on Germany, Finland or Singapore, check that your licence is in the TLS dropdown before paying, because an unlisted upload is rejected automatically and the AED 100 is kept.
The Documents, and the Order They Are Needed In
| Document | Needed for | Where it catches people |
|---|---|---|
| Bachelor's degree, attested | Every route | The attestation chain starts in the issuing country; see the next section |
| MoE degree equivalency (or its application number) | Every route | No licence of any kind is issued until it is accepted; you can enter the pending application number to proceed |
| Degree in the field, for early childhood and special education | Those roles | A general degree is not enough for them (MoE manual) |
| UAE PASS account | Registering on TLS | Required since November 2023 |
| Emirates ID linked to your mobile with ICP | Profile verification | The one-time code goes to the number ICP holds; if it never arrives, update ICP, not the MoE |
| School identifier from your principal (private) or MoE identifier (public) | Registration | Not yet hired? Use the Teach for UAE route below |
| Foreign licence certificate | Recognition only | Must match a dropdown entry exactly |
| Police clearance from your last country of residence before the UAE, MOFA-attested | Recognition only | The MoE rejects a UAE police clearance for this |
The police clearance row is the one people get wrong most often: the recognition application wants a certificate from the country you lived in before the UAE, attested, not the UAE one you may already hold. How UAE police clearances work for other purposes is in the UAE police clearance guide.
Attestation and Equivalency: The Real Critical Path
The licence steps are online and quick. The degree is not. For a degree issued outside the UAE you need it attested through the chain for your country - usually ending with the UAE embassy and the UAE Ministry of Foreign Affairs - and then accepted for equivalency.
How long that takes depends almost entirely on where you studied. Indian degrees now run a digital MOFA route in 7-15 working days for many states (Indian degree attestation for the UAE); Pakistani documents have their own chain (Pakistani documents for the UAE); and teachers from apostille countries should read apostille versus attestation by country before paying for either. Wathim's UAE attestation service runs the chain if you would rather not.
What we could not confirm: the current equivalency fee. Equivalency for higher-education degrees has been moving between the MoE and the Ministry of Higher Education and Scientific Research, and the fee for a foreign-issued degree did not appear in the fee schedule extracts we could read. Budget for it, and confirm the amount on the ministry's service page when you apply.
Registering on TLS, Screen by Screen
This is the sequence in the MoE manual (June 2026) and the 2021 TLS guide, with the problems each step produces:
- Sign in at tls.moe.gov.ae with UAE PASS. There is no separate TLS password any more.
- Choose your school. Public-school staff use their MoE identifier; private-school staff use the school identifier their principal holds. Not in a UAE school yet? Register under Teach for UAE with PIN code 77784 (MoE manual; Gulf News, July 2025).
- Link your Emirates ID and confirm the one-time code sent to your ICP-registered mobile.
- Enter your cycle and subject. The subject decides which subject test you sit and the cycle the grades you may teach. The MoE says that if you book the wrong test, the responsibility is yours - so match the subject to your degree and your contract.
- Upload the degree and the equivalency (or its pending application number), and for recognition the licence and police clearance.
- Submit to your principal. The profile goes to the principal, who accepts, returns or rejects it. Nothing can be booked until it is accepted.
- Pay. AED 100 for recognition, or AED 250 for the test package when exam dates open. Fees are paid online and not refunded in cash.
- Book the tests when dates are emailed - at the start of each academic year - choosing the emirate and centre. You can change location up to one month before, and a final notice arrives a week before.
- Sit the tests with your Emirates ID at an MoE-accredited centre. We found no evidence of online proctoring.
- Pay AED 50 for the Certified licence once both tests are passed and the equivalency is complete.
Registration itself has no fee line in any MoE document we read, though none says in so many words that it is free.
Hired From Abroad: The Order That Saves Months
Most teachers meet the licence after they have signed with a school and before they have an Emirates ID, which is exactly the point where the TLS steps assume you already have one. The order that keeps the fewest things waiting:
- Start attestation at home the day you accept the offer. It is the longest single step, and the equivalency cannot start without it.
