Qatar UPDA (MMUP) Engineer Exam: Grades, the 25-Question Format, and the Pass Mark Nobody Agrees On

You cannot work as an engineer in Qatar without accreditation, and for most engineers that means this exam. It is 25 to 27 questions in one hour - and three different sources will tell you three different pass marks.

In short

UPDA accreditation is the engineer registration run by Qatar's Ministry of Municipality, still widely called MMUP after the former ministry. For most applicants it requires passing a computer-based multiple-choice exam of 25 to 27 questions in 60 minutes, with no negative marking, in your own discipline. You are then graded - Trainee, C, B or A - on experience, qualifications and role, and the licence is renewed every three years.

25-27 questions

No negative marking; sources report +4 marks per correct answer.

The raw counts quoted - 13 of 25 and 14 of 27 - work out at about 52%.

Who has to sit it

  • Engineers who need to practise or sign off work in Qatar, where accreditation is a condition of the role.
  • Engineers whose employer requires UPDA registration for project or consultancy work.
  • Engineers seeking a grade above trainee, since grading follows the exam rather than preceding it.

Who does not

  • Non-engineering professions, which are regulated separately.
  • Anyone whose role does not require accreditation - check with your employer before paying for a course, because training is the expensive part.

What it costs

Licence fee after passing
QAR 300

Cited consistently; usually paid by card.

Exam fee
Not published

No source we could read states it. Providers say a re-attempt is chargeable again.

Training course (optional, sold separately)
QAR 599-1,500

Not a government fee. Varies by provider and discipline.

Degree attestation and equivalency
Varies by country

Required before the application, on its own timeline.

The QAR 300 is the only fee quoted consistently, and it is the licence rather than the exam. We could not find the exam fee published anywhere, by the Ministry or by a provider, which is unusual enough to be worth knowing before you budget.

How to register and book

  1. 1

Get the degree attested and equivalency sorted first

Accreditation runs on a recognised engineering degree, attested through the chain from the issuing country. This is slow and independent of the exam, so start it before anything else.

  2. 2

    Register and choose your discipline

The paper is discipline-specific - civil, mechanical, electrical or architecture - and it should match the discipline you intend to be accredited and graded in. Choosing the wrong paper is an expensive way to discover the difference.

  3. 3

    Sit the exam

Computer-based, 25 to 27 multiple-choice questions, 60 minutes, no negative marking. That is roughly two minutes a question, which is comfortable - the difficulty is coverage, not speed.

  4. 4

Pay the licence fee and receive your grade

QAR 300 is the figure quoted across sources. The grade - Trainee, C, B or A - is decided on your experience, qualifications, result and role together, so two engineers with the same years can be graded differently.

  5. 5

    Renew every three years

The licence runs in three-year cycles. Plan the renewal around your residence permit and employment rather than discovering both expire in the same month.

What the exam covers

The Ministry does not publish a syllabus. The domains above are what training providers consistently teach for each paper, and the one that stands out is Qatar Construction Specifications - QCS is Qatar's own standard, it is examinable, and it is the part an engineer who qualified elsewhere has never seen. Project management appears in every discipline's list.

Three sources, three pass marks

One consultancy states that candidates must score 60% or above. The same page also gives the threshold as 13 correct answers out of 25, or 14 out of 27 - which is about 52%, not 60%. A second provider says the minimum is 50%.

The two raw counts at least agree with each other, which is why we treat roughly half marks as the working assumption and say so rather than printing a number as though it were official.

What this means in practice: prepare to be comfortably above half, not to scrape a threshold nobody can source. On a 25-question paper the difference between the quoted figures is three questions.

QCS is the part that catches experienced engineers

Qatar Construction Specifications is Qatar's own body of standards, and it appears in the civil syllabus every provider publishes. An engineer with fifteen years in another country has not met it, and nothing in their experience substitutes for it.

The same is true in a smaller way of the local codes and regulations in the other disciplines. The exam is testing whether you can practise in Qatar, not whether you are a good engineer, and those are different questions.

If you prepare for one thing beyond your own discipline's fundamentals, make it the local standard.

The grade is not just your years

The bands are usually presented as experience alone: trainee below five years, C from five to seven, B from seven, A from ten. Providers also say the decision takes in qualifications, the exam result and the job role together.

Both things can be true - the bands set the range and the rest decides where you land in it - but it means an engineer who expected grade B on years alone can be graded C, and the published band is not a promise.

We could not find the Ministry's own statement of the grading criteria, so treat the bands as indicative.

Traps, scams and mistakes

  • Budgeting from the QAR 300 figure. That is the licence fee, not the exam fee, and we could not find the exam fee published anywhere.
  • Assuming the pass mark is 60% because one provider says so, or 50% because another does. The raw counts quoted point to about 52%.
  • Sitting the wrong discipline's paper. The paper should match the discipline you want to be accredited in, and it is not interchangeable.
  • Treating the grade bands as a guarantee. Providers say qualifications, result and role count alongside the years.
  • Leaving degree attestation and equivalency until after booking. It runs on its own timeline and it is the usual cause of delay.
  • Preparing only on your own country's codes. Qatar Construction Specifications is examinable and is the gap most experienced engineers have.

What we could not confirm

Stated rather than guessed. Check these with the authority before you rely on them.

  • The pass mark. Providers say 60%, 50%, and 13 of 25 or 14 of 27 - about 52%. The Ministry publishes none of them.
  • The exam fee. No source we could read states it, which is unusual for a government exam.
  • The maximum number of attempts, and whether any waiting period applies between them.
  • How long a passed exam remains valid if the application is not completed.
  • The Ministry's own statement of the grading criteria, as opposed to providers' descriptions of the bands.
  • Whether the question count is 25 or 27 for a given discipline, and what decides it.

Frequently asked

The computer-based multiple-choice exam that sits inside Qatar's engineer accreditation, run by the Ministry of Municipality and still widely called MMUP. It is 25 to 27 questions in 60 minutes, in your own discipline, with no negative marking.

Not published by the Ministry. One provider says 60% while also quoting 13 correct out of 25, which is about 52%; another says 50%. The two raw counts agree with each other, so aim comfortably above half.

QAR 300 is quoted consistently as the licence fee after passing. We could not find the exam fee published by anyone. Training courses run roughly QAR 599-1,500 and are a provider's fee, not a government one.

Civil, mechanical, electrical and architecture are the papers providers most commonly prepare candidates for. The paper should match the discipline you want to be accredited in.

Trainee, C, B or A. The bands are usually described by years - trainee under five, C five to seven, B seven and above, A ten and above - but providers say qualifications, exam result and job role count too, so the band is not a promise.

Every three years once the licence is held.

Qatar Construction Specifications appears in the civil syllabus published by every provider we read. It is Qatar's own standard, so it is the part an engineer who qualified elsewhere has not met before.

No published limit that we could find. Providers say fees apply again on a re-attempt, which implies re-sitting is possible but not that it is unlimited.
