What is UAE Driving Licence in UAE?
Every emirate runs its own driving licence system but issues a single federally recognised licence. The Roads and Transport Authority (RTA) covers Dubai, Abu Dhabi Police (ADP) and the Integrated Transport Centre (ITC) under TAMM cover Abu Dhabi, and the Ministry of Interior's Muroor service via the MOI app covers Sharjah, Ajman, Ras Al Khaimah, Umm Al Quwain and Fujairah. A licence issued in any one emirate is valid across the whole country and a Dubai-issued licence does not need to be re-issued because you move to Abu Dhabi, although fines and traffic files do not always sync cleanly across systems.
The biggest driver of cost and time is which country your foreign licence was issued in. As of 2026 the UAE allows direct exchange (no theory test, no road test, just a basic eye check and the conversion fee) for residents holding a licence from 57 eligible countries, up from 52 in 2025 after five additions during the year. The list includes all GCC states (Saudi Arabia, Oman, Qatar, Kuwait, Bahrain), 38 European countries (all of Western Europe plus Albania, Bulgaria, Estonia, Hungary, Latvia, Lithuania, Montenegro, Poland, Romania, Serbia, Slovakia, Slovenia, Turkey, Ukraine), the United States and Canada (excluding Guam and Puerto Rico), Australia, China, Hong Kong, Japan, New Zealand, Singapore, South Korea and South Africa. Eligibility is based on the country that issued the licence, not the passport: an Indian passport holder with a US licence is evaluated on the US licence.
Residents whose home country is not on the list (typically India, Pakistan, Bangladesh, Philippines, Egypt, Jordan, most of Africa and Latin America) historically had to enrol in a full driving institute training programme costing AED 4,500 to 7,500 and lasting two to four months. Since 2023 Dubai's RTA has offered the Golden Chance Direct Test, a one-time combined theory and road test that lets these residents skip the full programme. The basic government booking fee for the Golden Chance is AED 420; total spend including eye test and administrative add-ons typically runs AED 2,200 to 3,300. If the road test is failed, the resident is pushed into the standard full training pathway. Abu Dhabi, Sharjah and the Northern Emirates have their own variants of an instant test, with similar or slightly different fee bands.
Even for direct-exchange residents the licence is not strictly free or instant. The expensive and slow scenario is the resident from a non-eligible country who decides to skip the Golden Chance and go through full institute training. Manual programmes run AED 6,200 to 7,500 at the big Dubai institutes (Belhasa, Galadari, Emirates Driving Institute), AED 7,000 to 8,500 for automatic-only, with road test fees of AED 200 per attempt and most learners needing two or three attempts. The full programme typically takes 30 to 40 driving classes and 12 weeks of calendar time. Abu Dhabi institutes are about 10 to 15 percent cheaper but slots are scarcer.
A few rules of thumb the casual reader misses: the foreign licence must be currently valid for conversion (an expired licence does not count); the original must be surrendered at the conversion counter and is returned by RTA to the home-country authority via diplomatic channels; outstanding traffic fines in any emirate block the licence transaction in all emirates, so a Sharjah fine will hold up a Dubai renewal; and driving on an expired UAE licence is treated more harshly than expired registration, with an AED 500 fine, 4 black points and a 7-day vehicle impound the moment a patrol catches it.
