What is Invest in Dubai?

Invest in Dubai is the Dubai Department of Economy and Tourism (DET) portal for setting up and running a mainland business in Dubai. It is the single front door for issuing a trade licence, renewing one, checking an existing licence, and reserving a trade name. Behind it sits Bashr, the integrated federal platform that connects DET to the other government entities a company touches during formation.

How does Invest in Dubai work?

Invest in Dubai is where a Dubai mainland company is actually formed. It is operated by the Dubai Department of Economy and Tourism, the authority formerly known as Dubai DED, and it replaced a process that used to require visits to several counters. Trade name reservation, initial approval, activity selection, licence issue, licence renewal and licence verification all sit in one account.

The distinction that matters most to newcomers is mainland versus free zone. Invest in Dubai issues mainland licences, which let you trade anywhere in the UAE, contract with government bodies and open a branch elsewhere in the country without a local distributor. Free zones - IFZA, Meydan, SHAMS, DMCC, JAFZA and the rest - are separate authorities with their own portals, their own fee tables and their own visa quotas, and none of them are issued here.

Bashr is the part people hear about without quite knowing what it is. It is not a separate website you visit; it is the integration layer underneath Invest in Dubai that talks to the federal and Dubai entities involved in company formation. What it produces, for eligible activities, is the Instant Licence - a mainland trade licence issued in roughly five to fifteen minutes rather than days.

The Instant Licence is genuinely fast and genuinely partial, and that gap is where most of the disappointment lives. It gives you the licence. It does not give you the establishment card, the partner or investor visa, or the Emirates ID, and each of those runs through its own flow afterwards. Budget seven to fourteen working days beyond the licence before anyone is actually resident and able to open a corporate bank account.

The licence search is the most-used part of the portal and the least discussed. Anyone can enter a trade licence number or a company name and see the licence status, its expiry date, the legal type and the exact licensed activities. It is how you check whether a supplier, a landlord's agent or a prospective employer is trading legally, and it costs nothing.

A 2026 change worth knowing: DET activity code 6312009, the online seller commercial activity, was opened to all nationalities under the e-trader licence. Expatriates who were previously restricted from trading physical goods under an e-trader licence can now use that route, which is the cheapest legitimate way into Dubai mainland e-commerce.

What services does Invest in Dubai offer?

Issue a trade licence

The full mainland formation flow: reserve a trade name, select activities from the DET list, take initial approval, submit the tenancy or Ejari where the activity requires premises, and pay. Standard issue runs days rather than minutes; eligible activities can take the Instant Licence route instead.

Instant Licence (via Bashr)

A mainland trade licence issued in approximately 5-15 minutes for eligible activities. It produces the licence only - the establishment card, investor or partner visa, and Emirates ID follow separately and typically add 7-14 working days before the company is operational and bankable.

Renew a trade licence

Annual renewal, including the Ejari or tenancy attestation the renewal depends on. Renewing late attracts penalties and can block related services, so the renewal window matters more than the renewal itself.

Licence search and verification

Free public lookup by trade licence number or company name, returning licence status, expiry date, legal type and licensed activities. Use it to verify a counterparty before signing anything.

Trade name reservation

Reserve a company name ahead of the rest of the application. Names are checked against the DET rules on religious references, country names, and existing registrations, which is where most first attempts fail.

E-trader licence

A low-cost licence for selling online without physical premises. As of 2026, activity code 6312009 (online seller, commercial) is open to all nationalities, having previously been restricted for expatriates trading physical goods.

Company amendments

Add or remove activities, change shareholders or managers, change the trade name, or change the registered address on an existing licence.

Licence cancellation

Formal closure of a mainland licence. Cancelling correctly matters because an abandoned licence keeps accruing renewal penalties and leaves the associated visas and establishment card in an unresolved state.

How do I register an account on Invest in Dubai?

  1. 1

Open the portal and sign in

Go to investindubai.gov.ae for guidance and services, or app.invest.dubai.ae for the application itself. UAE Pass is the cleanest sign-in and is required for most transactional steps.

  2. 2

Decide mainland or free zone first

This portal only issues mainland licences. If a free zone suits the business better - no local premises needed, a specific visa quota, or a lower entry cost - stop here and go to that free zone's own authority instead. Switching later means forming a new company, not amending this one.

  3. 3

Reserve the trade name and take initial approval

Submit the proposed name and the intended activities. Initial approval is DET confirming it has no objection in principle; it is not the licence and it does not let you trade.

  4. 4

Provide premises where the activity requires it

Most mainland activities need a registered address with an Ejari-attested tenancy contract. This is the step that separates the mainland cost stack from the free-zone one, and it is usually the largest single line in year one.

