The Royal Oman Police (ROP) is Oman's national police force and the single umbrella authority for immigration, residence permits, civil registration, traffic, and customs across the Sultanate. Established in 1972, the ROP operates through several specialist directorates, most of which have a direct bearing on every expatriate living or working in Oman. Key Directorates for Expatriates
Directorate General of Passports and Residence
This is the immigration arm of the ROP. It issues entry visas, employment visas, family-reunion visas, and residence permits; processes visa transfers, status changes, and cancellations; and oversees exit formalities. Employers who want to bring in foreign workers must obtain quota approval and a sponsorship authorisation through this directorate before a work visa can be issued. Residence permit renewals, whether employer-sponsored or investor-category, also route through this channel. Directorate General of Civil Status
Civil status is the branch that issues the Oman Resident Card, assigning each expatriate resident a unique civil number that serves as their national identifier within Oman. The card's validity is tied to the underlying residence permit, so the two are renewed together as part of one cycle. Directorate General of Traffic
The traffic directorate manages driving licences for residents, vehicle registration documents (the Mulkiya), and traffic-fine settlement. Expatriates converting a foreign licence to an Omani one, or registering a newly purchased vehicle, deal with this directorate. Outstanding fines can block unrelated ROP transactions such as residence renewals, so it is worth checking and clearing any traffic dues before submitting other applications.
Digital Services: Portal and Iskan App
The ROP provides digital access through its portal at rop.gov.om and through the Iskan mobile application, available on both Android and iOS. Through these channels, residents can check visa and residence status, pay fees, download certain certificates, and book service-centre appointments. Biometric enrollment, first-time Resident Card collection, and visa stamping still require an in-person visit, but a significant share of routine inquiries and payments can be handled remotely without queuing at a station.
Overstay Fines and Immigration Enforcement
The ROP enforces Oman's immigration rules, including the daily overstay fine that accrues from the day after a visa or residence permit expires if the holder has neither departed nor regularised their status. Unresolved overstay can result in blocked departure and, in serious cases, deportation proceedings. Coordination with Other Authorities

In many expatriate applications, ROP approval or stamping is the final step after other ministries have cleared their portion of the process.
