Oman Family Joining Visa 2026: Salary Rule, Documents, Fees and the Full ROP Process

The Oman family joining visa costs OMR 30 in government fees and is valid for two years, multi-entry, letting an expatriate employee bring a spouse and children under 21 to live in Oman. The Royal Oman Police (ROP) requires the sponsor to earn a monthly salary of not less than OMR 600 and to hold what ROP calls a senior job by GCC standards.

Budget realistically rather than on the headline fee alone. Once you add the medical certificate, the resident card, attestation of your marriage and birth certificates and health insurance, most families land somewhere between OMR 150 and OMR 250 per dependent for the first entry.

Two things make Oman different from its neighbours and both catch families out. First, the salary threshold has a genuinely contested history that we unpack honestly below rather than quoting one number and hoping. Second, since 2025 you can no longer fly your family in on a visit visa and convert them in-country. Verify every figure against ROP before you commit money.

Oman does not use the phrase family residence visa that you hear in Qatar or the UAE. Its product is the family joining visa, issued by the Royal Oman Police Directorate General of Passports and Residence, and the name is literal: it is a visa that lets your family join you, the expatriate employee who already holds a valid Omani residence status.

Structurally it works like the rest of the Gulf. You are the sponsor. Your family are dependents attached to your residence, with no independent right to remain if your own status ends. The visa itself is a two-year, multi-entry permission, and once your family arrive they are issued an Omani resident card, which is the physical identity document they will actually use for banking, schooling, healthcare and travel.

The visa is distinct from a family visit visa, the short-term option relatives use for a holiday of one to three months. The distinction matters more in Oman than elsewhere, because the bridge between the two has been closed. One more framing point. Because Oman's fees are genuinely low by regional standards, the cost of a family joining visa is rarely what stops families. What stops them is the salary and job-grade test, and the attestation chain on the marriage certificate. Plan around those two, not around the OMR 30.

This is the question with the least satisfying answer in Gulf family sponsorship, and we would rather give you the honest version than a confident wrong one.

What the official ROP page says

The Royal Oman Police family joining visa page states that the sponsor should not be paid a monthly salary of less than OMR 600, and must hold a senior job according to GCC standards. That is the only threshold published on an official Omani source, and it is the figure that governs how applications are assessed in practice.

Where the OMR 150 figure comes from

In February 2023, Omani and Gulf media including Times of Oman, Muscat Daily, Gulf News and Arabian Business all reported that ROP had cut the family visa salary ceiling from OMR 350 to OMR 150 per month, describing a progression from OMR 600 down to OMR 350 in 2017 and then to OMR 150. The reporting was widespread and consistent.

Here is the problem: none of that reporting cited a decision number, and the live ROP page today still says OMR 600. We have not been able to reconcile the two. The plausible explanations are that the lower figure applied to a different or narrower category, that it was never codified onto the main family joining visa product, or that ROP simply has not updated its page. We do not know which.

How to plan around the uncertainty

• If you earn OMR 600 or more, you are inside the published rule and the salary question is settled. Focus your energy on job grade and documents.
• If you earn between OMR 150 and OMR 600, you are in the disputed band. Do not assume rejection and do not assume approval. Ask ROP or your employer's PRO what is currently being accepted for your exact profession before you pay for attestation.
• If you earn below OMR 150, no reading of any version of the rule helps you, and the realistic route is a family visit visa rather than a joining visa.

ROP's only published wording is that the sponsor must hold a senior job according to GCC standards. There is no itemised profession list on the ROP site, and the eVisa eligibility wizard does not publish one either. If someone shows you a definitive Omani list of eligible professions, ask where it came from.

What we can say from how files actually behave is that approval clusters around professional, managerial, technical and licensed roles: doctors, nurses, engineers, teachers, accountants, IT specialists, supervisors and department managers. Applications from general labour, driver, cleaner, helper and similar categories are where refusals concentrate, in line with the rest of the Gulf. That is informal practice rather than a codified rule, and we mark it as such.

Do not confuse this with the Omanisation list

Oman also maintains a restricted professions list of jobs reserved for Omani nationals under Omanisation policy. That list controls which jobs an expatriate may hold at all. It is not a family sponsorship eligibility list, and conflating the two leads people to the wrong conclusion about their own case.

