Government service centres in UAE
The UAE runs the most fragmented service-centre landscape in the GCC. Federal Emirates ID and residence visas (Abu Dhabi and the northern emirates) go through ICP customer happiness centres; Dubai residence visas go through Amer centres licensed by GDRFA Dubai. Labour cards and work permits for all seven emirates go through MOHRE Tas'heel centres. Vehicle registration goes through Tasjeel in Dubai and TAMM in Abu Dhabi. Domestic-worker recruitment goes through Tadbeer centres operated by MOHRE-licensed companies. Each network uses a different portal, a different fee schedule and a different appointment system.
Choosing the right centre is half the work. A Dubai resident applying for an Emirates ID renewal goes to Amer (not ICP). An Abu Dhabi resident on the same task goes to ICP (not Amer). A Sharjah-based PRO authenticating a labour contract goes to Tas'heel (not ICP or Amer). A Dubai motorist renewing a mulkiya goes to Tasjeel (RTA-licensed) while an Abu Dhabi motorist on the same errand goes to TAMM. Get the network wrong and the counter staff will redirect you, sometimes after a full queue wait.

Frequently asked questions about UAE service centres
Amer centres are operated under licence from GDRFA Dubai and handle Dubai residence visas, family sponsorship and Emirates ID applications for Dubai-issued files only. ICP customer happiness centres are operated by the Federal Authority for Identity, Citizenship, Customs and Port Security and handle Emirates ID, residence visas and family files for Abu Dhabi and the five northern emirates (Sharjah, Ajman, RAK, UAQ and Fujairah). A Dubai expat applying for a residence renewal goes to Amer; an Abu Dhabi expat on the same errand goes to ICP. Filing at the wrong network triggers a counter-side redirect.
Both. The work permit (labour card) is issued by MOHRE through Tas'heel centres; the residence visa is issued by GDRFA Dubai (Amer) or ICP federal (Abu Dhabi and northern emirates). The Tas'heel files the labour card first; once approved, the residence file moves to Amer or ICP depending on the emirate of sponsorship. Sponsors with a Dubai trade licence use Tas'heel + Amer; sponsors with an Abu Dhabi licence use Tas'heel + ICP. A free-zone sponsor uses Tas'heel + the relevant free-zone immigration desk.
Dubai-plated vehicles renew at Tasjeel centres (ENOC-operated RTA branches) at around AED 450 inclusive of the inspection. Abu Dhabi-plated vehicles renew at TAMM service centres at around AED 365, with a 15-percent discount for electric vehicles and a three-year EV cycle from 2026. Sharjah, Ajman, RAK, UAQ and Fujairah vehicles renew at the relevant emirate police traffic department. Driving past expiry triggers immediate impound risk and an AED 500 fine on a single stop.
Only at Tadbeer centres. Domestic worker sponsorship (housemaid, driver, cook, nanny, gardener) is governed by the 2022 Federal Decree-Law on Domestic Workers and runs through MOHRE-licensed Tadbeer operators. Tas'heel handles standard employer work permits; ICP and Amer handle the resulting residence; but the domestic-worker contract, recruitment, medical, insurance and Emirates ID file must be initiated at a Tadbeer centre. Hiring outside Tadbeer is a fineable offence with deportation risk to the worker.
Most government service centres run a Sunday-to-Thursday schedule with Friday and Saturday closed. Amer centres and some Tas'heel centres run an extended six-day week (Saturday to Thursday with Friday off) plus mall counters open Friday evening. Tasjeel centres in Dubai operate Saturday to Thursday with limited Friday morning hours at some branches. ICP customer happiness centres mostly follow the federal Sunday-to-Thursday calendar with selected Friday afternoon openings. Check each centre's page for exact hours during Ramadan and public holidays.
A clean residence renewal at Amer or ICP takes 30 to 60 minutes during quiet hours and 90 to 180 minutes during lunchtime peaks. A Tas'heel work-permit application with the file ready takes 20 to 40 minutes. A Tasjeel mulkiya renewal with passed inspection takes 30 to 45 minutes. A Tadbeer housemaid contract signing takes 60 to 120 minutes including biometric capture. Fawri express at AED 150 additional in ICP cuts wait times to 24 hours for Emirates ID printing.
Yes for clean cases. ICP Smart Services and UAE PASS handle Emirates ID renewal, basic residence updates and Smart Gates enrolment fully online. Amer 247 runs video-call consultations for Dubai residents. MOHRE's app handles labour-card status, contract viewing and complaint filing. Visit a physical centre when biometrics need re-capture, an Arabic-name correction needs human review, a newborn registration is required, a file has a security flag, or the renewal crossed a grace period and needs the fine reconciled.
Most Tas'heel centres accept walk-ins at any time during opening hours. Tasjeel and TAMM are walk-in-friendly. Tadbeer centres usually require an appointment for the initial contract but accept walk-ins for follow-up. Amer centres mix walk-ins with UAE PASS appointments — walk-ins are accepted but priority goes to booked slots. ICP customer happiness centres now accept walk-ins for renewals but require pre-booking for first-time biometrics and Fawri express service.
Yes, and not just in the name. Dubai uses Amer for residence (GDRFA Dubai) and Tasjeel for vehicles (RTA Dubai); Abu Dhabi uses ICP for residence (federal) and TAMM for vehicles. Trade licences are issued by DED Dubai vs ADDED Abu Dhabi via TAMM. Tenancy is registered via Ejari in Dubai but Tawtheeq in Abu Dhabi. The same service in two emirates uses two different portals, two different counter networks and two different fee schedules. A relocation between Dubai and Abu Dhabi requires moving each file across to its new network.
