Government service centres in KSA

Saudi Arabia runs two parallel service-centre networks for expat residence and labour. Jawazat (the General Directorate of Passports under the Ministry of Interior) handles Iqama issuance, renewal, replacement, exit and re-entry visas (Khurooj wa Awda), final exit (Khurooj Nihai) and family residence. Maktab Amal (Tas-heel labour offices under the Ministry of Human Resources and Social Development) handles Qiwa work permits, contract authentication, Mudad wage protection enrolment, Saudisation (Nitaqat) tier disputes and end-of-service gratuity escalation. The two ministries share data through Absher and Nafath but run separate counter networks.

Saudi service centres are tightly integrated with digital portals. Absher handles personal residence files; Qiwa handles employer-side labour files; Muqeem handles establishment visa balances; Mudad handles wage protection; Nafath handles single sign-on. Most clean renewals run on Absher without a centre visit. Visit a Jawazat or Maktab Amal office when a file has a security flag, a sponsor approval is pending, a huroob (absconding) report needs to be lifted, a Nitaqat dispute needs escalation or biometrics need recapture.

Jawazat is the General Directorate of Passports under the Ministry of Interior — it handles the Iqama (residence card), exit-and-re-entry visas, final exit, residence permit issuance and dependant residence. Maktab Amal (Tas-heel) is the labour office under the Ministry of Human Resources and Social Development — it handles the Rukhsat Amal (work permit), Qiwa contract authentication, Saudisation Nitaqat tiers and end-of-service settlement. An Iqama renewal goes to Jawazat (or Absher); a work-permit issue or contract dispute goes to Maktab Amal.

Yes for clean renewals. Absher Individuals lets a sponsor or worker renew an Iqama provided the SAR 650 Iqama fee, SAR 9,600 expat levy and any dependant levy are paid through SADAD, health insurance is active under CCHI and there are no security flags. Visit Jawazat when the system requires fresh biometrics (every five years or after a hand injury), a security flag needs clearing, a huroob report needs disputing, a name correction is needed, or the file is in a 24-hour late-renewal window that triggered the SAR 500 first-time fine.

File the dispute at the nearest Jawazat office or through the Maktab Amal labour office with documentary evidence: attendance records, Mudad wage transfers showing salary was paid, witness statements and the worker's Iqama and passport. The dispute is escalated to the Labour Court if the employer refuses to lift the report voluntarily. Successful disputes restore the Iqama but the worker typically needs a new sponsor within 60 days. At any Maktab Amal labour office (Tas-heel Saudi) in Riyadh, Jeddah, Dammam, Mecca, Medina or other governorates. Qiwa contract authentication is mandatory for all private-sector contracts since 2024, and a mismatch between the offer letter and the authenticated contract resolves in favour of the Qiwa text. Walk in with the contract, the worker's Iqama, the employer's CR (commercial registration) and the SADAD receipt. The labour office staff can correct the contract on Qiwa within the same visit for routine amendments.

The Saudi expat levy is a SAR 9,600 per worker per year fee paid by the employer for each non-Saudi worker (establishments with Saudis at parity or higher pay SAR 7,200). Payment is through SADAD on Qiwa before the work permit and Iqama can be renewed. Late payment accrues penalties and blocks all renewals across the establishment until cleared. The levy is on top of the SAR 650 Iqama issuance fee and is legally non-deductible from the worker's salary; deduction shown on a payslip is grounds for a complaint at Maktab Amal.

Jawazat offices in Mecca and Medina run extended hours during Hajj (typically July-August) to handle Umrah and Hajj visa cases, but routine Iqama and residence work is deprioritised at those locations. Riyadh, Jeddah and Dammam Jawazat offices operate normally. Maktab Amal labour offices nationwide cut hours during the last week of Hajj. Absher and Qiwa portals run uninterrupted. Plan Iqama and exit-and-re-entry renewals at least two weeks before Hajj if you are based in Mecca or Medina.

Yes. Jawazat offices and Maktab Amal labour offices operate dedicated female counters following Vision 2030 reforms; Riyadh Al Murabba and Jeddah Al Kandarah have female sections with separate queues. Sahara Mall and Tahlia Mall self-service kiosks are open to all genders. Female employees handle Iqama biometric capture for female applicants in the dedicated section, including for newborn registration and dependant updates. Working hours sometimes differ slightly between male and female sections — confirm before travelling.

Saudi Arabia runs targeted huroob and Iqama-violation amnesties two to three times a decade, usually announced via the Saudi Press Agency and Absher. Past amnesties have written off the SAR 100 per day visitor overstay fines and the SAR 500/1,000 tiered Iqama late penalty for those who self-presented to deportation centres. The next 2026 amnesty has not been announced. Self-presentation during an amnesty avoids the re-entry ban; settling fines through normal channels before clearance also avoids the ban in standard cases.

Original passport (six months minimum validity), the current Iqama card and a coloured photocopy of both sides, a passport-style photograph on a white background, the SADAD payment receipt for whichever fee applies (Iqama renewal, exit-and-re-entry, replacement), the labour contract on Qiwa if the file is work-permit linked, and the sponsor's authorisation through Absher Business for non-routine changes. Family files add the marriage certificate (attested) and birth certificates for dependants.

Yes after one full year with the current employer, through Qiwa without sponsor consent — a reform expanded across the private sector by HRSD. Earlier transfers are possible when Qiwa contract authentication breaches, wage protection (Mudad) breaches or unjustified Iqama-renewal delays are documented. Walk into the nearest Maktab Amal labour office with the Qiwa case reference and supporting evidence. The office escalates contested cases to the Labour Court Dispute Settlement Committee. The standard one-year cooldown does not apply if the current employer is in Red Nitaqat.