- Get the police clearance from your current country now if you will apply for recognition - it must come from your last country before the UAE, and it is far harder to obtain once you have left.
- Confirm with the school whether it expects the MoE licence, which route it thinks you are on, and whether it will give you its school identifier or expects you to use Teach for UAE.
- Apply for equivalency as soon as the attestation is back, and keep the application number - TLS accepts a pending one.
- Complete TLS after your Emirates ID is issued, so that the one-time code reaches the mobile number ICP holds.
- Ask the school about a Transitional licence if you will start teaching before the tests, and book the first available test sitting regardless.
The step in this list that people skip is the police clearance, and it is the one that cannot be fixed from Dubai in an afternoon. The new-arrival side - Emirates ID, biometrics, the first visa - is in the first Emirates ID guide.

When TLS Will Not Let You Go Further
Most stuck applications are one of five things, and each has a known cause:
| What you see | Usual cause | Fix |
|---|---|---|
| No one-time code arrives | ICP holds an old mobile number | Update your details with ICP, then retry |
| Yellow bar on the profile | Sent to the wrong school or principal (MoE guide, 2021) | Ask the school for the right identifier and resubmit |
| No tests showing to book | Profile not submitted or not approved, no current dates, or no test for your subject | Check approval status first; dates come once a year |
| Recognition rejected automatically | Licence not in the dropdown, or a UAE police clearance attached | Check the list; use the last-country, MOFA-attested clearance |
| Licence not issued after passing | Equivalency still pending or rejected | Chase the equivalency; it is the gate for everything |
One more is a confusion rather than a fault: Amideast's "Teacher's Licensure Scheme" and private teaching-licence courses share the TLS initials but are not the MoE licence.
A Realistic Timeline
No MoE document gives an end-to-end time. Built from the parts that do have numbers:
| Stage | Typical time | Source |
|---|---|---|
| Degree attestation | 1-3 weeks for many Indian degrees on the digital route; longer elsewhere | Our attestation guides |
| Equivalency | Not published | - |
| Principal approval of the TLS profile | As fast as the school acts | MoE guide, 2021 |
| Recognition decision | 6-8 weeks, or about 30 working days | Manual (June 2026); service card (2026) |
| Transitional licence | About 30 working days | MoE service card, April 2026 |
| Wait for test dates | Up to an academic year | Dates emailed at the start of each year |
| Results | About a month; up to 3 months for new subject tests | MoE FAQ; Gulf News, July 2025 |
The planning consequence: if you are on the test route, the transitional licence's two-year clock is shorter than it looks, because one academic year can pass between registering and sitting. Book the first available sitting, not the comfortable one.
What It Costs, Worked Out
| Your route | MoE fees | Total |
|---|---|---|
| Tests, pass both first time | AED 250 package + AED 50 licence | AED 300 |
| Tests, one retake | AED 300 + AED 100 | AED 400 |
| Transitional first, then tests | AED 50 + AED 300 | AED 350 |
| Recognition | AED 100 (the manual says a Certified licence follows; whether the AED 50 issuance also applies is not stated) | AED 100-150 |
| Renewal every 4 years | AED 100 by e-portfolio | AED 100 |
These are the 2019 fees from Cabinet Resolution 57, restated unchanged in the June 2026 manual. Attestation, translation, police clearance and the equivalency fee are on top and depend on your country. You do not need an agent for any licence step: every one is on TLS, and every fee goes to the MoE.
Where the Exam Fits
On the test route, the exams come after the profile is approved and before the licence is issued - they are the middle of the process, not the start. The pedagogy test for Grades 3-12 is 80 multiple-choice questions in two hours, built from the Teacher Standards for the UAE; the subject tests run 80-125 questions. The MoE publishes no pass mark, only Pass or Did not pass with a topic breakdown. The detail is in the exam guide.
The MoE's free study guides on the TLS downloads page are the place to start. After that, our free UAE teacher licence practice test shows you the style of question, and the pedagogy practice bank gives timed, full-length practice for one payment. The questions are ours, written to the published standards - the MoE prohibits sharing real exam content, and nobody honest can sell it.
