What is Fines & Overstay in UAE?
The UAE runs three roughly separate fine systems that residents encounter routinely: immigration fines (overstay on residence visa, entry permit or tourist visa, plus penalties for cancelled visas not exited in time), traffic fines (issued by each emirate's traffic authority for speeding, parking, red lights, mobile phone use, seatbelt and similar offences), and labour fines (issued by MOHRE against employers, with knock-on effects on workers). Overstay is the most common surprise for expats because it accrues silently on lapsed residence visas and on tourist visas that nobody warned the holder were already running fines.
Effective 11 February 2026, the UAE unified the daily overstay rate at AED 50 per day across all emirates and across all visa categories: tourist, visit, residence, cancelled residence permits and entry permits all attract the same daily figure. This replaced an older patchwork in which tourist visas attracted a first-day AED 200 to 250 plus AED 100 to 200 per day, residence visas were AED 25 first day then AED 50 daily, and entry permits had a separate scale. The unification was announced and enforced by ICP (the federal immigration authority) and the change does not roll back retroactively (older accrued fines still sit at the rate of their accrual date).
Grace periods after expiry depend on the visa category. Tourist and visit visas have no grace: the AED 50 per day clock starts on the day after expiry. Standard private-sector residence visas and family visas have a 30-day grace from the date of expiry or cancellation; the AED 50 per day clock starts on day 31. Two-year investor visas get 60 days; Golden Visa (10-year), Green Visa (5-year) and student visas get up to 180 days of grace after expiry. The grace period for cancelled residence visas runs from the cancellation date, not the original expiry, which catches people who assume they have until the printed expiry date on the visa file.
Immigration fines are checked and paid through the ICP UAE Smart Services app (every emirate except Dubai) or the GDRFA Dubai app (Dubai-issued visas), both accessible through smartservices.icp.gov.ae and gdrfad.gov.ae respectively. UAE Pass works as a single sign-on for both. The fine inquiry needs passport number plus nationality at a minimum; passing in the unified file number (the 9-to-15 digit number on the residence visa) returns the most reliable result, especially for residents whose passport number has changed since the visa was first issued. Using the wrong portal is the most common cause of a 'No Record Found' result on a perfectly valid active file.
Traffic fines are handled per emirate. Dubai uses the Dubai Drive app and rta.ae, Abu Dhabi uses the TAMM platform and the ADP app, Sharjah uses the Sharjah Police app, Ajman uses the Ajman Police app, and the federal MOI UAE app aggregates fines across the smaller emirates. The federal MOI app also lets residents see all fines across all emirates against a single Emirates ID, which is the cleanest pre-renewal check. Discount windows: Abu Dhabi runs a 35% to 50% discount for paying traffic fines within 60 days in many cases; Dubai runs a 25% discount in the first 60 days for selected fines; both vary by year and offence. Always check the relevant police portal before paying.
Disputes for traffic fines have a 30-day window from issuance. Each emirate runs its own objection process inside its police app: upload dashcam footage, photos or a witness statement, and the decision usually lands within 7 to 30 working days. Immigration fines are harder to dispute and usually need an in-person ICP or GDRFA visit with the supporting documents (medical leave, force-majeure airline cancellation evidence, embassy letters). Last broad amnesty window for overstay was the emergency airspace-closure waiver that ran from 4 March to 31 March 2026 (expired 23:59 on 31 March); a temporary grace period for expired tourist visas ended 21 April 2026. As of June 2026, no general amnesty is active.
