How much does document attestation cost in the GCC? 2026 fees
Turn a foreign degree, marriage certificate, or PCC into a document the GCC will actually accept.
Indicative fees, renewal cycles and the issuing authority for all six Gulf states, plus an honest view of whether this is worth filing yourself.
Document Attestation fees across the six GCC states
| Country | Known locally as | Issuing authority | Indicative fee | Renewal cycle |
|---|---|---|---|---|
| MOFA UAE Attestation | MOFAIC + ADJD (Abu Dhabi legal translation) | AED 150 per document + AED 80-150 per page translation | Once per document; PCC valid 6 months from issue | |
| MOFA Saudi Attestation | MOFA KSA via Tawasul + Saudi embassy abroad | SAR 30 per stamp + embassy fees; SAR 100-200 translation | Once per document; PCC valid 3-6 months | |
| MOFA Qatar Attestation | MOFA Qatar via Hukoomi/Metrash | QAR 50-200 per document + QAR 75-150 per page translation | Once per document; PCC valid 6 months | |
| MOFA Bahrain Attestation | MOFA Bahrain via bahrain.bh | BHD 8 per document + BHD 10-25 per page translation | Once per document; PCC valid 3 months for some roles | |
| MOFA Oman Attestation | MOFA Oman via Invest Easy | OMR 10-20 per document + OMR 5-10 per page translation | Once per document; PCC valid 6 months | |
| MOFA Kuwait Attestation | MOFA Kuwait (in-person, South Surra) | KD 5 per document + KD 8-15 per page translation | Once per document; PCC valid 6 months |
Compare the fee and the renewal cycle together
A headline fee on its own is misleading. A lower fee renewed every year can cost more across three years than a higher fee renewed every three. Both columns matter.
What you are paying for
Document attestation is the chain of stamps that converts a foreign certificate into a legally recognised instrument inside the GCC. Residents need it to convert a work visa, sponsor a spouse, enrol a child in an MOE-licensed school, register a medical or engineering licence, claim end-of-service gratuity in court, or marry locally. Every GCC ministry will reject an unattested foreign degree, marriage certificate, birth certificate, or police-clearance certificate (PCC), and most of them will block the parent transaction (residence, family file, professional licence) until the chain is complete. Because the six GCC states are not signatories to the Hague Apostille Convention of 1961, an apostille alone is never sufficient; the full embassy-plus-MOFA chain still applies in 2025-2026.
The chain shifts shape by document type. Educational certificates start at the issuing university or board, then move to the home-country education ministry (HRD in India, HEC in Pakistan, CHED for Philippines tertiary, DepEd for school-level), the home-country MOFA, the GCC embassy in the home country, and finally the destination MOFA. Marriage and birth certificates skip the education ministry and go straight from the issuing civil registrar (NADRA, PSA, registrar of marriages) to the home-country MOFA. Police-clearance certificates (PCC India, NBI Philippines, Saudi-style Good Conduct) carry a six-month validity in the eyes of every GCC ministry and almost always need re-issue if the chain stalls. Commercial documents (board resolutions, powers of attorney) add a chamber of commerce stamp before the home-country MOFA.
Country-specific MOFA processes differ on price, channel, and turnaround. MOFA UAE charges AED 150 per document, taken online through the smart services portal or in-person at Tasheel and Amer centres; ADJD handles legal translation registration in Abu Dhabi. Saudi MOFA charges roughly SAR 30 per stamp through the e-services portal, with embassy pre-attestation booked via the Tawasul system. MOFA Qatar charges QAR 50-200 depending on the document and accepts e-submissions via the Hukoomi portal. MOFA Bahrain charges BHD 8 per document on bahrain.bh. MOFA Oman charges OMR 10-20 through Invest Easy and the foreign ministry counter at Al Khuwair. MOFA Kuwait charges KD 5 per document with most steps still requiring a physical visit to the South Surra MOFA building.
Should you file it yourself, use a typing centre, or use a desk?
Attestation is the one service where doing it yourself is genuinely hard, because the chain runs through authorities in your home country before it ever reaches the GCC.
Do it yourself
- Cost
- Each stamp in the chain, paid separately
- Time
- Weeks to months, most of it outside the GCC
- Best for
- People currently in their home country with time to visit the issuing authority, the foreign ministry and the embassy in person.
- Watch out for
- A single stamp taken out of order invalidates the chain and you start again. This is the most common and most expensive attestation mistake.
Typing centre or courier agent
- Cost
- Chain fees plus a handling fee per document
- Time
- Varies with the corridor and the home-country authority
- Best for
- Documents already partly attested that need only the GCC-side stamps.
- Watch out for
- Many agents handle only the GCC end and will hand the home-country steps back to you halfway through.
A desk like ours
- Cost
- Fixed fee per document plus chain fees at cost
- Time
- You send the document once and we run the corridor
- Best for
- Full corridors from the home country, several documents at once, or a deadline such as a visa or school enrolment.
- Watch out for
- For a single document where you are already home and have a free week, doing it yourself is cheaper.

What the process looks like
- 1Verify and copyObtain a certified true copy from the issuing authority (university, civil registrar, police HQ) and confirm the name matches the current passport exactly.
- 2Notary or board attestationNotarise commercial documents or get HRD/SDM/board attestation for educational and personal documents in the home country.
- 3Home-country MOFASubmit to the home foreign ministry: MEA India, MOFA Pakistan, DFA Philippines, MOFAIC Egypt, MFA Sri Lanka, MAE Morocco.
