Quick answer: what happens after a failed Kuwait theory test

If you fail the Kuwait driving theory test, you do not go on to the practical that day. You book another visit to the General Traffic Department (GTD) test centre and sit the theory paper again. Your eligibility, your learner's permit and your school enrolment are not affected by the fail itself.

QuestionAnswerHow sure it is
What does it cost to try again?KWD 12 per test-centre visit (KWD 5 administrative plus KWD 7 test fee)kuwaitlocal.com, October 2026; not published by the MOI
How long must I wait?No waiting period is published. In practice it is the next slot you can bookNo MOI source found
Is there a limit on attempts?None reportedkuwaitlocal.com; no MOI source
How do I rebook?Sahel, the Meta appointments portal, your driving school, or in person at the Traffic DepartmentArab Times, May 2025; kuwaitlocal.com
What margin did I miss?Reported as 20 questions with 18 to pass, so a third mistake fails youkuwaitlocal.com (May 2026), autoviatest.com (March 2026); one older guide says 60%

Kuwait's quirk works in your favour later: once you pass the theory, it is not repeated if you then fail the practical. You pay for the visit and resit only the part you failed. So the theory is a gate you need to clear once.

Last checked: November 2026. This guide is about what to do after a fail. If you have not sat the test yet, the practice tests, the reported format and sample questions are on the Kuwait driving theory test page.

What a fail changes in your file

The Kuwait test visit is reported to run in a fixed order: the theory on a touchscreen first, then the practical, on the same visit (kuwaitlocal.com, May 2026). Results are usually given on the day. That order explains what a theory fail does and does not do.

Unaffected by a theory failAffected
Your eligibility (salary, residence, qualification) as approvedYou did not reach the practical, so that visit is used up
Your learner's permit, reported valid for 12 monthsYou need a new appointment, and slots are scarce
Your school enrolment and lesson recordYour licence date moves back by the time to your next slot
Your medical, unless it expires before your next visitThe visit fee is paid again

One thing is worth checking straight away: the expiry dates on your learner's permit, your medical and your Civil ID. If any of them will lapse before the earliest slot you can get, renew it now, because an expired document at the counter costs you the slot as well. Civil ID problems are covered in the Civil ID renewal guide.

The retest rules: what is known, and the numbers that conflict

The Ministry of Interior does not publish a fee table or format for the theory test that we could find. Everything below is reported by dated secondary sources, and the figures disagree in places. Here is the evidence and how much weight it bears.

Fee: KWD 12 per visit

kuwaitlocal.com (October 2026) gives KWD 12 per test-centre visit, made up of a KWD 5 administrative fee and a KWD 7 test fee, whether it is a first attempt or a retest. Older guides give KD 10 for the theory and KD 10 for the practical with a reduced KD 5 retest; and figures of KD 150-300 are totals including driving school, not the test fee. We use the most recent dated figure and would treat any of them as a guide. Either way, the money is small.

Attempts: no limit reported

No source we found reports a cap on theory attempts. That makes Kuwait more forgiving than most of the Gulf. It does not make repeat attempts free: each costs a visit, a slot and usually a day off work.

Waiting period: not published

Our Kuwait data records that a wait applies before a re-sit but no source gives its length. In practice the limiting factor is appointment availability, which Arab Times (May 2025) describes as often showing full.

Pass mark: prepare for 18 of 20

kuwaitlocal.com and autoviatest.com report 20 questions and 18 to pass, a 90% threshold. An Arab Times guide from May 2025 gives a 60% minimum. We cannot reconcile them and the Ministry has not settled it publicly. Prepare for the strict figure: if your centre turns out to be lenient, you have lost nothing.

Time limit

Not confirmed. autoviatest.com says 30 minutes; our mocks allow 20 to train a margin.

How to rebook the theory test

There are four channels, and in practice people use more than one at once because slots are scarce.

