What Is Invest Easy?
Invest Easy (accessible at business.gov.om) is the Omani government's official digital one-stop window for commercial registration and business-related government services. It is operated by the Ministry of Commerce, Industry and Investment Promotion (MOCIIP) and has replaced earlier paper-based processes for establishing, renewing, and amending commercial entities in Oman. The portal covers the full lifecycle of a business: from initial company formation through annual renewal to licence amendments and voluntary closure.
Commercial Registration and Business Licences
The core function of Invest Easy is issuing and renewing the Commercial Registration (CR), the foundational document that gives a business legal standing in Oman. Without an active CR, a company cannot open a corporate bank account, sponsor employees, or hold government contracts. Through the portal, owners can register new companies (limited liability companies, sole proprietorships, branches of foreign companies, and other structures permitted under Omani commercial law), update registered activities, change share structures, and renew the CR before it lapses. Many sector-specific approvals from ministries such as the Ministry of Tourism or the Ministry of Health are integrated into the Invest Easy workflow so they can be requested alongside or following CR issuance, reducing the need for separate visits.
Investor Visa and Residence Pathway
For expatriates who wish to self-sponsor their Omani residence through business ownership rather than employment, Invest Easy is the essential starting point. Establishing a company with an appropriate share holding and activity creates the commercial basis for applying for an investor or owner residence permit through the ROP. The specific thresholds for share capital, the types of activities permitted for foreign investors, and the number of work visas a CR can support vary by business structure and may change, so confirming current rules on the portal or with a registered business consultant before incorporating is strongly advised.
Establishment Card and Employee Sponsorship
Once a CR is active and the business holds the required licences, the company can apply for an establishment card (a corporate immigration card issued by the ROP) that authorises it to sponsor expatriate workers under work visas. The number of permits available is linked to the company's registered workforce and Omanisation (local-hire) ratios set by the Ministry of Labour. Invest Easy integrates with the ROP and Ministry of Labour systems, so quota requests and work-permit applications can be initiated from within the same platform.
Omanisation and Compliance
Businesses registered through Invest Easy must meet sector-specific Omanisation targets, which require that a proportion of the workforce be Omani nationals. Target rates differ by industry and company size and are tracked by the Ministry of Labour. Non-compliant businesses may face restrictions on additional work-permit approvals, so staying current with Omanisation ratios is a practical consideration for any growing company.
Practical Notes for Expatriate Entrepreneurs
The Invest Easy portal provides English and Arabic interfaces and guides users through the required documents for each entity type. Processing times for standard registrations are typically completed within a few working days when documents are complete, though approvals involving regulated sectors may take longer. Fees are paid online through the portal and vary by company type and activity. Because the commercial and immigration systems are interconnected, any lapse in the CR can affect the status of linked work visas and the owner's own residence permit, making timely renewal a priority.
