About this centre
Al Manara Centre is a GDRFA Dubai flagship on Sheikh Zayed Road that was converted into a smart services hall in May 2023. The centre now offers 239 services across GDRFA, RTA, DEWA, Etisalat, du, Dubai Municipality and the Dubai Land Department, with the Amer counter handling residence visas, entry permits, family sponsorship, sponsorship transfers, absconding case closures and domestic helper file opening. Smart kiosks dispense Emirates ID renewals, fine payments and licence renewals without a teller. The hall is staffed by GDRFA officers and supported by an Amer typist team for first-time and complex filings.
Al Manara sits on the Bur Dubai side of Sheikh Zayed Road in Al Safa 2, opposite Max Fashion and a five-minute walk from Noor Bank Metro Station (also known as MashreqBank Metro) on the Red Line. Drivers from Sheikh Zayed Road take the Al Wasl exit; from Al Wasl Road, the Al Hadiqa Street junction leads directly to the centre. Free open-air parking is available on the western side of the building and fills quickly between 09:00 and 11:00. Buses 21 and 81 stop on the parallel service road.

When Al Manara overflows - the worst windows being Monday 08:00-10:00 and the resumption week after Eid - the nearest sibling Amer alternatives in priority order are Al Karama at the Rose Building (six minutes by car for any South Asian family file or Occupational Health Card), Al Barsha Mall for west Dubai sponsors, Al Twar opposite Etihad Mall for Deira-side customers, and Amer 247 in Al Khabaisi for any 24-hour or overnight need. Sunday is the day to favour Al Manara over Karama since Karama is closed Friday and Al Manara is closed Saturday - between the two, every weekend day has at least one open. - !Arriving on Saturday and finding the centre closed - Al Manara does not operate on Saturdays at all, including during Ramadan and Eid weeks.
