UPDA Registration for Engineers in Qatar: The Grades, Documents, Fees and Steps, From the Ministry's Own Rules

QAR 300 to register, QAR 200 every three years, QAR 1,000 a month if you renew late - and five official grades that are not the A, B and C on job adverts. How Qatar's engineers register actually works, and where the exam sits inside it.

The Short Answer

"UPDA registration" is the name everyone still uses for getting onto Qatar's engineers register, which the Ministry of Municipality keeps under Law No. 19 of 2005 Regulating the Practice of Engineering Professions, as amended by Law No. 2 of 2014. UPDA (the old Urban Planning and Development Authority) and MMUP (the old Ministry of Municipality and Urban Planning) are both former names; the committee that decides is the Engineers & Consulting Offices Accrediting & Classifying Committee.

What the Ministry's own brochure (version 5, 2019) and the government e-service listing say:

  • Registration fee: QAR 300, whatever your grade.
  • Renewal: QAR 200 every three years. Late renewal is fined QAR 1,000 for each month, and an unrenewed registration is cancelled four months after expiry.
  • Grades: Trainee, Third, Second, First and Expert, set by degree and years of experience - not the A/B/C that job adverts use.
  • You must pass the technical capability test in your specialisation. The exam fee and pass mark are not published.
  • The e-service is "Request Registration in Engineers Record" on Hukoomi, filed by you as an individual. It states 14 days.

This article is the registration route: who has to register, the documents, the attestation, the grades, the fees and the order things happen in. The exam itself - its 25-27 questions, the pass mark nobody agrees on - is covered in the UPDA exam guide.

Who Has to Register, and Who Does Not

The 2019 brochure is direct: everyone working at engineering consultancy offices and in other engineering fields must be on the engineers register; government-sector employees are excluded. Registered engineers must work full time, must not hold a government job (and must tell the committee within 15 days if they take one), and must put their name and registration number on their drawings.

The bigger practical question is the residence permit. In May 2018 two immigration firms, Fragomen and BAL, reported that foreign nationals whose work residence permit names any engineering profession had to register and pass the exam, or they could not renew the permit or register a new contract with the labour ministry. The same reports said:

  • Engineering graduates whose permit shows a non-engineering job, and who do not work as engineers, were exempt.
  • Project managers and surveyors with engineering titles were in scope.
  • Anyone no longer working as an engineer was advised to change the profession on the permit.
  • Employers were told not to attest contracts for unregistered engineers.

We found no government notice stating that rule in its own words, only those two firms' summaries. But it matches how employers behave: the job title on your permit, not your degree, is what pulls you into the register. Before you start, look at the profession on your QID or visa and ask whether it says engineer. How the permit itself is issued is in the Qatar work permit guide.

What the Law Puts at Stake

The 2014 amendment, as summarised by Gulf Times in August 2014, introduced a fine of up to QAR 10,000 for an engineer practising unregistered - previously there was none - and raised the maximum for an office to QAR 100,000. The most serious cases carry up to QAR 100,000 and/or up to three years in prison. The law sets up three registers - engineers, local consultancy offices and international consultancy offices - and being on the register is the licence to practise.

For an individual engineer, the real exposure is less the fine than the permit: an unregistered engineer title is the thing that stalls a renewal or a job change. Gulf Times reported in 2016 that failing the exam meant "a downgrade or change of title or position" rather than dismissal - which is the same thing seen from the other side.

The Grades: What the Ministry Says, Not What the Adverts Say

Job adverts talk about "Grade A", "Grade B" and "Grade C", and so do most training providers. The Ministry's brochure uses different names and publishes the minimum years for each, by degree:

GradeBachelor'sMaster'sPhD
First10 years7 years5 years
Second7 years5 years3 years
Third5 years3 years2 years
TraineeUnder 5Under 3Under 2
ExpertOver 60, or a Qatari on request, plus a committee interview

Three consequences people miss:

  • A master's or PhD shortens the ladder. An engineer with a master's reaches Second grade at five years, not seven.
  • You can only move up at renewal. Trainee, Third and Second grade engineers may apply for a higher grade when they renew - every three years. If you are a few months short of a threshold, it can be worth knowing when your renewal falls.
  • The interview is for Expert only. Nobody else is interviewed, despite what some agents say.

Providers' A/B/C bands roughly line up with First, Second and Third, and the exam guide notes that providers say qualifications and role also count. The Ministry's table is the one to argue from if your grade looks wrong, and decisions can be appealed within 30 days of notification (Article 13).

