What is Muqeem?
Muqeem (Arabic for 'resident') is an e-government platform operated under the Saudi Ministry of Interior that allows companies, sponsors, and establishment representatives to manage the residency transactions of the expatriate workers they sponsor. It acts as the employer-facing counterpart to the individual resident experience on Absher, centralizing residency operations for businesses that sponsor multiple workers.
What Muqeem handles
Through Muqeem, an authorized establishment representative can perform residency management tasks including:
- Iqama issuance: processing the initial residence permit for a newly arrived sponsored worker after entry formalities are complete.
- Iqama renewal: submitting renewal requests and paying the associated government levies before the resident's Iqama expires.
- Exit and re-entry visas: requesting single or multiple exit re-entry visas for sponsored workers who need to travel outside Saudi Arabia and return.
- Final exit visas: initiating the final exit process when a worker is leaving the Kingdom at the end of their contract or sponsorship.
- Passport updates: updating a sponsored worker's passport number and expiry date in the ministry's records when the worker obtains a new passport, which is required to keep identity and travel documents aligned.
- Status checks: viewing the Iqama and visa status of sponsored employees across the establishment's workforce.
How employers use Muqeem
- The establishment's authorized representative (typically the PRO) logs in to muqeem.sa using the establishment's credentials, verified through the Nafath identity service.
- The representative navigates to the relevant service category for the worker they need to manage.
- Required documents and details (such as the worker's Iqama number, passport data, or visa number) are entered and submitted.
- Government fees are paid electronically as prompted by the platform.
- The transaction status can be tracked through the platform until the residence document is issued or updated.

What expats need to know about Muqeem
Most individual workers do not log in to Muqeem directly; that is the employer's domain. However, understanding that Muqeem is where your sponsor initiates your Iqama renewal, exit visas, and passport updates helps you follow up with the right team when something is delayed. If your Iqama renewal is overdue or your exit visa has not been issued, the first point of contact is your company's PRO or HR team, as they control the Muqeem transactions for your record. Individual workers check their own status through Absher Afrad, while employers manage the underlying transactions on Muqeem.
Because the platform handles legally significant residency changes, any discrepancies between what Muqeem shows and what is recorded on the physical Iqama should be raised with the employer and the Ministry of Interior promptly to avoid complications when travelling or renewing other services. Keeping the HR or PRO team informed of upcoming renewal dates, expiring passports, and any dependent changes in advance reduces the chance of last-minute delays that can block transactions on both Muqeem and Absher.