  1. Sahel. The government's unified app carries traffic services including test booking. See our Sahel guide for sign-in.
  2. The Meta appointments portal (meta.e.gov.kw), which Arab Times (May 2025) names as the booking route. The MOI Kuwait portal guide covers the Ministry's other e-services.
  3. Your driving school, which often coordinates GTD appointments for its students and may see slots you do not.
  4. In person at the Traffic Department in your governorate, if online slots stay full.

Finding a slot when everything shows full

Arab Times suggests checking for openings around midnight, especially on Friday nights, when new slots are released. Cancellations also free slots during the week. Test centres are reported in every governorate, with kuwaitlocal.com naming Shuwaikh, South Surra, Ahmadi and Jahra; the standard is national, so a slot at another centre is worth taking if you can reach it.

What to bring to the next visit

  • Civil ID (valid) and passport
  • Your learner's permit or school file, as your school instructs
  • Your medical, if it was issued as a paper certificate
  • A payment card for the visit fee

Diagnose the fail: on a 20-question paper, one topic decides it

At 18 of 20, you can afford two mistakes. With roughly four questions from each of five topics, a single weak topic is enough to fail you on its own: two wrong there plus one slip anywhere else, and you are out. That is why people who "mostly knew it" fail in Kuwait.

Your resultWhat it usually meansWhat to change
17 of 20One weak topic, often a sign family or a penalty figureDrill that topic alone until clean, then two full papers
14-16 of 20Rules are weak, not just signs: right of way, roundabouts, lane use, speed limitsRebuild rules topic by topic before full papers
13 or belowRevision did not cover the syllabus, or the language was the barrierStart from topics, not full papers; consider sitting in your strongest language
Felt you knew it but failedMisreading under time; questions phrased with NOT or EXCEPTPractise under time and read the last line first

Find your topic before you revise. Sit one full timed paper today, such as our Kuwait mock test 1, and sort the wrong answers into signs, rules and penalties. The first two questions on every test are free; the full set, with your weak topics tracked, is in the bank.

A retest plan with a clear finish line

On a 90% paper, the target in practice must be higher than 90%. Use these gates rather than a number of days.

StepDo thisGate
1One full timed paper; sort errors by topicYou know your weakest topic
2Weakest topic only: the road signs test or the road rules testTwo clean runs in a row
3Second-weakest topicTwo clean runs in a row
4Penalties and numbers: speed limits, fines, distancesNo hesitation on any figure
5Full timed paper (mock test 2)19 or 20 of 20
6Another full paper on a different day19 or 20 again; then book

An 18 in practice is a fail waiting to happen, because one unfamiliar wording on the day takes you to 17. If your slot comes before you reach the gate, it is usually better to move it than to sit and hope.

On the next visit: what to do differently

At the touchscreen

  • Read the last line of each question first. Many wrong answers come from naming what a sign means when the question asked what you should do.
  • Slow down on NOT and EXCEPT. On a paper where three errors fail you, one misread negative is a third of your margin.
  • Answer everything. An unanswered question is a wrong one.
  • Change an answer only for a reason. Changes made from nerves are more often wrong than right on drilled material.
  • Ask for the result sheet or your score if you are not shown it, so that if the worst happens again you know where the errors were.

If the language was the problem

Arabic and English are the reported test languages. Many candidates sit in English as a second or third language, learn the signs well, and still lose marks to wording. If that was you, practise full papers in the language you will sit, not just the signs, so the phrasing becomes familiar. If Arabic is your first language, sitting in Arabic is usually the safer choice. The February 2026 plans mention instruction in trainees' native languages, but that applies to training, and we have seen no change to the languages of the test itself.

If nerves were the problem

The fix for test-room nerves on a short paper is familiarity: sit enough timed 20-question papers that the format holds no surprises. Arrive early, settle before you start, and remember that a theory fail in Kuwait costs a visit, not your file.

Before you rebook: recheck eligibility and route

A theory fail does not affect your eligibility. Time can. Kuwait's expatriate conditions, widely reported as KWD 600 a month on the work permit, a university degree and two years' residence, with exemptions for some professions, are checked against your file as it stands. If your work permit, job title or residence changes while you wait for a slot, check that you still qualify before you pay for another visit. The detail, including the exempt professions, is in the Kuwait driving licence guide.