The Documents

The e-service listing on Hukoomi names the following. We could read it only through search snippets because the portal was under maintenance on 5 November 2026, so check it again when you file:

DocumentNotes
Valid QID copyYou must be a Qatari national or a resident
Passport copy
Certified educational certificatesEngineering BSc or equivalent from an accredited university - in practice attested (see the next section)
CV with experience and training certificatesThe experience letters decide your grade, so get them on letterhead with dates and roles
Good Conduct Certificate issued in QatarA Qatari one, not a home-country police clearance
The file on CDStill listed; ask whether the online upload replaces it

Eligibility, from the same listing: a Qatari national or resident with full legal capacity, an engineering degree from an accredited university, and a pass in the technical capability test in your specialisation.

Two items are worth preparing beyond the list. The experience letters carry your grade - a letter that says "worked as an engineer" without dates, projects and role is the commonest reason an experienced engineer lands a grade lower than expected. And if you hold a master's or PhD, attest that too, because it changes the years you need.

Attestation, and the Equivalency Question

The degree has to be from a university Qatar recognises, and it has to be attested. Qatar is a full-chain country: the usual route is home-country attestation, then the Qatar embassy, then Qatar's Ministry of Foreign Affairs. Since 26 December 2024 MOFA has also run an overseas attestation service through Qatar's missions abroad, which requires the university to be on the Ministry of Education and Higher Education's recognised list.

Where you studiedUsual chain (provider-reported)
IndiaNotary, state HRD, MEA, Qatar embassy, MOFA Qatar
PakistanHEC, MOFA Pakistan, Qatar embassy, MOFA Qatar
PhilippinesDFA, Qatar embassy in Manila, MOFA Qatar

Whether a separate MOEHE equivalency certificate is required for the engineers register, we could not confirm from any official source. What is recorded is that in 2016 the exam was open only to graduates of an approved list of colleges - for the Philippines, 92 institutions - so recognition of your university matters even if no certificate is demanded. The full Qatar chain, costs and rejection traps are in the GCC attestation guide, and Wathim's Qatar attestation service can run it.

Step by Step

The official sources give the requirements but not the screen-by-screen order. This sequence combines them with what providers consistently describe; the provider-only steps are marked.

  1. Confirm the profession on your permit or visa. If it is an engineering title, registration is in scope; if it is not and you will not work as an engineer, you may not need it.
  2. Attest the degree and gather dated experience letters before anything else. These are the slow parts.
  3. Get a Qatari Good Conduct Certificate.
  4. File "Request Registration in Engineers Record" on Hukoomi (gov.qa) as an individual, choosing your specialisation carefully - the test is in that specialisation.
  5. Wait for the committee's SMS and take the original documents in person when asked (provider-reported).
  6. Receive the exam date by SMS and sit the computer-based technical capability test (provider-reported order).
  7. Pay QAR 300 and receive the registration and grade.
  8. Diary the renewal: three years, QAR 200, and filing opens 90 days before expiry.

Since July 2024 the Ministry has run engineers' services on a new electronic system, and Qawl reported that the test is now computer-based and built around each specialisation's sub-specialisations, developed with Qatar University. The question count, length and marking providers quote predate that and may have moved; the exam guide sets out what is and is not known.

Three Engineers, Three Grades: Worked Examples

The table is easier to read with real cases. These use only the Ministry's minimum years; the committee can still weigh role and experience letters.

EngineerQualification and experienceLikely starting gradeWhy
Civil engineer from KeralaBachelor's, 8 years, of which 6 in site supervisionSecondPast 7 years with a bachelor's; First needs 10
Mechanical engineer from LahoreBachelor's and master's, 5 yearsSecondWith a master's, Second starts at 5 years; with only the bachelor's, it would be Third until year 7
Electrical engineer from CebuBachelor's, 3 yearsTraineeThird needs 5 years with a bachelor's

The Lahore case is the one people get wrong in their own favour - or against it. An engineer who never attested the master's because "the job only needs a bachelor's" is graded on the bachelor's and waits two more years. The Kerala case shows the other trap: if two of those eight years were before graduation or in a non-engineering role, the experience letters, not the CV, decide whether they count.

And because promotion happens only at renewal, the Cebu engineer who reaches five years six months after registering stays Trainee until the three-year renewal, unless the timing is planned.

Seven Mistakes That Cost Engineers Months

  1. Leaving attestation until after an offer. It is the longest step and runs in your home country.
  2. Experience letters without dates or roles. They set your grade; vague ones set it low.
  3. Not attesting a master's. It shortens every grade threshold.
  4. Choosing the wrong specialisation. The test is in the specialisation you file under.
  5. Bringing a home-country police clearance. The listing asks for a Good Conduct Certificate issued in Qatar.
  6. Missing the renewal. QAR 1,000 a month, then cancellation at four months.
  7. Trusting A/B/C bands from a provider over the Ministry's own table when arguing a grade.