Check the job title on your labour card

What the system sees is the profession registered against your labour card and resident card, not the work you actually do. Plenty of people perform skilled roles under a generic title their employer registered years ago. If your registered title is the weak point, fixing it with your employer before filing is far cheaper than a refusal. The official ROP scope is narrower than many families expect, and the edge cases are less well documented than in the UAE or Qatar.

Can a woman sponsor her family in Oman?

ROP's published wording refers to an expatriate employee without a gender restriction, which on a plain reading means a working woman who meets the salary and job-grade tests can sponsor. In practice it is described as uncommon rather than impossible, and we have not found an official ROP statement addressing female sponsors specifically. If this is your situation, treat it as a case to confirm directly rather than assume either way.

The parents question

Parents are simply absent from ROP's listed dependents. Consultants report that sponsorship is occasionally possible in exceptional circumstances with stronger income evidence and longer processing, but we cannot verify this against an official source. The single highest-value habit here is checking that every name matches across every document. Passport spelling, marriage certificate spelling and application spelling must agree character for character. Mismatches between a maiden name and a married name are the classic Oman refusal, and they are trivially preventable.

ROP's requirement is specific: the marriage certificate must be attested by Oman's Ministry of Foreign Affairs. That is the last stamp in a chain, not the only one, and getting to it is the slowest part of the whole process.

The chain, in order

1. Issuing authority in the home country authenticates the original certificate (for example, the state authority in India or NADRA in Pakistan).
2. Home country Ministry of Foreign Affairs attests it.
3. Omani embassy or consulate in that country legalises it.
4. Oman's Ministry of Foreign Affairs in Muscat applies the final attestation.

Skip any link and the chain is broken. An apostille alone is not enough for Oman, because Oman is not an apostille destination for this purpose in the way some readers assume. Attestation typically runs two to six weeks and sometimes longer if a document has to travel physically between countries. Everything else in this guide is fast by comparison. The families who get their visas quickly are the ones who began attestation before they started thinking about the visa application itself.

What a realistic first-year total looks like

For one dependent, a sensible budget is OMR 30 visa plus roughly OMR 30 medical plus around OMR 10 for the resident card, which is about OMR 70 in direct government and clinic costs. Add attestation and insurance and most families report a real-world total in the OMR 150 to OMR 250 range per dependent. For a spouse and two children, plan on roughly OMR 450 to 750 all in.

By Gulf standards that is cheap. Qatar and Bahrain are comparable; the UAE is several times more expensive once status changes and Emirates ID charges are counted. There are two official digital front doors and they reach the same ROP back end. Which you use depends on whether you have an Omani digital identity set up.

1. Get the attestation moving first. Nothing else can complete until the marriage certificate carries Oman MOFA attestation. Treat this as step zero.
2. Confirm your own status is clean. Your resident card, passport and labour card must all be valid on the filing date, and your employer must be in good standing. An expired sponsor document is a refusal waiting to happen.
3. Choose your channel. Apply through the ROP eVisa portal at evisa.rop.gov.om, or through the gov.om "Get Family Visa" service, which requires a THEQA digital ID login.
4. Complete the application in the right language. Arab nationals file in Arabic, everyone else in English, and the form must be signed by your employer or an authorised signatory.
5. Upload the document set from the checklist above, making sure every scan is legible and every name matches.
6. Pay the OMR 30 per dependent and keep the receipt and reference number.
7. Wait for the competent authority review. The gov.om listing quotes roughly seven minutes for the digital submission step itself, which is the portal-side processing time, not the approval decision. The decision takes considerably longer.
8. Print the approved visa and have your family travel on it.

Two practical warnings. Your employer is not optional in this process; the application requires an authorised company signature, so involve your PRO or HR early rather than presenting them with a form at the last minute. And do not book flights against an assumed approval date. Oman introduced additional security screening in 2025 following a security incident, and processing has been slower since, particularly for some nationalities.

Oman requires a medical certificate for dependents from a specific list of countries, named directly on the ROP page: India, Pakistan, Bangladesh, the Philippines, Indonesia, Sri Lanka, Egypt, Sudan, Ethiopia, Syria and Nepal. If your family holds a passport from elsewhere, this requirement does not apply to the visa application.

For listed nationalities, the screening covers the standard Gulf panel: a physical examination, blood tests including HIV, syphilis and hepatitis B and C, urinalysis, a chest X-ray for tuberculosis, and a stool sample. The commonly reported fee is around OMR 30, following a Ministry of Health decision that reduced visa-related medical costs, though we could not locate an official fee schedule to confirm it.