It is also worth confirming your route. Some foreign licence holders are reported to sit only the theory, some only the road test, and some neither. If you hold a valid foreign licence and nobody has checked it, run it through the conversion checker and see GCC conversion compared.

Changes on the way: academies and training hours

In February 2026 the Interior Minister and the GTD set out plans for a new licensing system (Arab Times, 3 February 2026). The reported points:

  • a licence will not be issued until training hours are completed and tests passed;
  • four training and qualification academies, proposed for Sabahiya, South Khaitan, the Capital Governorate and Jahra;
  • 20 training hours for applicants living in Kuwait and 40 for those arriving from abroad;
  • testing moving to an external evaluation that better simulates real traffic;
  • instructors speaking trainees' native languages, and simplified materials.

The Minister cited Abu Dhabi, where additional hours are imposed after a fail. As at November 2026 we have not seen confirmation that these rules are in force or how they will apply to people already part-way through, so check with your school when you rebook. If they take effect, expect a fail to cost training hours as well as a visit.

What failing actually costs

CostAmountNotes
Test-centre visitKWD 12 per visitkuwaitlocal.com, October 2026. Older figures of KD 10 and KD 5 circulate
Extra lessonsOnly if your school or the new rules require themAsk your school what its contract says
Time to the next slotDays to weeksThe binding constraint; Arab Times describes slots often showing full
Day off workYour costMost test slots are in working hours

Three failed visits would cost about KWD 36 in test fees, which is small next to a school course. The case for getting the retest right is the slot, not the fee. For the full licence budget, including school, see the driving licence cost guide; for the practical stage after the theory, see the Kuwait road test guide.

Sources, and what we could not confirm

  • kuwaitlocal.com, May 2026 and October 2026: the reported 20-question, 18-to-pass format; KWD 12 per visit split into KWD 5 and KWD 7; theory not repeated on a retest visit; test centres; no attempt limit.
  • autoviatest.com, Kuwait FAQ, updated March 2026: 20 questions, 18 to pass, 30 minutes; Sahel for test booking.
  • Arab Times, "Kuwait car driving license made simple", 5 May 2025: Meta portal booking, midnight slot releases, 12-month learner's permit, documents, eligibility, a 60% pass mark.
  • Arab Times, 3 February 2026: planned academies, 20 and 40 training hours, external evaluation.
  • Wathim Kuwait licence data, verified July 2026.

What we could not confirm: an MOI publication of the theory format, pass mark, time limit or fees; any minimum wait between attempts; and whether, or when, the February 2026 training-hours plan applies to applicants already in the system. Where a figure will cost you a visit, confirm it with your school or the GTD.

Frequently Asked Questions

You do not continue to the practical that visit. You book another appointment at a GTD test centre and sit the theory again. Your eligibility, learner's permit and school enrolment are not affected by the fail.

kuwaitlocal.com reports KWD 12 per test-centre visit (KWD 5 administrative plus KWD 7 test fee) as of October 2026, the same for a first attempt or a retest. Older guides quote KD 10 with a KD 5 retest. The Ministry does not publish the figure.

No waiting period is published. In practice it is the next appointment you can book, and slots often show as full. Checking around midnight, especially on Friday nights, and booking through your school can help.

No limit on attempts is reported. Each attempt costs a visit fee and a slot, so preparing to pass the next one is still the cheapest plan.

No. Once the theory is passed it is not repeated on a retest visit. You pay the visit fee and resit only the part you failed (kuwaitlocal.com, October 2026).

It is reported as 18 correct out of 20 (90%) by kuwaitlocal.com and autoviatest.com; one 2025 guide says 60%. No Ministry page publishes it, so prepare for 18 of 20.

Through Sahel, the Meta appointments portal, your driving school, or in person at the Traffic Department in your governorate.

In February 2026 the Interior Ministry announced plans for training academies, 20 hours of training for residents and 40 for new arrivals, and a new evaluation system. We have not seen confirmation that these are in force, so check with your school when you rebook.