Fourteen days is the service's own figure for processing, not the whole journey. In practice the critical path is the attestation in your home country, then the wait for an exam date, which nobody publishes. Plan from your QID expiry backwards, because an engineering title on a permit with no registration behind it is what stalls the renewal.

The fee that catches people is the late renewal. At QAR 1,000 a month it overtakes the whole three-year cost in the first week, and four months late the registration is cancelled outright, which takes you back to the start. Training courses at QAR 599-1,500 are commercial, not government fees, and optional.

Where the Exam Fits, and How to Prepare

The exam sits inside the registration, not before it: the committee needs your file before it can test you in your specialisation, and the grade comes after the pass. The Ministry publishes no syllabus, no pass mark and no exam fee; providers describe a 25-27 question, one-hour, multiple-choice paper with a pass mark quoted variously at 50%, about 52% and 60%.

What every syllabus providers publish has in common is local content - above all Qatar Construction Specifications, which an engineer who qualified elsewhere has usually never seen; see QCS explained.

To see where you stand, try the free UPDA practice test, or go straight to your discipline: civil, mechanical, electrical or architecture. The UPDA practice bank has timed papers in all four disciplines for one payment. The questions are ours, written to the topics providers teach, not taken from the Ministry.

For Consultancies and Contractors

The register has an office side too: local and international consultancy offices have their own registers, categories, insurance and fees, and an office employing unregistered engineers faces the larger fines. For HR, the 2018 rule as reported makes the permit title the trigger, so audit engineering titles against the register before contract renewals rather than after. If you are preparing a team for the exam, exam prep for business sets up practice access for several engineers, and the Qatar work permit service handles new hires.

Moving From Saudi Arabia or Elsewhere in the Gulf

Nothing transfers automatically. A Saudi Council of Engineers registration or grade does not register you in Qatar, and Qatar's grade does not carry back. The three systems - Qatar's exam, Saudi Arabia's registration-first model and Kuwait's equivalency-only route - are compared in engineer licensing across the Gulf.

What We Could Not Confirm

  • The exam fee, pass mark and attempt limit. A 2016 Gulf Times report quoted four attempts; providers say 60%. Nothing official.
  • The current exam format after the July 2024 move to a computer-based test developed with Qatar University.
  • Whether an MOEHE equivalency certificate is required for the engineers register.
  • Whether the exam comes before or after file approval in the current system. The order above is providers'.
  • A government text for the 2018 residence-permit rule. Only immigration-firm summaries.
  • The live Hukoomi service page. It was under maintenance on 5 November 2026; we read the document list and 14-day figure from search snippets.
  • Whether the 2019 brochure fees are still current. We found no later fee change.
  • Any 2023-2026 cases of engineer titles being removed from QIDs.

Where to Go Next

The test itself: the UPDA exam guide and the free practice test. Every other exam we cover is on the exams page.

Want the paperwork handled? Wathim cannot register you or grade you - only the committee can. What the desk does run is the slow part: degree attestation for Qatar and the permit side. Brief the desk with your degree country and the profession on your permit, and we will tell you what your file is missing.

Frequently Asked Questions

Yes. Both are former names for the engineers register now kept by Qatar's Ministry of Municipality under Law No. 19 of 2005, as amended in 2014. The deciding body is the Engineers & Consulting Offices Accrediting & Classifying Committee.

QAR 300 to register, for any grade, and QAR 200 to renew every three years, according to the Ministry's brochure. The exam fee is not published. Late renewal is fined QAR 1,000 a month.

Officially Trainee, Third, Second, First and Expert. First needs 10 years with a bachelor's, 7 with a master's or 5 with a PhD; Second 7, 5 or 3; Third 5, 3 or 2. Expert needs a committee interview. Job adverts call them A, B and C.

A valid QID, passport copy, certified educational certificates, a CV with experience and training certificates, a Good Conduct Certificate issued in Qatar, and the file on CD, according to the Hukoomi e-service listing.

Immigration firms reported in 2018 that engineering graduates whose permit shows a non-engineering job, and who do not work as engineers, were exempt. If your permit carries an engineering title, expect to need it.

The e-service states 14 days for processing. Attestation and the wait for an exam date add to that and are not published.

Only for the Expert grade, according to the Ministry's brochure.

No. Trainee, Third and Second grade engineers can apply for a higher grade only at renewal, every three years.

A fine of QAR 1,000 for each month late, and the registration is cancelled four months after expiry. Renewal can be filed from 90 days before expiry.

No. The brochure excludes government-sector employees, and registered engineers must notify the committee within 15 days of taking a government job.