  5. 5

Pay and collect the licence, then do the visa flow separately

Payment issues the licence. The establishment card, then the partner or investor visa, then the Emirates ID each run afterwards through their own applications. Do not book flights or sign an office lease against the licence date alone.

Troubleshooting

The errors residents hit most often on Invest in Dubai, and the fix that works.

DET refuses names containing religious references, country or emirate names, political terms, and anything confusingly close to an existing registration. Abbreviations of personal names are also refused - a name must use the full first name of a partner if it uses a personal name at all. Resubmit with a distinct invented word or a plain descriptive term and it usually clears first time.

Expected. Banks want the establishment card and, in nearly all cases, a resident signatory holding an Emirates ID. The Instant Licence produces neither. Complete the establishment card, then the investor or partner visa, then the Emirates ID, and approach the bank after that - typically 7 to 14 working days later.

DET activity names often differ from ordinary commercial language. Search by the outcome rather than your job title - 'management consultancy' rather than 'strategy advisor'. If nothing matches, the activity may require external approval from a sector regulator, which the portal will surface once the closest code is selected.

Licence renewal for most mainland activities depends on a currently valid, attested tenancy. Renew or re-attest the Ejari first, then return to the licence renewal - the dependency runs one way and the portal will not let you skip it.

The search covers DET mainland records only. A company with no result there is very likely a free-zone company, which is registered with its free-zone authority instead - check that zone's own register. It can also mean the name differs from the registered legal name.

Penalties do not stop because trading stopped. If the company is genuinely finished, cancel the licence formally - that ends the accrual and resolves the establishment card and any visas attached to it. Letting it lapse quietly is the more expensive option.

The licence and the visa are assessed by different authorities. A licence-stage approval says nothing about the immigration file, so an existing overstay, an unpaid fine, an unresolved absconding report or a prior ban will stop the visa independently. Establish the immigration flag through GDRFA Dubai or an Amer centre before resubmitting.

Frequently asked questions about Invest in Dubai

Invest in Dubai is the portal you use - the website, the login, the forms and the payment. Bashr is the integration platform underneath it that connects the Department of Economy and Tourism to the other government entities involved in company formation. You experience Invest in Dubai; Bashr is the engine that makes the Instant Licence possible. You do not need a separate Bashr account.

The licence itself is issued in roughly 5 to 15 minutes for eligible activities, and that part is accurate. What it does not include is the establishment card, the partner or investor visa, and the Emirates ID, each of which runs separately afterwards. Realistically, plan 7 to 14 working days from licence to a company that can sponsor a resident and open a bank account.

Yes. The licence search on invest.dubai.ae takes a trade licence number or a company name and returns the status, expiry date, legal type and the licensed activities. There is no fee and no login needed for a basic lookup, and it is the fastest way to confirm that a company you are dealing with is actually licensed for what it claims to do.

For most activities, yes - a registered address with an Ejari-attested tenancy contract. This is the single biggest structural difference from a free zone, where a flexi-desk usually satisfies the requirement. Some activities, notably the e-trader licence, do not require commercial premises.

Yes, as of 2026. DET activity code 6312009, the online seller commercial activity, was opened to all nationalities, removing the earlier restriction that limited expatriates under the e-trader licence. It remains the cheapest legitimate entry point into Dubai mainland e-commerce.

Mainland if you need to trade freely across the UAE, contract with government entities, or hold premises in Dubai proper. A free zone if you want a lower and more predictable entry cost, no commercial lease, and a defined visa quota, and your customers are outside the UAE or you can work through a distributor. The decision is structural - changing later means forming a new company, not amending the existing one.

Penalties begin accruing and compound over time, and an unrenewed licence can block other transactions on the same file, including visa applications and licence amendments. If the licence is genuinely no longer needed, cancelling it formally costs less than letting it lapse.

No. It covers eligible activities only, and anything requiring external approval - health, education, transport, legal and food activities among them - follows the standard route and the approving authority's own timeline. Check activity eligibility before planning around the 5-15 minute figure.

The licence itself, yes - name reservation, initial approval, activity selection, payment and issue all run through the portal. The steps after it are more mixed: the establishment card and visa flow involve medical testing and biometrics that require physical attendance, and most banks still require an in-person meeting to open a corporate account.

Dubai Department of Economy and Tourism operates the portal and handles licence-stage problems. Where the block is on the visa or establishment card stage rather than the licence, that sits with GDRFA Dubai and its Amer service centres, which is a different authority with a different queue - establishing which stage is actually stuck saves the most time.