- 4GCC embassy attestationBook a slot at the destination GCC embassy in the home country (UAE, Saudi, Qatar, Bahrain, Oman, Kuwait) and pay the embassy fee.
- 5Courier or hand-carryMove the original to the destination country; do not laminate, fold, or detach embassy stickers.
- 6Destination MOFA stampSubmit to MOFAIC, MOFA KSA, MOFA Qatar, MOFA Bahrain, MOFA Oman, or MOFA Kuwait through the country portal or service centre.
Traps that differ between countries
- An attestation cleared for Dubai is not automatically accepted in Riyadh; receiving ministries often demand a fresh destination-MOFA stamp when you move emirates or countries
- An apostille alone does not work anywhere in the GCC; the full embassy-plus-MOFA chain still applies in 2026 despite UAE accession discussions
- PCC, medical fitness, and good-conduct certificates have a 3-6 month freshness window measured from issue date, not from attestation date
- Name on the certificate must match the passport exactly, including diacritics; an Indian degree saying "Mohd." against a passport saying "Mohammed" will be rejected at MOFA UAE
- Maiden-name marriage certificates need an additional name-change affidavit attested through the same chain when the spouse travels on a married-name passport
- Saudi embassies in India and Pakistan require the certificate to be stamped by the chamber of commerce before MEA when used commercially, but not when used personally
Who has to pay this
- New hires moving on a work visa whose offer letter requires an attested degree
- Spouses joining a sponsor whose marriage certificate must be recognised for family residence
- Parents enrolling children in a KHDA, MOE, or SEC-licensed school that requires attested birth certificates and prior transfer certificates
- Doctors, nurses, engineers, teachers, and lawyers registering with DHA, DoH, MOH, SCFHS, QCHP, NHRA, MOH Oman, or KSME
- Couples marrying inside the GCC who must prove single status with an attested no-objection or celibacy certificate
- Investors filing powers of attorney or board resolutions for a free-zone or mainland trade licence
What pushes the cost above the headline fee
- Skipping the home-country MOFA stamp before the GCC embassy stamp, which forces the entire chain to restart
- Booking the GCC embassy slot before the home-country MOFA is done, wasting the appointment fee
- Using a translator not on the destination MOFA's approved list, which means the translation is rejected at counter
- Laminating the certificate, which voids the document at every GCC MOFA
- Letting a PCC age past 6 months while the chain is in motion, forcing a fresh police certificate and a full re-chain
- Mismatched names between the document, passport, and visa application, including missing middle names and transliterated spellings

Frequently asked questions
It varies substantially by country because each state sets its own schedule. United Arab Emirates: AED 150 per document + AED 80-150 per page translation. Saudi Arabia: SAR 30 per stamp + embassy fees; SAR 100-200 translation. Qatar: QAR 50-200 per document + QAR 75-150 per page translation. The table on this page lists all six. Treat every figure as indicative and confirm with the issuing authority before paying, since fees change.
Not always, and we would rather say so. If your documents are valid and the transaction is available in an app, file it yourself. Paying a service fee makes sense when a submission has already been rejected without explanation, when several authorities are involved in sequence, or when a deadline fine would exceed the fee.
Comparing headline fees alone is misleading, because renewal cycles differ between states. A lower fee renewed annually can cost more over three years than a higher fee renewed every three. Compare the fee and the renewal cycle together, both of which are in the table on this page.
Because the government fee is only one line. Typing or service centre fees, urgent processing surcharges, delivery, medical tests, insurance and translation are charged separately, and providers bundle them differently. Ask for the government fee and the service fee split out before agreeing to anything.
They are indicative planning figures drawn from the issuing authorities and consistent public sources, and they are dated. Government fees change without much notice and free zone schedules are set independently. Always confirm the current amount with the issuing authority before you pay.
Rejection usually comes from one of seven causes: the home-country MOFA stamp is missing or out of sequence, the UAE embassy stamp is missing, the name does not match the passport, the issuing university is not on the UAE Ministry of Education recognised list, the degree is lower than a bachelor for skilled-worker categories, the certificate has been laminated, or the embassy sticker has been detached. Fixing the cause usually requires returning the document to the home country to repeat the embassy step; MOFA UAE cannot bypass an embassy stamp.
Yes. Most home-country chains can be completed by a power of attorney (POA) given to a family member or an accredited agent. The POA itself must be attested through the destination GCC embassy and MOFA before it can be used at HRD, DFA, or MEA. Wathim runs vetted POA partners in Delhi, Mumbai, Lahore, Karachi, Manila, Cebu, Cairo, Colombo, and Casablanca; the typical end-to-end remote chain takes 3-5 weeks and removes the need for any flight.
Yes. UAE personal-status courts, Saudi MOJ courts, Qatar Family Court, Bahrain Sharia Court, Oman Personal Status Court, and Kuwait Family Court all require an attested no-objection or celibacy certificate from the home country before they register a marriage. The certificate is issued by the home-country civil registrar or embassy, attested by the home-country MOFA, stamped by the destination GCC embassy, and finalised at the destination MOFA. Validity is usually 3-6 months from issue.
A true-copy attestation is a chain run on a notarised photocopy of the original certificate, not the original itself. It is used when the issuer will not release the original (some universities, civil registrars) or when the holder wants to keep the original safe. UAE, Bahrain, and Oman MOFAs accept true-copy attestations for most personal and educational uses; Saudi Arabia and Kuwait often demand the original for regulator-level filings (SCFHS, MOH). Always confirm with the receiving authority before choosing the true-copy route.