Pre-arrival versus post-arrival

Applicants from the covered countries generally complete the pre-departure screening at home through the Wafid system, formerly known as GAMCA, which serves all six GCC states. Time it so the certificate is still live when the visa is issued, because it cannot be extended.

After arrival there is generally a further health and biometric step tied to the resident card. Treat the two as separate exercises with separate costs, and do not assume passing one covers the other.

The visa gets your family into Oman. It does not make them documented residents. Three things have to happen once they land.

1. Biometrics

Fingerprints and a photograph are captured at a designated centre. This is reported as a precondition for the resident card rather than an optional step, though we have not found it stated on an official ROP page.

2. Resident card issuance

The Omani resident card is the identity document your family will actually use day to day. It can be processed through Sanad service centres, with same-day printing or courier delivery in many cases. A ministerial decision reported in November 2025 extended the maximum card validity to ten years and set the fee at around OMR 5 per year. 3. Health insurance under Dhamani

Dhamani is Oman's compulsory health insurance scheme, rolled out in phases from January 2023 and covering private-sector employees and their dependents. The obligation to pay the basic premium sits with the employer, not the employee. Full nationwide rollout was targeted for the end of 2025, and while we could not confirm a 2026 completion statement from an official source, you should plan on dependent cover being required and being the employer's responsibility. There is no flat government premium; insurers price within a mandated minimum benefits framework.

Do not let these three steps drift. A family living in Oman on a valid visa but without a resident card runs into problems at the first bank account, school enrolment or clinic visit.

This is the rule most likely to cost you money in 2026, and it is recent enough that plenty of agents and forum posts have not caught up.

Oman no longer permits in-country conversion from a visitor or tourist visa to another status. The old playbook of bringing your spouse over on a visit visa, then switching her to family joining status without leaving, does not work. The person has to exit Oman and re-enter on the correct visa.

What this means in practice

• Sequence the family joining visa before travel. Get it approved, then have your family enter on it. Do not front-run the process with a visit visa.
• If they are already here on a visit visa, you are looking at an exit and re-entry, with the flight cost and disruption that implies. Factor that in before you decide whether to wait out the visit visa or act now.

The same restriction has knock-on effects for families in transition, for example where a sponsor is changing employer. If your own status is in flux, stabilise it before filing for dependents, because the family file inherits every problem in the sponsor file.

ROP does not publish an end-to-end service level agreement, so any single number you see quoted is an estimate. Here is the realistic shape of it, with the caveat that each stage varies.

Total end to end, most families should plan for three to eight weeks, dominated almost entirely by attestation. If you have attested certificates already in hand, the rest can move quickly. If you do not, nothing else you do will make the process fast.

The single biggest scheduling mistake is treating attestation as something to do once the visa is approved. It is the other way round: attestation is the gate, and the visa application is the quick part at the end.

ROP does not publish a list of refusal reasons. From how files behave in practice, these are the recurring causes, roughly in order of frequency.

1. Incomplete attestation. A marriage or birth certificate missing the Omani embassy legalisation or the final Oman MOFA stamp is treated as no certificate at all. This is the most common and most avoidable cause.
2. An expired sponsor document. Your resident card, passport, labour card or your employer's establishment certificate lapsing before the decision date kills the file. Check all four before filing.
3. Salary or job grade below the bar. Either the salary does not reach the published OMR 600, or the registered profession does not read as a senior role by GCC standards.
4. Mismatched personal details. A name spelled differently on the passport and the marriage certificate, a date of birth that does not agree across documents, or photographs that fail the 6x4cm specification.
5. Medical failure or missing medical certificate for a dependent from one of the eleven listed nationalities.
6. Prior violations or employer quota limits. Past visa breaches on either side, or an employer that has hit its limits, can block an otherwise sound application.

Notice that four of the six are document hygiene rather than eligibility. That is the encouraging part: most Oman family visa refusals are fixable by the applicant, in advance, at no cost beyond care and time. Audit your file against this list before you submit, not after.

The Oman family joining visa is one of the better deals in the Gulf: OMR 30 in government fees, two years of validity, and a genuinely light-touch process once the paperwork is in order. The friction is entirely front-loaded into attestation, the salary and job-grade test, and the 2025 rule that closed in-country conversion. Get those three right and the rest is administration.