If the first sitting does not go your way, you have three attempts per test, then a six-month wait and three more - covered in the retake guide.
For Schools Licensing a Staff Room
A school carries several of these files at once, and the principal's approval step makes the school part of every one. Three habits prevent most delays: collect attested degrees and equivalency numbers at offer stage; give new hires the correct school identifier on day one, because a profile sent to the wrong principal is the commonest stall; and track each teacher's transitional licence expiry, because it cannot be renewed. If you are preparing a group of teachers for the tests, exam prep for schools and employers sets up practice access for a team, and the UAE work permit service handles the visa side of new hires.
After the Licence Is Issued
A Certified licence lasts four years and is portable between UAE schools - you do not relicense when you move. Renewal is by e-portfolio at AED 100. The number of professional development hours the portfolio needs is not published in anything we could read. Licences can be suspended or revoked for conduct breaches, including cheating or leaking exam content, which can also bring a permanent ban (MoE manual, June 2026). Third-party claims of a three-year renewal are wrong; the official validity is four.
What We Could Not Confirm
- Whether Dubai and Abu Dhabi private-school teachers are required in practice to hold the MoE licence. Federal rules say yes; KHDA's 2025 guide is silent; ADEK treats it as one route.
- The degree equivalency fee and its processing time.
- The recognition list - eight licence types (July 2025) or eleven countries (June 2026). Both documents are official.
- Whether recognition leads to a Certified or Transitional licence, and whether the AED 50 issuance fee is charged on top. The service card and the manual disagree.
- Whether TLS registration is free. No fee line exists, but no document says so.
- How someone without an Emirates ID completes the one-time-code step under the Teach for UAE route.
- Any pass mark. The MoE publishes only Pass or Did not pass.
- The current position of Sharjah's SPEA and the RAK Department of Knowledge.
Where to Go Next
For the tests themselves, the UAE teacher licence exam guide and the free practice test; every other exam we cover is on the exams page.
Want the paperwork handled? Wathim cannot issue or speed up an MoE licence, and nobody else can either. What the desk does run is the slow part around it: degree attestation for the UAE, police clearance from your last country, and the employment visa. Brief the desk with where your degree was issued and we will tell you which stamps your file is missing.
Frequently Asked Questions
Sign in to tls.moe.gov.ae with UAE PASS, choose your school (or Teach for UAE, PIN 77784, if you are not yet employed), link your Emirates ID, enter your cycle and subject, upload your degree and equivalency, and submit to your principal. Booking and payment open after the principal approves.
Usually AED 300: an AED 250 test package and AED 50 for the licence. Recognition of a listed foreign licence is AED 100, a Transitional licence AED 50, and each retake AED 100. Attestation and equivalency are extra.
Only if you hold a full licence on the MoE recognition list - for example UK QTS, Irish, US state, Canadian, Australian or New Zealand registration. A PGCE, a B.Ed or an Indian, Pakistani or Philippine licence does not exempt you.
Yes. No licence, not even a transitional one, is issued until the MoE accepts your degree's equivalency. You can enter the pending application number on TLS while it is processed.
The MoE provides a Teach for UAE route with PIN 77784 for people not yet in a UAE school. The process still asks for an Emirates ID link, so how far you can get before arrival is not clear from the published guides.
There is no official end-to-end time. Recognition takes 6-8 weeks or about 30 working days depending on the document; a Transitional licence about 30 working days; test results about a month. Attestation and equivalency usually take longest.
Usually the profile has not been approved by your principal, it was sent to the wrong school, there are no current exam dates, or your subject has no test. Check the approval status first.
For recognition, a clearance from your last country of residence before the UAE, attested by MOFA. A UAE police clearance is rejected.
A Certified licence lasts four years and moves with you between UAE schools. A Transitional licence lasts at most two years and cannot be renewed.
Federal rules say every teacher in every emirate needs it, but KHDA's 2025 hiring guide does not mention it. Ask your school, which has to approve your TLS profile, or call the MoE on 80051115.
